Actuality. The risks of the state-owned enterprises are largely caused by unjustified quasi-fiscal operations in the sector of such enterprises. The main aim of the article is to reveal the theoretical essence of the category "quasi-fiscal operations" as an instrument of the state regulation of the economy in the sector of enterprises with state participation. Research results. The article highlights the approaches to the interpretation of quasi-fiscal operations by both scientists-theorists and high-authority organizations in this field, which allowed to summarize the typical features of quasi-fiscal operations in the sector of enterprises with state participation. The preconditions for the introduction of quasi-fiscal operations in the sector of enterprises with state participation and instruments for their implementation are highlighted. The approach to the classification of quasi-fiscal operations in the sector of enterprises with state participation taking into account the subjects of implementation, the impact on the budget and the sphere of activity of enterprises is substantiated. The negative consequences of the use of quasi-fiscal operations in the sphere of enterprises with state participation are substantiated. Conclusions. Given the peculiarities of quasi-fiscal operations in the field of enterprises with state participation, the state must assess the consequences of their use separately for each case, taking into account economic, social, and political and other factors inherent in the country. The elements of scientific novelty. Further studies have been devoted to highlighting the role of quasi-fiscal operations in the field of state-owned enterprises as an instrument for the state regulation of the economy. Practical significance. The main results of the study can be used as the basis for further scientific research on the activities of enterprises with state participation, and will also be useful for decision-making by public authorities on the use of quasi-fiscal operations in this sector.

Organization of the state regulation of tourism in Ukraine and opportunities for its improvement on the basis of learning from the experience of leading tourist countries in Europe is the purpose of the study. The notion and main purpose of the state regulation of tourist activities is substantiated. It is established that the history of the state regulation of tourism in Ukraine points to the frequent change and re-organization of its central body, which did not facilitate the development of tourism. Analysis of the role of the state in the organization and development of tourist activities in different countries of the world allowed determining four types of models of the state participation in regulation of tourism as a constituent element of economy of the mentioned countries: American, Budget-Forming, European and Mixed. Experience of leading tourist countries (France, Spain, Great Britain and Italy) convinces of the necessity for the efficient building-up of the state bodies responsible for the development of the mentioned branch. Efficient organization of tourism in a country and its state regulation, cooperation with non-governmental institutions, active promotion of the national tourist product, implementation of efficient promotion and PR activities and a developed tourist infrastructure facilitate interest in this country by the tourists and inflow of monetary resources.

The article deals with the impact of instruments of state financial control on the management of state and municipal property. The subject of the research is methodological approaches to the classification of violations revealed during control and expert-analytical activities carried out by state, regional and municipal financial control bodies. The topic of the work is the influence of state financial control instruments on the assessment of the state and municipal property management effeciency and the prospects for their application. The aim of the work is to present the author’s position on the effectiveness of the application of methodological rules and norms during control and expert-analytical activities. As a result, the importance of the principle of independence as a separate category of activities of state and municipal financial control (audit) bodies was expanded in order to focus on its leading role. The theoretical and practical provisions in the field of state financial control over state (municipal) property were combined using the example of a new object of state financial control and audit; analyzed the classification of objects of control in terms of violations and shortcomings. As conclusions, positive opportunities and negative consequences of strict adherence to standards developed in this area, collected by the method of economic grouping, were predicted. The author has used the following research methods: substantiations of proposals in the field of state financial control in terms of assessing their impact on the state and municipal property management efficiency, a literary review of scientific methodological developments in terms of attracting, using and disposing of state and municipal property, a method of data classification with using statistical groupings

Purpose The purpose of this paper is to examine the role of specific active labour market policies (ALMP) and increased use of zero hour contracts (ZHCs) in creating an environment in which low-wage jobs flourish. Alongside these, it examines the role of financialization over the last 30 years in fostering the nuturalization of policies that institutionalize low wages and deregulate the economy in favour of big business. Design/methodology/approach This paper draws upon academic literature, official statistics, and analyses via the concept of neoliberalism. Findings This paper demonstrates that via a set of interconnected macro and micro factors low pay is set to remain entrenched in the UK. It has demonstrated that this is not the result of some natural response to labour market demands. Far from it, it has argued that these policy choices are neoliberal in motivation and the outcome of establishing low pay and insecure employment is a significant character of the contemporary labour market is deliberate. Research limitations/implications This paper encourages a re-think of how the authors address this issue of low pay in the UK by highlighting alternative forms of understanding the causes of low pay. Practical implications It presents an alternative analysis of low pay in the UK which allows us to understand and call into question the low-pay economy. In doing so it demonstrates that crucial to this understanding is state regulation. Social implications This paper allows for a more nuanced understanding of the economic conditions of the inequality caused by low pay, and provides an argument as to alternative ways in which this can be addressed. Originality/value The paper examines the relationship between the rise of neoliberalism and finance capital, the subsequent emergence of the neoliberal organization, the associated proliferation of ALMP and ZHCs, and the impact of these on creating a low-wage economy. It makes the argument that the UK’s low-wage economy is the result of regulatory choices influenced by a political preference for financialization, even if such choices are presented as not being so. Thus, the contribution of this paper is that it brings together distinct and important contemporary issues for scholars of employee relations, but connects them to the role of the state and neoliberal regulation.

Purpose. The purpose of this article is to establish the role of state regulation and management in the field of forest relations in order to ensure effective protection, proper protection, rational use and reproduction of forests. Define the powers of state bodies through which the state manages forest resources. Identify forest management functions. To analyze the main tasks of state regulation and management in the field of forest relations. Method. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material and the formulation of relevant conclusions and recommendations. The following methods of scientific cognition were used during the research: terminological, logical-semantic, functional, system-structural, logical-normative. Results. As a result of the study, it was found that in our country there is a very extensive system of control of government agencies over activities in the forest sector. But its effectiveness is low, because illegal deforestation is carried out en masse, and the authorities that are supposed to monitor it do not seem to notice anything, or officials who depend on the solution of a particular issue decide them in their favor, not in favor of the state. Such cases are not uncommon - mostly mass. Therefore, we need to change and improve this control system - otherwise we may be left without forests. This in turn affects the ecological environment of citizens and their lives and health. Scientific novelty. In the course of the research it was established that the system of state management of forest resources is inefficient and needs to be improved. Practical significance. The results of the study can be used in law-making and law enforcement activities during the implementation of measures for the protection, use and reproduction of forests.

The article substantiates the need for state regulation of innovation activity in the agricultural sector of Georgia and analyzes the problems associated with the development of this sector. The factors hindering the introduction of innovations in agriculture are investigated. It is noted that the existence of large farms is important for the commercialization of agriculture and the role of cooperation in this process is emphasized. The state programs of development of agro-industrial complex of Georgia are considered. The importance of state regulation in innovative de-velopment of agro-industrial complex is investigated.

In Ukraine, the key condition for solving the problem of a non-inflationary increase in the level of economy monetization is the development of financial intermediaries capable of redistributing cash flows to investments. The purpose of the article is to develop a methodology for studying the influence of the level of economy monetization and the structure of the money supply on the lending activity of banks and, on this basis, to develop recommendations for the financial support of the agricultural sector of the economy. The article examines the following indicators of the structure and quality of the money supply in the economy: the level of economy monetization, the share of various aggregates in the money supply, the money multiplier and factors affecting them. The authors' attention is focused on the need for scientific substantiation of the economy's need for money and the management of the structure of the money supply to achieve the goals of state monetary policy. The role of state monetary policy in creating conditions for the resumption of growth in the agricultural sector was revealed. The analysis of macroeconomic indicators was carried out and the assessment of the impact of key factors on the state of the agricultural sector and the economy as a whole was carried out. The assessment of the level of monetization of the Ukrainian economy was carried out. The reasons for the low level of monetization of the Ukrainian economy were revealed and the ways to overcome it were formulated. Based on a critical analysis of various positions, it is shown what a balanced monetary policy should be in Ukraine. It has been proved that a significant decrease in the discount rate and an excessive increase in the money supply lead to an increase in inflation, an increase in risks in the financial sector and a destabilization of the situation in the agricultural sector, as well as in the economy as a whole. The relationship between the emission mechanism and the policy of stimulating the growth of the agricultural sector has been determined. The role of the main institutional elements of state monetary policy in enhancing the progressive development of the Ukrainian economy was revealed. Recommendations for improving the state regulation of the monetary sphere were given.

PurposeSo far, few studies dealing with the determinants of pro‐environmental behavior have examined the impact of emotional variables. This research aims to extend previous work on the role of affective motivations underlying ecological behavior by exploring the influence of anticipated guilt on recycling.Design/methodology/approachA cluster analysis was conducted among 276 French interviewees based on their current recycling behavior, anticipated guilt, environmental concern, awareness of negative consequences and beliefs about facilitating conditions in their community of residence. In order to confirm assumptions related to the suggested typology, further quantitative tests were performed.FindingsThree profiles were identified. Results suggest that environmental concern and awareness of the negative consequences associated with the increase of waste volume are not sufficient conditions to stimulate diligent recycling efforts. Anticipated guilt appears to influence behavior more directly and totally mediates the relationship between environmental concern and intention to recycle.Research limitations/implicationsImplications of this research exclude countries where recycling is mandatory or represents a strongly internalized social norm.Practical implicationsThis study holds important implications in terms of public authorities' intervention. The emergence of anticipated guilt as a key determinant of intention to recycle suggests that guilt appeals could be a relevant communication strategy in order to promote recycling.Originality/valueThis research provides new insights to understand the role of anticipated guilt on ecological behavior using a typology. A predictive model of intention to recycle was also proposed.

Abstract Research purpose. The purpose of this study was to determine the role of small and medium enterprises in the economy, as well as to study and evaluate the effectiveness of government support methods for small business entities (SMEs) using the example of the Republic of Latvia. The subject of the research was the system of state regulation and promotion of SME development. The object of the research was the sphere of small business in the Latvian economy, including SMEs, infrastructure support and development of small business. Design/Methodology/Approach. The study used basic methods of scientific knowledge of economics: an interdisciplinary approach combining methods of systems and comparative analysis, an integrated approach, induction, deduction, analysis, synthesis, methods of organization theory and management, logical analysis, strategic management and also economic analysis of small businesses. Findings. The research resulted in a system of state regulation and promotion of SME development in Latvia developed by the author, based on an assessment of the impact of measures provided to support SMEs, taking into account the importance of the role of small business in the economy of the Republic of Latvia. Originality/Value/Practical implications. The practical significance of the work is that the study completes a number of conclusions and practical recommendations in the field of organizational measures for effective support and multilateral development of the SME sector in the economy, recognition of the role of small business as the basis of the economic stability of the Republic of Latvia and the effectiveness of its support as the main state economic policy goal.

The article considers state regulation in terms of ensuring fair wages. It is noted that in the transition to a market economy there is a separation of interests of employees, employers and the state. An employee is objectively interested in this if the state and trade unions really guarantee him social protection. Characterizing the role of the state, it is indicated on the one hand that it acts as a subject of social partnership and directs its activities to economic growth. On the other hand, in the event of the need for a sharp increase in wages, the state, using the tax system and other indirect methods, is able to reduce the negative consequences for the entrepreneur from making such decisions. Depending on the influence of certain factors, there are notions of normative and positive role of the state. The question of the insolvability of the problem of measuring the amount of labor is raised. Emphasis is placed on the fact that work is the functioning of the employee, his appropriate activities in production or in the field of services, in the process of which he spends some physical energy and mental effort. It is determined that with the help of the mechanism of state regulation the conditions of balance of interests of all subjects of labor relations are created. The state performs the function of ensuring the general conditions of socio- economic growth. In this regard, both the types of regulation and the mechanism itself are changing, ie the changes relate to methods, methods of regulation. It is concluded that the state needs to take on the organizing function of setting reasonable prices for labor, taking into account differences in the qualifications of employees. Nowhere in the world are there such great differences in wages as in modern Ukraine, which differ in complexity. The transition to a policy of anticipatory growth of monetary income should not be too abrupt, should be manageable and take into account the real situation with the availability of goods and services.

Purpose. The aim of the article is to study the situation and develop practical recommendations for improving approaches to investment risk management under the influence of adverse factors caused by the COVID-19 pandemic. Methodology of research. The following methods were used in the study: theoretical synthesis and observation (to identify investment risks and determine their possible consequences), comparison and analysis (to study the experience of countries in overcoming the situation caused by the coronavirus pandemic), tabular (to visualize risks and possible methods for overcoming them), generalization (for theoretical generalization and formulation of conclusions). The study is based on the hypothesis that the identification of investment risks will help to choose an effective investment policy of the state and attract the necessary investment resources needed for the development of our country and overcoming the crisis caused by the global coronavirus pandemic. Findings. Approaches to determining investment risks among domestic researchers are generalized. The impact of risks on the state of the economy in general and investment activities in particular is considered, and the possible consequences of economic, social, informational, political and technological risks on investment processes in the country are also determined. Possible options for dealing with the situation caused by the pandemic in various countries, including Italy (development of a financing program for manufacturers of medical devices), the United States (tax rebates for manufacturers related to the fight against COVID-19), Canada subsidies for training and development of digital skills of the population), Egypt (reduction of prices for natural gas and electricity for certain industries). Originality. Proposals were developed to overcome the consequences of the negative impact on the country’s economy caused by the COVID-19 coronavirus pandemic. Practical value. Substantiated on the results of the study, the proposals can be used by public authorities and business structures to take measures to prevent the negative consequences of investment risks and attract investment resources to overcome the economic crisis caused by the coronavirus pandemic.
