Chief Isaac Oluwole Delano was a Nigerian expert in the Yoruba language and culture who was born in the Ifo District of the Abeokuta Province on the 4th of November, 1904.2 He was born to the family of Chief Edmund Delano and Rebecca Delano (both Egba indigenes). His educational exploits started from Holy Trinity Primary School situated at Okenla Christian Village in Ifo. From there, he was moved to Lagos Grammar School under the tutelage of an Anglican Bishop, Solomon Odutola, and his principal, Reverend E. J. Evans. However, situations necessitated his transfer to Kings College in 1921 where he met with his lifetime friends and college mates; Sir Adetokunbo Ademola, Justice N.O.A. Morgan as well as Dr. Oladele Ajose, to mention a few. Having passed his Senior Cambridge Examinations in 1923, Chief Delano proceeded to successfully write his Senior Clerical Examination in 1924, which propelled him to join the civil service in the same year. However, a severe injury sustained from an accident in 1947 led to his invalidation from the civil service. Worthy of note is the fact that he never blended into the civil service bureaucracy, as his principles and religious faith were constantly tested by various practices within the service. His dream to become more lettered was not going to succeed by his involvement with the civil service alone, and he was not positioned in those days to enjoy the privilege of travelling overseas to further his education. He had studied shorthand, and his love for writing by default made him aspire to a lifetime of authoring. While belonging to a number of literary societies, he tried his hand at writing newspaper articles which were generally well-received by the public. He was able to maintain a following from there, and this fueled his desire to write more works for public consumption; he was determined to make his mark in the field of writing. His first work as an author was published in 1937 under the title The Soul of Nigeria. Tis feat gave him his first taste at writing as an occupation, and the happiness that followed suit spurred him to achieve more. Isaac Delano believed that the first one was always going to be the hardest. His first published work had landed him on top of the world, and he was determined not to rest on his oars.

The public life of Stanley Melbourne Bruce, Prime Minister of Australia, a Viscount of the United Kingdom, a Fellow of the Royal Society, was one of the most paradoxical in the history of his native country. Bruce was born in Melbourne on 15 April 1883, of a well-to-do mercantile family. 1893 saw the collapse of a great land boom, the failure of some banks and an acute general depression. The family business, Paterson, Laing and Bruce, was in difficulties. Stanley Bruce’s father sold his mansion in the fashionable suburb of Toorak. Stanley himself had to leave his preparatory school—the fees were not available. His father, who appears to have been a singularly determined man, then proceeded to restore the fortunes of the business. In 1896 the young Stanley went to the well-known Melbourne Grammar School, where he was a most successful all-round student. It has been given to few boys at a great school to be not only captain of football, of cricket, of athletics, and of rowing, but also Senior Prefect (i.e. Captain) of the School.

Robert Broom was born on 30 November 1866 at 66 Back Sneddon Street, Paisley. He was the third child of John Broom and his wife, Agnes Hunter Shearer. The family of Broom is supposed to have originated from a John Broom who came to Scotland in Cromwell’s army in 1650 and settled near Linlithgow, the family remaining in East Stirlingshire until, in about 1820, Broom’s grandfathei settled in Glasgow, and married Ann Hunter of Highland ancestry. They .lad two sons, James, an engraver and lithographer who died young of consumption, and John, who was a designer for calico prints and Paisley shawls. When fashion changed and such work became impossible John went into commerce, eventually settling at Burnbridge near Linlithgow, half-way between Edinburgh and Glasgow. John Broom was a cultured man with a wide knowledge of English literature and of painting. Robert Broom was a sickly child, with adenoids and much bronchitis, and was, when six years old, sent to Millport (where the Marine Station now is) to live with his grandmother. There he met an army officer, John Leavach, aged eighty-three, who had fought in the Peninsular and American wars, but was a keen naturalist, who introduced Broom to marine life and to a microscope. Indeed, Broom used this original instrument for more than sixty years. At Burnbridge, Broom was reunited with his father, then an enthusiastic botanist, and constantly met as a family friend Peter Cameron, who became the great authority on Hymenoptera. To his influence Broom attributed his devotion to natural history. Broom had little schooling until at ten years old he entered Hutcheson’s Grammar School at Glasgow, and in 1883, at seventeen years of age, became a laboratory assistant to Professor J. Ferguson. In this position Broom became much interested in chemistry, and eventually ‘did most of the public analyses sent to the laboratory’.

<em>Of the so many ethnic groups in Indonesia, the Minangkabau-or Minang-people have the strongest tradition of migration. This ethnic group is also known as the largest matrilineal society in the world (Wikipedia). This qualitative study looks at how the Minang women who live in the surrounding areas of Jakarta perceive the Minang language, Indonesian language, and Minang culture in their daily lives. The data were collected through in-depth interviews with four adult female Minang informants, aged between 39 to 55 years old. This study reveals that the four women no longer perceive the Minang language as important to be maintained. They prefer to use Indonesian in their daily communication, both in the family domain as well as the public domain. In relation to the Minang culture, the four women tend to maintain the egalitarian and democratic principles of the Minang tradition. In fact, the quality of maintaining and passing on the Minang culture to their children depends on the attachment of the women to the culture itself. </em>

For decades the authoritarian secularist policies of the Turkish state, by imposing a headscarf ban at universities and in the civil service, excluded practising Muslim women from the public sphere until the reforms following 2010. However, Muslim women had continued to seek ways to increase their knowledge and improve their intellectual levels, not only as individuals, but also by establishing civil associations. As a result, a group of intellectual women has emerged who are not only educated in political, social, and economic issues, but who are also determined to attain their socio-economic and political rights. Those new actors in the Turkish public sphere are, however, concerned with being labeled as either “feminist,” “fundamentalist” or “Islamist.” This article therefore analyzes the distance between the self-identifications of intellectual Muslim women and certain classifications imposed on them. Semi-structured in-depth interviews with thirteen Turkish intellectual Muslim women were carried out which reveal that they reject and critique overly facile labels due to their negative connotations while offering more complex insights into their perspectives on Muslim women, authority, and identity.

The internationally renowned Muong Phang Cultural and Historical Site is located in the Dien Bien Phu region, northwestern Vietnam, and has received special attention from the public because of its great biodiversity. This site has a large forest area and other habitats including lakes, streams, rivers and paddyfield. These habitats would be ideal homes for bats and other biological taxa. However, in general, the wildlife of the Muong Phang Cultural and Historical Site receives little attention from scientists and authorities. Between 2014 and 2016, we conducted  series of surveys for bats in Muong Phang. Bat capture and sound recordings were the main procedure to obtain materials and data necessary for the assessment of diversity and conservation status. The results of the surveys this time revealed that there are 19 species of bats belonging to 7 genera, 5 families in the study area. Of these, a Myotis sp. is different from all the previously recorded Myotis bats from Vietnam, and, a Rhinolophus sp. is different from every described species of the family Rhinolophidae. This paper provides the first records of bats from Muong Phang with remarks on their taxonomy and conservation status.   Citation: Dao Nhan Loi, Vu Dinh Thong, 2017. This chapter looks at the role of the public versus the private sector in the provision of insurance against social risks. After having discussed the evolution of the role of the family as support in the first place, the specificity of social insurance is emphasized in opposition to private insurance. Figures show the extent of spending on both private and public insurance and the chapter presents economic reasons to why the latter is more developed than the former. Issues related to moral hazard and adverse selection are addressed. The chapter also discusses somewhat more general arguments supporting social insurance such as population ageing, unemployment, fiscal competition and social dumping.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

This article analyzes the public discourse on the riots of 16 January 2009, in Vilnius, when protest against economic shock therapy ended in violent clashes with the police. Politicians and the media were quick to ethnicize the riots, claiming an “involvement of foreign influences” and noting that the rioters had been predominantly “Russian-speaking.” Analyzing electronic and print media, the article identifies a wider tendency, particularly among middle-class Lithuanian youth, of portraying the social class consisting of “losers of the post-soviet transition” as aggressive and primitive Others. A pseudo-ethnicity that combines Rus sian language and culture with lower-class background into a notion of homo sovieticus comes to stand for what is hindering the “clean up” of Lithuania and middleclass aspirations to form a new European identity. As such, the riots serve as a lens that illuminates the way ethnicity is flexibly utilized to shift political loyalties.

This article focuses upon gender differences in the satisfaction with career opportunities of civil servants in the Netherlands. Women have become better represented at all levels in the Dutch civil service in recent years, but they are still underrepresented in the higher level positions. Nevertheless, women are slightly more satisfied with their career opportunities than men are and they seem to be increasingly so. Their relatively positive evaluation of extrinsic aspects of their work situation is one of the explanations of this finding, as is their higher intrinsic work motivation compared to that of men. It is suggested that the career orientations and aspirations of women better fit the changing context of career formation in the Dutch civil service and the accompanying new psychological contract. Points for practitioners The Dutch civil service has set ambitious targets with respect to the representation of women at all levels in the service, but insight into the determinants of women’s careers in the public sector is still very scarce. The findings in this article show that there are gender differences in the weighting of intrinsic and extrinsic aspects of the work in evaluating one’s career opportunities. Besides, the article may assist human resource management practitioners in anticipating the impact of changing career trajectories on the career satisfaction of male and female civil servants.
