The essence, strengths and weaknesses of the accreditation and ranking mechanisms for assessing the institutional capacity and performance of higher education institutions are analyzed and systematically compared in the article. Significant advantages of the ranking over accreditation are proved, as well as the subordination of the second one to the first one, given the leading role of higher education in ensuring and accelerating human progress that has a research-innovative and competitive character. The necessity of urgent introduction, as well as the main stages of practical implementation of the national general and sectoral ranking based on the methodology of the Shanghai ranking (ARWU), are substantiated. It is proposed to use a national ranking for modernization of the national network of higher education institutions. It is argued that accreditation and ranking are fundamentally different mechanisms for assessing education quality with significantly greater possibilities for ranking. Accreditation focuses on the thresholds (minimum) standards and requirements (conditions) and is not suitable for an objective comparative assessment of institutions (educational programmes), taking into account their level of excellence. The rank implies the ranking institutions in the order of their achievements, therefore, in terms of importance and significance, and can be used for relief modeling the landscape of the network of higher education institutions (not only in terms of their territorial or sectoral accumulation, but also in terms of competitiveness). Given this Ukraine with 289 successfully accredited institutions remains a white spot in Europe and the world according to interpretation of the Shanghai ranking of 2018. Unlike accreditation, which, due to limited capabilities, is unable to separate a mass low-order higher education from an innovative high-order higher education, the ranking mechanism reveals the first one as well as the second one. It was clarified that in contrast to providing motivation of obligation (performance) for developing culture of the minimum sufficient quality by accreditation, the ranking forms motivation of encouragement (creativity) for developing culture of the maximum possible quality. The culture of the maximum possible quality under the current conditions of the research and innovation type of progress and competition is a priority because it enhancing competitiveness. In addition, ranking implies the existence of a developed autonomy, able to respond promptly and effectively to the results of the ranking assessment. Autonomy, basically, is non-critical for accreditation. The results of the ranking can be successfully used for accreditation under the conditions of real autonomy, but the conclusions of accreditation for the ranking of institutions – no. Accreditation is inherently affected by a subjective factor, at the same time, ranking (for example, ARWU) can be constructed with the exclusion of a subjective component, with transferring ranking functions to independent artificial intelligence in the future. It has been shown that the research and innovation essence of higher education needs an appropriate valid mechanism of assessment of higher education institutions excellence, which is capable of permanently (for example, annually) to record level of institutions development in view of the ability to predict and project the future of society. Therefore, the trend of the rapid development and spread of international and national rankings is actual. It is argued that the creation of the national ranking of higher education institutions is an urgent objective and should be carried out in several stages: its legislative regulation, the determination of the system of objective indicators agreed by the leading Ukrainian universities (it is advisable to unite them into the leading Association of Ukrainian Universities), organizational and legal, financial support for administration of the ranking (e.g. the National Higher Education Quality Assurance Agency), the annual ranking of institutions and according to its results elaboration and implementation of measures to improve the network of higher education institutions in Ukraine, primarily to consolidate and integrate them.

The article considers the development of academic literacy and intercultural communication in applicants of higher education institutions. In the context of the rapid development of modern information technologies, the European context of higher education sets a demand for qualitative changes in the training of competitive specialists, aimed at the requests of employers. The objective of the article is to analyse theoretical and methodological approaches to the development of academic literacy skills in students, which is the key to education quality, competitiveness in the professional environment and the field of international scientific communications. It has been determined that in modern conditions, with the increase of the use of digital communication technologies in the educational process and their availability, the blended learning model acquires large-scale significance and can stipulate the integration of educational activities and the introduction of digital communications for the development of communication competence in applicants. The basis of academic literacy is comprised of the following skills: operation of diverse languages, understanding of differences between these languages, and comprehension of the languages. Feedback allows students to realize and adjust their activity in accordance with the optimal activity strategy in an artificially created environment. Based on the communicative interaction, students and teachers discuss creative projects, use digital tools and web services to design multimedia electronic educational resources of Moodle system (an educational university portal). In order to improve professional training effectiveness of applicants and the quality of the higher education system, the educational environment should create a new academic community with academic literacy, academic integrity, and, in quarantine conditions, pay great attention to effective online communication. To do this, higher education institutions need to create a system of comprehensive development of academic literacy, academic integrity at all stages of education. That requires activation of discussion on these issues in foreign publications with an impact factor, professional periodicals, at scientific conferences, forums, seminars, webinars and trainings.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

Digitalisation is an issue of growing importance at all higher education institutions (HEIs). It is often developed and driven bottom-up. In this regard, the intended self-assessment tool that the present paper aims to present “DIGI-HE” will support higher education institutions in developing their individual approaches to foster digitisation, methodological and conceptual approach. The present paper will outline the methodological procedure of design and subsequent validation of the tool. In a time when experimentation with, and mainstreaming of digital technology use is progressing to develop holistic strategies that encompass learning and teaching, research and innovation, as well as cooperation and outreach DIGI-HE will represent a self-reflection tool adapted to higher education to support the institutional efforts, to develop and implement strategies, which purposeful and holistic in comprising both missions, education and research. It will also furthermore attach particular importance to the need for dialogue among all actors and stakeholders in digitalisation, and address areas of activities relation to cooperation and outreach, including internationalisation strategies and practices.

In today’s higher education institutions (HEIs), intelligentization and digitization of education process are greatly required. Production industries are presently making changes from large-scale production to specialized or customized production. The term Industry 4.0 (IR 4.0) represents the fourth industrial revolution; the present movement or inclination of automation and data exchange and sharing in manufacturing technologies with the main aim of satisfying the individual customer desire and needs. The quick progressions in production technologies and its uses in the industries enhance production efficiency and change the workplace from tasks-based to the human-focused features. Higher education in the IR 4.0 (HE 4.0) is a complex, intricate and intriguing opportunity which has the potential to change the society for the better. The convergence and integration of man and machine will decrease the subject distance between social science and humanity and also technology and science. This will definitely need in-depth and diverse interdisciplinary teaching, research and innovation. Cloud computing (CC) as an IR 4.0 contributing technology, provides a novel means of educating people that will ultimately disrupt the present HEIs systems. Cloud-based education as a service in the era of fourth industry (CEaaS 4.0) can deliver education services in the shortest, most effective, and best affordability. The aim of this study is to propose a CEaaS system requirements specification (SRS) model that includes functional and non-fictional requirements; aligned with IR 4.0, the next industrial revolution.

With the rapid development of applications for mobile platforms, developers from around the world already understand the need to impress with new technologies and the creation of such applications, with which the consumer will plunge into the world of virtual or augmented reality. Some of the world’s most popular mobile operating systems, Android and iOS, already have some well-known tools to make it easier to work with the machine learning industry and augmented reality technology. However, it cannot be said that their use has already reached its peak, as these technologies are at the stage of active study and development. Every year the demand for mobile application developers increases, and therefore more questions arise as to how and from which side it is better to approach immersion in augmented reality and machine learning. From a tourist point of view, there are already many applications that, with the help of these technologies, will provide more information simply by pointing the camera at a specific object.Augmented Reality (AR) is a technology that allows you to see the real environment right in front of us with a digital complement superimposed on it. Thanks to Ivan Sutherland’s first display, created in 1968 under the name «Sword of Damocles», paved the way for the development of AR, which is still used today.Augmented reality can be divided into two forms: based on location and based on vision. Location-based reality provides a digital picture to the user when moving through a physical area thanks to a GPS-enabled device. With a story or information, you can learn more details about a particular location. If you use AR based on vision, certain user actions will only be performed when the camera is aimed at the target object.Thanks to advances in technology that are happening every day, easy access to smart devices can be seen as the main engine of AR technology. As the smartphone market continues to grow, consumers have the opportunity to use their devices to interact with all types of digital information. The experience of using a smartphone to combine the real and digital world is becoming more common. The success of AR applications in the last decade has been due to the proliferation and use of smartphones that have the capabilities needed to work with the application itself. If companies want to remain competitive in their field, it is advisable to consider work that will be related to AR.However, analyzing the market, one can see that there are no such applications for future entrants to higher education institutions. This means that anyone can bring a camera to the university building and learn important information. The UniApp application based on the existing Swift and Watson Studio technologies was developed to simplify obtaining information on higher education institutions.

In recent years, the rapid development of technological innovation has transformed the business world. Digital transformation improves the economic positioning of companies, contributing to society and the environment, but beyond technological evolution, it also brings social and cultural changes. With the new trends, companies saw the need to train people with digital skills and higher education institutions (HEIs) were forced to change their teaching methods to keep up with the new demands of the labour market. In this context, it is intended to identify the influence that HEIs play in the digital development of regions, in this case, the influence of Public Polytechnic Institutes of Porto in the development of the Metropolitan Area of Porto. The methodology adopted to answer the objectives of this study and research questions formulated, was an exploratory study, using semi-structured interviews and questionnaires. The results obtained allowed us to verify the positive influence of HEIs in the digital development of the Metropolitan Area of Porto. As well as identify the motivations that lead companies to participate in digital transformation initiatives, identify the skills needed to meet the demands of the labour market and identify the efforts made by HEIs to keep up with the digital evolution of society.
