Business incubators have a very important role in developing entrepreneurship, since it gives large opportunity to its participants to develop their business skill during incubation. The Indonesian government today provides a major boost to the development of business incubators in universities or other form of higher education institutions. The purpose of this research is to analyze the validation of the establishment of business incubator in colleges. In Ministerial Regulation (Permen) Minister of Cooperation and Small Medium Entrepreneurship the Republic of Indonesia No. 24/2015 explained that the head of the university, the Rector or the Director may issue a business incubators license. Thus, internal validation can be done by university or college management through the issuance of Decree (SK) Establishment complete with personnel appointed as manager. Furthermore, the college, has to provide a place or room consisting of office space, tenant room at least 3, discussion room 1, and tenant production display room. External validation is carried out by tenants through their success of becoming independent businessmen after being forged or incubated in a business incubator for a maximum of 3 years in one incubation period.

Abstract This paper aims to investigate the experience and to identify the drivers of transforming traditional universities into Entrepreneurial Universities for ensuring sustainable higher education in Latvia. Due to the wide scope, Entrepreneurial University characteristics, the present research study is limited and focuses on the university providing access to students to business incubation facilities, relationships with business incubators for students, as well openness of university to collaboration and knowledge co-creation with its external stakeholders. Analyses of the experiences of universities of Latvia business incubators providing services to students, as well cooperation between higher education institutions (HEI) and local governments and entrepreneurs show that there is a positive trend. In opposite, such a trend can’t be observed towards building Entrepreneurial Universities in Latvia over the past 5 years. The results of the survey show that there is a need put higher efforts to assist young entrepreneurs in building cooperation networks and strengthening knowledge co-creation with external stakeholders.

You will forgive me, then, if I take this occasion to mention the role of the Inter-American Bank as the “Bank of the Latin American University,” a role which has placed it in the vanguard of an impressive process of international cooperation for the modernization and decisive expansion of higher education in the Hemisphere. The $55 million it has loaned to 71 institutions in 17 countries bear eloquent testimony to an abiding preoccupation of the Bank in its brief years of existence.

Tins paper deals with Serbian higher education, especially in engineering, and with modern tendencies in the globalization of European engineering education based on Bologna Declaration. The main goal of this paper is to explain the existing system of engineering education in the Republic of Serbia: Scientific Universities with different Technical Faculties and Higher vocational technical schools. History of engineering education in the Republic of Serbia from the first Engineering Schools in 1846, then the Technical Faculty of Great School in 1863 and finally the University in 1905 will he presented as well as a comparative analysis of other relevant Universities (Technical) in Europe. Special focus will be done on the present state of affairs in the above-mentioned education with concrete measures for improvement of engineering education according to the actual European tendency. At the same time a necessity and a need for rapid, rational and efficient reforms and restructuring of Serbian higher education, especially in organizational, financial and educational domain, will be discussed.

In this article, the authors focus on the fact that business incubators play an important role in the development of entrepreneurial education. The article analyzes the leading business incubators of Kazakhstan, highlights the main areas of their work, the functions of business incubators, identifies145 МИРОВАЯ ЭКОНОМИКА И ЗАРУБЕЖНЫЙ ОПЫТ the main systemic and frequent problems. The article formulates proposals for the design of a general fundamental concept of the functioning of a regional business incubator.


The aim of this study is to develop a Social Media-based Online Collaborative Learning (SMOCL) instructional model for higher education that can systematically guide lecturers or teachers to create a suitable blend of individual online lectures and face-to-face collaborative learning activities. Using the ADDIE instructional design model (Analysis, Design, Development, Implementation, and Evaluation), a theoretically constructed beginning model was repeatedly upgraded and undertaken internal validation through expert reviews, while External validation was performed with one-to-one with students, small group, and field trials. The implementation of SMOCL at the Islamic University of Indonesia designed by the final model resulted in notable amounts in student performance, attention, relevance, trust, and satisfaction. The results seem to suggest that the SMOCL model can be served to promote students' achievement in cross-cultural understanding

Business incubators that are hosted by universities provide researchers and students from first cycle (undergraduate), second cycle (master), and third cycle (PhD) with ample opportunities for self-realization. However, these incubators primarily offer support in advising and developing new projects, such as creating competencies in research and applying new technologies, but they do not fully provide the entrepreneurial culture and leadership skills necessary for young entrepreneurs to turn ideas into reality. In this regard, it is very important to elaborate and create the structure of internal and external processes of the incubator right from the beginning. It is necessary to substantiate in detail the allocation of each element and determine the stakeholders and the type of activity, that form the model for structure and functionality of a business incubator hosted by a university. The purpose of the article is to reveal the methodological aspects oriented towards the formation of the structure and functioning of business incubators located in the academic environment which would allow the organization of internal and external processes for researchers and students of different cycles. It was found that the business incubator located within the University environment is a link within a complex system whose success depends on external factors, such as the macroeconomic situation, legal system in which the incubator carries out its activity and entrepreneurial culture, but also on internal factors, such as: technical-scientific, the abilities of the academic (university) staff, team activity, access to financial sources and programs, etc. The methodology of structuring university business incubators and their internal processes is an important factor in their development, as it provides an opportunity to evaluate and monitor the activities of these incubators.

The contemporary economic imaginary of the ‘knowledge-based economy’ is changing the perception of higher education in Europe. The goals of higher education are changing and reform of institutions is predicted. The present article examines these reforms and conceptualisations of higher education by presenting the results of discourse analysis of 47  international policy documents at the European level and two comprehensive national strategies of the Republic of Slovenia for higher education, research and innovation. Based on the analysis of the European documents, the article suggests that two main discourses are constructed: a) ‘the research-based society and economy’, and b) ‘reforming the university’. These present the emergence of a new idea of higher education at the international and national levels. The article investigates the extent to which these discourses are present in Slovenian higher education policy. The findings show that Slovenian discourse hesitates to embrace them fully. In particular, the idea of the managerial university is marginal in Slovenian discourse.

Universities have a meaningful function in motivating young graduates to become entrepreneurs in the technology field. Still, Indonesia has an unemployment issue for people's welfare. Indonesia has many potential markets. The first objective of the research is to investigate the indicators and success factors of business incubators in Indonesian public universities. Second is to examine the critical factors that influence the success of business incubators in the Indonesian public universities The third is to propose and develop successful business incubators in Indonesian public universities, and fourth is to measure the influence of IT and e-commerce assistance factor to the success of the university business incubator. The results indicated that there are four significant success factors (i.e., information technology and e-commerce assistance – abilities of business incubator, mentoring and networking, funding and support, and university regulation) with the moderating factors of age of facility, credit and rewards, and good infrastructure system.

The main problems of the organization of management of formation and use of intellectual capital are evaluated. The US laws on strengthening the system of intellectual property protection are analyzed. Among the main ones are: Bayh-Dole Act, Stevenson-Wydler Act, Federal Technology Transfer Act, National Competitiveness Act. An understanding of the endowment fund is given, which is defined as an institutional fund that is fully used by the institute to finance current activities under a donation agreement (donation), and is created exclusively for charitable purposes. Measures to increase the income of higher education institutions in Ukraine are proposed. Some results of generalization of foreign experience of management of development of intellectual capital of Ukraine are resulted. Strategies for the functioning of the education system in the development of intellectual capital in developed countries are analyzed. Among them are: the strategy of attracting skilled labor, the strategy of income, the strategy of empowerment. The main goals and characteristics of the business incubator on the basis of a higher education institution are outlined. The main tools for improving the efficiency of intellectual capital development management are substantiated. In particular, the main focus is on the need to improve the regulatory framework, finding sources of funding for intellectual capital through the creation of endowment funds in higher education, the choice of management strategy, the establishment of business incubators. Possibilities of application in domestic practice of experience of highly developed countries on improvement of management and development of intellectual capital of Ukraine are argued. A special place is given to the substantiation of the expediency of creating business incubators on the basis of higher education institutions. The main aspects of functioning of such business incubators are substantiated. In particular, the missions, goals, objectives, possible activities, potential partners, likely sources of funding and expected results are identified. Age discrimination has become an exceptional problem in rapidly aging societies such as Croatia. The paper aims at analysing the age discrimination issues in scientific and higher education system of the Republic of Croatia, specifically at verifying the presence of discrimination based on age and according to experience of the respondents included in the survey concerning equal conditions of work and equal advancement opportunities. For the purpose of analysis, an empirical research has been conducted by studying employees at two Croatian universities i.e. Josip Juraj Strossmayer University of Osijek and the University of Rijeka. Data were gathered by the means of an online questionnaire hosted on the Google Drive plat- form in the period from 29 May to 21 June 2017. A contact list of respondents’ e-mail ad- dresses was compiled using information obtained from official web sites of the Universities’ constituencies as well as their Rectors’ offices. There were 2958 addresses in total, out of which 1506 were at the University of Rijeka and 1452 addresses at Josip Juraj Strossmayer University of Osijek. The empirical research results indicated the following: 1) Age discrimination regarding equal working conditions is present in the experience of the respondents – the employees in scientific and higher education system of the Republic of Croatia, 2) Age discrimination regarding equal advancement opportunities is present in the experience of the respondents – the employees in the scientific and higher education system of the Republic of Croatia 3) As regards the equal working conditions, there are only differences among the respondents in view of their gender 4) As regards the equal advancement opportunities, there are differences among the respondents considering respondents’ levels of education and type of their positions (teaching, administrative and technical, auxiliary personnel).
