The purpose of the article is to characterize the role of "green" cooperatives in the formation of institutional components of the development of alternative energy in the agricultural sector of the economy. Research methods. The article uses such a theoretical method as generalization during the study of the essence of the category of "green" energy cooperative. As well as the method of analysis in the process of considering the current state of development of alternative energy in Ukraine. In addition, an explanation method was used to study the role of "green" energy cooperatives in the development of alternative energy. Research results. The basic concept of "cooperation" and the derivative "energy cooperative" from the point of view of various authors are considered, the own explanation of the term "green" energy cooperative is given. The state of development of alternative energy in Ukraine is described. The trends of energy consumption based on renewable sources in the country for 2013-2018 are analyzed, according to which the share of energy supply from renewable sources is growing every year in 2018 with a rate of 4.6%. Motivations for active construction of solar power plants with the largest number of such in Dnipropetrovsk and Ternopil regions were noted. The institutional components of the development of alternative energy are noted, the emphasis is on "green" cooperatives. The main normative legal acts, ie formal institutions regulating renewable energy in the country, namely laws, orders, strategies are considered. An element of the institutional mechanism, such as organizations that control and structure the process of development of alternative energy sources, including in the agricultural sector of the economy, is analyzed. An example of successful experience of foreign countries in "green" energy cooperation, including the United Kingdom and Germany. Scientific novelty. The own explanation of the category "green" energy cooperatives "is formed. The importance of energy cooperatives in the development of the "green economy" in the agricultural sector of the economy is proved. Practical significance. The results of the study can be used to accelerate the further active development of "green" energy cooperatives, which will have a significant impact on increasing the production and consumption of alternative energy sources in rural areas, as well as reducing energy costs by farms and private farms. The article is devoted to the study of the development of «green» energy in Ukraine. Extraction of non-renewable resources reduces our reserves, and using in the process of production and consumption leads to global warming. Further development of «green» energy will reduce the problems associated with environmental pollution and ensure consumer demand for clean energy at low prices. The article analyzes in details the current state of «green» energy of the country, considers promising opportunities for investment in the industry by Ukrainian and foreign entrepreneurs, which will create and implement new technologies in production, modernize obsolete enterprises. The main problems of using alternative energy sources are highlighted, the prospects for the development of «green» energy are determined, the possibilities and expediency of the transition to ecological types of energy are considered, taking into account the features of the country's economy. The article considers and analyzes the energy balance of the state, which is significantly dominated by the use of nuclear fuel, coal and gas. The use of modern and advanced technologies in the use of renewable energy sources will increase the share of clean energy in the energy balance of the country. The chronology of development of solar power plants in Ukraine is considered. It is noted that due to scientific and technological progress, reduction of prices for solar power plant equipment, «green» tariff capacity of generating alternative energy facilities will continue to grow. The volumes of energy production, which is produced with the help of renewable sources, are analyzed, the number of enterprises that receive income from the sale of electricity at the «green» tariff is considered. A comparative analysis of the size of the «green» tariff in Ukraine and European countries, the prospects for solving existing problems, proposed measures to fully disclose the potential use of alternative energy sources. The positive aspects of the use of alternative energy are analyzed; the role of the country in the process of implementing an effective energy strategy, creating an electricity market and the country's transition to a carbon-neutral economy is analyzed.

In the article modern trends in the production of renewable energy were analyzed. It was determined that renewable energy sources have many undeniable advantages. First of all, they are much more environmentally friendly than traditional methods of generating energy based on the combustion of fossil fuels. Another advantage of renewable energy sources is their distribution. Unlike traditional energy fuel sources that units possess, renewable energy sources are available to most of the world's inhabitants. It was considered that today in the country there are a number of motivational tools that stimulate the development of green energy. It was proved that the ways of sustainization of the energy sector are associated with three main areas of energy use: electricity generation; heating and cooling of premises; driving vehicles. A system of subsidies for primary investments (purchase and installation of equipment), as well as the commercialization of «green» electricity (costs of entering the market, partial insurance of risks), is applied. It was determined that a separate page in the formation of alternative energy is the rivalry of two directions of its development, based on the creation of concentrated and deconcentrated (distributed) power plants. The first focuses on the concentration of production energy units (solar panels or wind turbines) in one area. The second direction is associated with the deconcentrating of energy sources, that is, the dispersal of individual capacities both across the territory and by forms of ownership. The transition to renewable energy sources is critical for most countries. This is one of the most important steps towards ensuring their energy independence and further restructuring of economic systems towards the formation of a «green» economy. It is gratifying that, along with other countries, Ukraine is making its efforts in this.

The setting of sustainable development goals is directed towards improving the level and quality of life of the population by reducing anthropogenic impact on the environment and transition to a climate-neutral development. One of the ways to address this issue is to popularize alternative energy sources, introduce energy-efficient technologies and energy management. In view of this, the article is concerned with determining the peculiarities of the formation of a communicative environment for the provision of the climate-neutral energy services as result of the use of digital technologies. The expansion of the range of innovative energy services is due to the diversification of energy sources. As a result of the analysis of the dynamics of the development of «green» energetics, on the basis of statistical data, positive dynamics of energy production from renewable sources is established (wind, solar, hydroelectric power plants, biofuels, and waste). In turn, in terms of considering aspects of digitalization of production processes and provision of services, a low level of information and media activities on the possibilities of obtaining «green» energy services by the population is identified. In view of this, the value of using digital technologies such as mobile (social) platforms is increasing. It is proposed, concerning the content component of the formation of a digital communicative environment for the provision of energy services on the basis of climate-neutral development, to use a rating assessment of energy service companies, the level of digitalization of business processes of enterprises and the formation of digital skills among consumers of different segments of the energy market, as well as a cybernetic approach to determining the ability to provide innovative energy services.

В статье рассмотрено современное состояние энергоснабжения и перспективы развития альтернативных источников энергии на территории Крайнего Севера. Отмечено, что несмотря на острую потребность во внедрении возобновляемых источников энергии, установленные мощности всех ветряных и солнечных электростанций в регионе не превышают 7-8 МВт. Также в работе рассчитаны технический и экономический потенциал ветровой энергии региона, на основании которых подобрана наиболее эффективная установка. The article discusses the current state of energy supply and the prospects for the development of alternative energy sources in the Far North. It is noted that despite the urgent need for the introduction of renewable energy sources, the installed capacities of all wind and solar power plants in the region do not exceed 7-8 MW. Also, the technical and economic potential of the region’s wind energy was calculated based on which the most efficient installation was selected.

The article examines topical problems of the role of international organizations in the direction of the development of alternative energy and strengthening of energy security in the world. Considerable attention is paid to the importance of the introduction and development of alternative energy in the context of ensuring environmental human rights and economic well-being. Analyzed the main international legal treaties regulating the reduction of greenhouse gas emissions into the atmosphere and the use of alternative renewable energy sources. The main international governmental and non-governmental organizations in the direction of ensuring environmental and energy security have been identified. Attention is drawn to the need to strengthen the role of these organizations by strengthening the functions of supervision and monitoring to increase the possibility of influencing states that do not comply with the provisions of signed and ratified international conventions. It is concluded that it is necessary to adjust the vector of development of instruments for the protection of environmental rights in the direction of its world globalization. The existing global concept for the development of alternative energy sources requires changes. Given that the environmental problem is universal and, although to one degree or another, it still affects every person, regardless of country or nationality, the obligation to protect the environment must be universal, fulfilled and enforced not only by the government bodies of sovereign states, but also international government organizations. It is noted that the programs and recommendations of international organizations are developed directly for individual states, taking into account their geographical and economic location when choosing the types and methods of developing alternative energy.

As demand for electricity grows significantly, the main drivers of new capacity are the disposal of older, less efficient fossil fuel units; the near-term prospect of having tax credits for renewable energy; and long-term reductions in capital costs for renewable energy, especially solar photovoltaic. Low natural gas prices and favorable renewable energy costs make natural gas and renewable energy the main sources of new generation capacity by 2050. The main purpose of the scientific article is to cover the main problems of the electricity market of Ukraine, to analyze the process of promotion of green energy, to highlight the cases when the transition to alternative sources is a profitable process, in the context of uncertainty and rising prices for traditional energy sources. The article uses a number of general scientific and specific research methods, including methods of analysis and synthesis, scientific deduction and induction. The practical significance of the research is to develop recommendations for improving the state's regulatory function in the field of alternative energy. The large-scale introduction of non-traditional renewable energy in Ukraine will make a significant step in reducing the country's energy dependency, protecting the environment and creating the conditions for a country to join the European community. The scientific novelty is to study the stimulation of energy production using alternative sources, to study the creation of favorable economic conditions for the construction of alternative energy facilities, the development of a "green" economy and to ensure sustainable development of Ukraine. Conclusions and prospects for further research. In Ukraine, the alternative energy sector is developing slowly, but some structural shifts are noticeable, though far from planned. Many small and medium-sized enterprises have already installed solar panels in order to reduce the cost of production and generate additional profits. Further research requires the search for tools and mechanisms in the RES incentive system, with an assessment of the economic impact of their use, using modeling and forecasting methods and models. Currently, an urgent issue is the preservation of the environment, the cyclical use of waste for the production of new products, the preservation and multiplication of the planet’s natural resources. After all, the quality of life of each person directly depends on the state of the environment and the factors that affect its preservation. These factors are an integral part of the development of a green economy. This article discusses the possibility of producing alternative energy sources, such as biofuels of three generations.The first generation is solid, liquid, and gaseous biofuels. Second-generation fuel is obtained from the biomass of plant and animal material residues, or grown crops. As an example, such a type of fuel as biogas, which consists of carbon dioxide and methane, and with its further processing, namely the separation of carbon dioxide, you can get biomethane. In the same way, such fuels as biodiesel and bioethanol can be obtained from the biological mass. And the most unusual raw material for the production of third-generation fuel is biofuel from algae. Unfortunately, the development of the green economy in Russia is taking slow steps, but at present this issue is being paid more attention. The development of technologies for obtaining alternative energy sources will allow us to produce not only new types of energy, but also to preserve the environment of our priceless planet, through the use of raw materials and waste that are not in demand in everyday human life.
