German-Russian Company for Air Transport Deruluft (In Commemoration of Its Centennial)

This article describes the history of creation and operation of the German-Russian company for air transport, the Deruluft airline. It launched its operation with the first international air line in Soviet Russia, an airlink between Moscow and Königsberg, and new lines were opened subsequently. Deruluft mostly used German aircrafts; Soviet aircrafts were also used although to a lesser extent. The aircrews included both German and RSFR (USSR) citizens. Deruluft operated for 15 years and was dissolved for political reasons. The airline’s activities had promoted the development of the Soviet civil aviation and training of skilled cadre of Soviet professionals.

The purpose of this paper is to create up-to-date aviation legislations study material focused on the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organisations and personnel involved in these tasks for future students of aircraft maintenance technology at the Air Transport Department, FPEDAS of the University of Žilina. As a relatively new studying programme, it has a lack of study materials in the field of aviation legislation, mainly in the field of aviation maintenance, whether in terms of technical requirements of aircrafts airworthiness or their certification. The first chapter of the paper is focused on a brief acquaintance with the history of aircraft maintenance and procedures applied in aircraft maintenance. We point to the modern history of aircraft maintenance, including EU legislation. In the second chapter, the work focuses on the international legal regulation of this issue as well as on the position of the International Civil Aviation Organization (ICAO) and the European Civil Aviation Safety Agency (EASA) and their activities in this area. In the following chapters, the paper deals with the current regulations of the EU Commission and Parts important not only for aircraft maintenance technicians, but also for training organizations in the field of aviation maintenance. In the end the paper deals with legislation necessary for the certification of an aircraft and requirements that are applied in the operation procedures of any civil aircraft for the purposes of commercial air transport.

This paper analyses the historic genesis and further development of the dominant technological regime in civil passenger aircraft design, the civil jet engine aircraft. The emergence of the civil jet airliner cannot simply be explained as a technological necessity. Historically, more options were available which are still considered attractive for various niche applications in air transport. To reach sustainable long(er) range passenger transport, we will need radical new technological options; the dominant technological regime of civil jet aircraft design only produces incrementally more efficient aircraft. The paper analyses the history of the civil jet aircraft design regime in order to clarify the factors that contributed to the success of this regime, thereby also prohibiting a technological regime shift. It discusses options for new regimes in civil aviation, and draws conclusions regarding a path that could lead to sustainable air transport.

The security and safety of civil aviation at airports is important given the level of risks faced by civil aviation. It is a threat of terrorist attacks, smuggling or cyber attacks. We are trying to prevent all these threats and thus protect the health and safety of passengers. The paper deals with the issue of safety in civil aviation. The primary goal of paper is evaluation of the current situation at selected Slovak airports with regard to safety. The paper is divided into theoretical and practical part. The theoretical part is required to present a theoretical view of basic concepts in aviation history air strikes, present and future conservation and the impact of human factors on the safety of air transport. The essence of the practical part is the evaluation of the current situation in selected Slovak airports and the implementation of a qualitative survey with the help of a questionnaire. Based on the analysis and the results of the questionnaire survey, suggestions are provided to improve safety at selected airports.

Abstract In the review below the author presents a general overview of the selected contemporary legal issues related to the present growth of the aviation industry and the development of aviation technologies. The review is focused on the questions at the intersection of aviation law and personal data protection law. Massive processing of passenger data (Passenger Name Record, PNR) in IT systems is a daily activity for the contemporary aviation industry. Simultaneously, since the mid- 1990s we can observe the rapid growth of personal data protection law as a very new branch of the law. The importance of this new branch of the law for the aviation industry is however still questionable and unclear. This article includes the summary of the author’s own research conducted between 2011 and 2017, in particular his audits in LOT Polish Airlines (June 2011-April 2013) and Lublin Airport (July - September 2013) and the author’s analyses of public information shared by International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Association of European Airlines (AEA), Civil Aviation Authority (ULC) and (GIODO). The purpose of the author’s research was to determine the applicability of the implementation of technical and organizational measures established by personal data protection law in aviation industry entities.

"Introduction to Risk and Safety of Air Navigation" is an authorized script compiled on the basis of the curriculum of the course "Introduction to Risk and Safety of Air Navigation" which is taught in undergraduate studies at the University of Belgrade - Faculty of Transport and Traffic Engineering. The scripts are primarily intended for students of undergraduate (bachelor) studies at the Department of Air Transport and Traffic at the University of Belgrade - Faculty of Transport and Traffic Engineering. Scripts can be useful to both master's and doctoral students at the University of Belgrade - Faculty of Transport and Traffic Engineering, especially those who have not completed undergraduate studies at the Department of Air Transport and Traffic. They can also be useful to air transport and aeronautical engineers in order to expand and update knowledge in the field of air navigation safety. The material presented in these scripts relates mainly to civil aviation and is largely based on international standards, recommended practices, regulations and documents which deal with issues related to air navigation safety. As these standards, regulations and documents are subject to frequent changes and alterations, users of these scripts are advised to also use the original (updated) documents, which are listed in the references, in order to take into account any changes that have occurred after the release of the scripts.

The Russo-Polish War occasioned some of the most anxious moments in the history of relations between Soviet Russia and the Weimar Republic. Within Germany, the advance of the Red Army toward Warsaw in 1920 aroused strong, but contradictory emotions. First, it led many Germans to anticipate the destruction of Poland and to hope for the restoration of the Reich’s former eastern territories. Simultaneously, however, the westward Russian march raised fears of the invasion of Germany by Bolshevik forces. Within Russia, a similar dichotomy of views about Germany existed. On one hand, the German government was considered a hostile, though negligible and temporary—a Communist revolution there was thought imminent—factor in Russia’s situation. On the other, Germany was held important enough to Russia that serious proposals of a far-reaching alliance against Poland and the Entente were made to her. The former view rested on a fundamentally optimistic assessment of Russia’s prospects; the latter, on a sober one. Grounds for concern were afforded by the Soviet Republic’s grave economic problems and by worry about whether the weary Red Army could defeat Pilsudski’s forces, whose offensive capacity had been demonstrated by their capture of Kiev in May 1920. If Germany, which had had military forces in the field against the Bolsheviks only a year before, should actively assist the Poles, Russia’s situation could be appreciably worsened. Surprisingly, therefore, although there are several recent, excellent studies of Soviet-Polish affairs and the Russo-Polish War, and a voluminous literature on relations between the Soviets and the Weimar Republic, little attention has been paid to Soviet policy toward Germany during the conflict with Poland. To explain that policy, and its apparent contradiction, is the purpose of this article.

Abstract In this essay, I offer a brief history of manuscript cataloguing and some observations on the innovations this practice introduced especially in the digital form. This history reveals that as the cataloguing of medieval manuscripts developed over time, so did the research needs it served. What was often considered traditional cataloguing practices had to be mediated to accommodate new scholarly advance, posing interesting questions, for example, on what new technologies can bring to this discussion. In the digital age, in particular, how do digital catalogues interact with their analogue counterparts? What skills and training are required of scholars interacting with this new technology? To this end, I will consider the importance of the digital environment to enable a more flexible approach to cataloguing. I will also discuss new insights into digital projects, especially the experience accrued by the The Production and Use of English Manuscripts 1060 to 1220 Project, and then propose that in the future cataloguing should be adaptable and shareable, and make full use of the different approaches to manuscripts generated by collaboration between scholars and librarians or the work of postgraduate students and early career researchers.

Under the background of economic globalization, the air transport industry developed rapidly. It turns out that the city-to-city network has not been able to adapt well to the development of the society, and the hub-and-spoke network came into being. The hub-and-spoke network demonstrates the advantages of reducing the operating costs of airlines to keep a competitive advantage, and by maintaining the interests of airlines in the rapidly developing context. However, during the operation of aircrafts, they consume fuel and spew a great deal of harmful pollutants into the air, which has an adverse impact on the living environment. This paper explores the impact and external costs associated with hub-and-spoke network in air transport from an environmental perspective. With some mathematical models, we construct a hub-and-spoke network and take a quantitative study on the environmental impact of air transport. For calculating pollutant emissions, meteorological conditions were considered to revise the pollutant emission factors of the Engine Emissions Data Base (EEDB) published by International Civil Aviation Organization (ICAO). The environmental external costs measurement model is employed to calculate the externality of toxic gas and greenhouse gas (GHG). In order to make the study more convincing, two alternative networks are computed: hub-and-spoke network and city-to-city network. It is found that the hub-and-spoke network is associated with poorer environmental impact and environmental external costs because of the different network characteristics and the scale of the fleets. Therefore, under the general trend of green aviation, the environmental impact and environmental external costs associated with hub-and-spoke network in air transport provides a certain reference for airlines’ strategic decision-making.
