ABSTRACT Budgetary policy education is run in local government in the city of Palembang. This research is to find out the problems arising from the policies made and to identify weaknesses, so that the impact of the budget allocation for the quality of education in the city of Palembang will run well and achieve the goals that have been set to implement and improve the quality of education in particular association as it normative documents listed on regional planning for the necessary implementation of a policy that allows nine years of basic education (9-year compulsory basic education) in Palembang can run well and quality.This study used a qualitative approach to policy analysis method or methods of post policy analysis, while the technique of data collecting documentation study, interview and observation. Results and conclusions of the study show that the city of Palembang is already running a local autonomy in education well with 51.8% of the total education spending APBDnya.The amount of the allocation of indirect spending compared to spending langsung.Ada realization of direct expenditure budget allocation that is less effective and efficient. Impact of Policy Implementation in 2012 Education Budget Allocation Budget allocation priority on basic education in Palembang with the goal of Increasing the quality of public education and increasing the number of qualified teachers S1 / D-IV.

This paper discusses Islam and education with reference to academic concepts of the education. It is very difficult task to build Islamic education in the non-Muslims countries, because non-Muslims have different traditions, cultural, political, and also in education. But we define some important issues in education. First; improving the public awareness in the Islamic schools where they cannot be good and lack the trust between Muslim and non-Muslim communities. So how we can improve the public awareness of Islamic schools and how we can enhance the trust of society. The second; financial permanence - in this issue, we improve the quality of education through sufficient income. The third issue in Islamic education is qualified teachers. How to improve Islamic education, train our students, and how to attract them towards Islamic education. The fourth; building the effective boards. They work as a backbone of Islamic education. The fifth one is of curriculum.

Since 2009, the Indonesian government has fully allocated 20 percent of its budget on education. Though the increase of financial resources has led to an improvement of the access to education, challenges on the quality of education persist. By employing a cross-districts analysis in Indonesia during 2010–2015, this study aims to analyze the impact of government spending on the adjusted-national examination scores at the junior secondary education. This study shows that the central and local government spending have no significant impact on the scores. Whereas, the central government spending on teachers, and the socioeconomic factors such as poverty and health are significant determinants.AbstrakSejak 2009, Pemerintah Indonesia telah dapat mengalokasikan 20 persen anggaran untuk pendidikan. Peningkatan anggaran di sektor pendidikan yang signifikan di satu sisi telah meningkatkan akses pendidikan, tetapi di sisi lain masih terdapat tantangan terhadap kualitas pendidikan. Studi ini bertujuan untuk menganalisa dampak belanja pemerintah terhadap nilai ujian nasional SMP dengan menggunakan analisa cross-section di kabupaten/kota Indonesia pada tahun 2010–2015. Studi ini menunjukkan bahwa belanja pemerintah pusat dan daerah tidak mempunyai dampak yang signifikan terhadap nilai ujian nasional SMP. Akan tetapi, transfer pemerintah pusat untuk guru serta kondisi sosial ekonomi seperti kemiskinan dan kesehatan merupakan faktor yang signifikan.Kata kunci: Pendidikan; Belanja Pemerintah; Hasil Pembelajaran; Kabupaten/Kota; IndonesiaJEL classifications: H75; I22

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The publication is based on desk research and on the analysis of processes.

A growing number of urban interventions, such as culture-led regeneration strategies, has emerged alongside growing awareness of the concept of re-urbanization. These interventions evolve to create a holistic urban vision, with aims to promote social cohesion and strengthen local identity as opposed to traditional goals of measuring the economic impact of new cultural developments. Szczecin’s, Poland urban strategy is focused on the expansion of culture—a condition for improving the quality of life and increasing the city’s attractiveness. This article assesses the potential for re-urbanization of Szczecin’s flagship cultural developments. Questionnaire surveys and qualitative research methods were used to assess the characteristics that distinguish cultural projects in the formal, location-related, functional, and symbolic layers, as well as examining their social perception. The results show that the strength of these indicators of urbanscape identity affects how the cultural developments are assessed by the society. Semiotic coherence and functional complexity of the structures have a significant impact on the sense of identification, while their monumentality and exposure contribute to the assessment of the impact on their surroundings. A development with a firm identity, embedded in the city’s tradition not only preserves the cultural heritage of the city but also makes inhabitants feel association with the new project.

Improving the quality of education in schools requires professional and systematic education in achieving their goals. The effectiveness of educational activities in a school is influenced by the number of variables (both related to personal, operational, and material aspects) that need to get continuous coaching and development. The process of coaching and developing the whole situation is an education supervision study. The principal as the school leader has the obligation to foster the ability of the teachers. Education for all has been stipulated in the Preamble of 1945 Constitution of Republic of Indonesia. As from the proclamation of Independence Day, the Indonesian government has been developing national education to give the Indonesians equal and broad opportunity to have access for education. This article discusses the implementation of nine years’ compulsory education program to provide the citizens with equal access for education and simultanously to improve basic education quality. The discussion is focused in planning, implementation, and outcomes of the program, as it is assumed that the three aspects are inter-related each others in achieving the target. The discussion concludes, the nine years’ compulsory education program in Indonesia is implemented through improving the opportunity to have basic education for all school age children and simultaneously to accelerate the quality of education. However, to reach the target of quality some recommendations are provided.
