Since 2009, the Indonesian government has fully allocated 20 percent of its budget on education. Though the increase of financial resources has led to an improvement of the access to education, challenges on the quality of education persist. By employing a cross-districts analysis in Indonesia during 2010–2015, this study aims to analyze the impact of government spending on the adjusted-national examination scores at the junior secondary education. This study shows that the central and local government spending have no significant impact on the scores. Whereas, the central government spending on teachers, and the socioeconomic factors such as poverty and health are significant determinants.AbstrakSejak 2009, Pemerintah Indonesia telah dapat mengalokasikan 20 persen anggaran untuk pendidikan. Peningkatan anggaran di sektor pendidikan yang signifikan di satu sisi telah meningkatkan akses pendidikan, tetapi di sisi lain masih terdapat tantangan terhadap kualitas pendidikan. Studi ini bertujuan untuk menganalisa dampak belanja pemerintah terhadap nilai ujian nasional SMP dengan menggunakan analisa cross-section di kabupaten/kota Indonesia pada tahun 2010–2015. Studi ini menunjukkan bahwa belanja pemerintah pusat dan daerah tidak mempunyai dampak yang signifikan terhadap nilai ujian nasional SMP. Akan tetapi, transfer pemerintah pusat untuk guru serta kondisi sosial ekonomi seperti kemiskinan dan kesehatan merupakan faktor yang signifikan.Kata kunci: Pendidikan; Belanja Pemerintah; Hasil Pembelajaran; Kabupaten/Kota; IndonesiaJEL classifications: H75; I22

This study aimed to evaluate the impact of school zoning policies on equal access to education for underprivileged students in Yogyakarta City. This research was motivated by the low quality and inadequate access to education for underprivileged students in Indonesia. Starting in 2018, the Central Government implemented a school zoning policy to improve the quality and equitable access to education for underprivileged families in every region. This research was carried out in 16 State Junior High Schools in Yogyakarta City. This was the research location because it was one of the national pilot areas chosen by the Central Government. A quantitative approach was used to evaluate secondary school data before and after the implementation of the zoning policy. The results showed that: (1) there was an increase in access to education for underprivileged students; and (2) the imbalance in the quality of favorite and non-favorite schools did not change and this was influenced by the economic conditions of each region. It can be concluded that the school zoning policy increased equal access to education for underprivileged students, but the next challenge for the Yogyakarta City Government is ensuring equal quality of education across junior high schools. The urgent worldwide shift of school education to online format resulted from the COVID-19 pandemic raised a number of problems of a technical, organizational, methodological, and psychological nature. These problems are surveyed by both the international community and national researchers. Equally important is the assessment of the consequences of education in a remote format for the quality of education and equal access to education. The article considers how the transition to remote education will affect the equity of access to quality education, differentiation of students’ educational results on a territorial and socio-economic basis. Analysis and evaluation were carried out using data collected before the mass transition to online learning: the results of the international survey of the quality of education PISA, surveys of the Federal State Statistics Service, and regular educational statistics. Differentiation of learning conditions, interregional variation, and differences in the ability of households to use ICT to participate in online learning are examined. Preliminary assessments of the impact of the transition to online learning during the COVID-19 pandemic on strengthening differentiation of access to quality education and learning outcomes are made.

Education is very important for the continuity of the development of a nation, for that we need to find a way for action to be taken right in improving practical education and also academics in the era of blood autonomy and also autonomy in education. For this reason, it is necessary to apply a number of management principles so that education in Indonesia is of higher quality, such as the efficiency of internal and external education, good governance can also affect education in Indonesia. for this reason, it is necessary to apply several approaches so that education runs according to what is expected (1) increasing institutional capacity and all programs in the education sector can be implemented, (2) developing the quality of education through inputs, processes and results based on regional autonomy (3 ) benefits and impacts of basic education on regional autonomy. therefore the need for educational autonomy in supporting quality education because of the benefits of educational autonomy such as (1) Dependence on the central government both in funding, facilities, human resources, and also curriculum which causes less creativity of blood because it is too dependent on the central government. (2) There are demands for reform in the education sector (3) There are demands from parents, community participation, business, labor associations to participate in controlling each activity and assessing quality in education processes and expenditures. (4) Educational structures can also affect in the education process if the centralized educational structure will have an impact on the lack of community participation and also the inability in existing bureaucracy to respond to all needs and demands to improve the quality of education in the era of educational autonomy.

Education is an essential instrument of social transformation and economic development. Financing of primary education is of vital importance due to it being a fundamental right in most modern societies. Government spending on primary education in Karnataka has been increasing in recent years to improve access to and quality of education. Also, the Government of Karnataka has introduced many attractive schemes in the state and the support of the Central government and private organizations. The study aims at measuring the effectiveness of such programs on improving the enrolment and access of children at the primary education level in Karnataka.

In the history of Nepalese education, 1853 AD marked the entry of the English system of education by the establishment of Durbar Elementary School by Jung Bahadur Rana after his return from his visit to Great Britain. The English type followed the British model of India, which was at one time accredited based on the Oxford and Cambridge examinations. Several other types of education, such as Buddhist Bihar, Hindu Ashram, and Gandhian Basic Education, existed side by side. Present-day, Nepalese school education has been facing two major enduring challenges: increasing access to education and improving the quality of education, which has now been put together as quality education for all. Explicitly or implicitly, Nepalese education documents forward learner-centered education (LCT) to improve the quality of education. Indented quality needs to be implemented at the classroom level, which yet seems not been materializing in the Nepalese context. It is, therefore, essential to analyze various facets of the LCT in the Nepalese context to weave different aspects together to achieve LCT in the Nepalese school classrooms. The major objective of the present article is to analyze the pedagogical reform at primary school from LCT perspectives in Nepal. Thus the present study wasdescriptive. Library documents and online documents were used as tools for the collection of data. The results of the present study indicated that what has been intended LCT practices have not been implemented. Still, there is a need to clarify envisioned LCT pedagogical approaches and its effective implementation. It will be worthwhile to plan a step by step implementation and development plan and execute it incrementally with emphasis on building upon successes and expanding.

National Examination is the assessment of learning outcomes by the government which aims to assess the achievement of national competency on specific subjects in the group of subjects in science and technology. The results are used as one of the considerations for mapping the program quality or the educational unit, as the basic selection to the next education level, determining students' graduation, and giving scholarship for improving the quality of education. Panopticon was originally a concept of the prison building designed by English philosopher and social theorist Jeremy Bentham in 1785. The design concept was allowing a guard to watch  prisoners everywhere. Later, Panopticon not merely architectural designs, but he became a model of community supervision and discipline, which also applied today. National Exam as State Panoptikon is a philosophical concept where the values in National Examination is examined or analyzed using the concepts and values of Panoptikon

ABSTRACT Budgetary policy education is run in local government in the city of Palembang. This research is to find out the problems arising from the policies made and to identify weaknesses, so that the impact of the budget allocation for the quality of education in the city of Palembang will run well and achieve the goals that have been set to implement and improve the quality of education in particular association as it normative documents listed on regional planning for the necessary implementation of a policy that allows nine years of basic education (9-year compulsory basic education) in Palembang can run well and quality.This study used a qualitative approach to policy analysis method or methods of post policy analysis, while the technique of data collecting documentation study, interview and observation. Results and conclusions of the study show that the city of Palembang is already running a local autonomy in education well with 51.8% of the total education spending APBDnya.The amount of the allocation of indirect spending compared to spending langsung.Ada realization of direct expenditure budget allocation that is less effective and efficient. This study uses descriptive statistical method to analyze the income and life qual- ity of 397 farmer households who are suffering social exclusion in an economic aspect out of a total of 725 households surveyed in five Northern provinces of Vietnam in 2010. The farmers’ opinions of the impact of the policies currently prac- ticed by the central government and local authorities to give them access to the labor market are also analyzed in this study to help management officers see how the poli- cies affect the beneficiaries so that they can later make appropriate adjustments.

Vocational schools (SMK) is a secondary education that preparesstudents primarily for working on a particular field. Diverse efforts made by SMKgraduates increased 8 Medan include improving the quality of education byreforming both the substance of the material and the provision of facilities andinfrastructure. However, the results have not been up, cermatan can be seen fromthe low competence of graduates, making it less able to play a role in meeting thedemands of the workplace. Assumed to be an indication of the quality of learning isstill performed during less effective, less efficient and unable to increase studentinterest. In order to achieve maximum learning outcomes is through theimprovement of learning strategies to utilize the educational facilities in accordancewith existing conditions, ie, by examining one of the subjects namely Constructiondressmaking pattern. Construction material pattern done with learning strategyapproach manipulated into two comparing results STAD cooperative learningstrategies and learning strategies expository and compare the results with thelearning characteristics of students with high and low interest in learning onlearning outcomes Pattern Construction.
