The article deals with the problems of developing Basic Professional Educational Programs of Higher Education on Information Systems and Technologies in accordance with the Federal State Higher Education Standard (3++) and the requirements of occupational standards and employers’ needs. The article presents the stages of developing Basic Professional Educational Programs taking into account these requirements. The federal regulatory acts governing the application of occupational standards in the development of Basic Professional Educational Programs, as well as official data on the required number of IT specialists in the context of digitalization of the country’s economy, are analyzed. On the basis of the correspondence between the hierarchical levels of the requirements of the educational standard and the occupational standard in web technologies, the article demonstrates an approach to determining the list and designing the content of professional competencies, based on the formation of competency passports and ensuring the integrity of the main professional educational program of university. The article studies one of the professional competencies of the Information Systems and Technologies educational program to show its structure and content development and suggests possible wording of competency indicators and descriptors used to assess the competency formed.

Taking into account the experimentally recorded nomenclature of the specific educational and social needs of students with disabilities and in the context of the notion that the adapted basic professional educational program at the university involves the adaptation of the conditions for obtaining education rather than its content, the structure of the adapted environment of the university as an ordered set of information and educational institutions is characterized architectural, spatial, socio-psychological and rehabilitation-educational the conditions necessary for the successful development of students with disabilities the normative content of the educational program, specified by the Federal State Educational Standard of Higher Education. Within the framework of the corresponding logic and based on practical experience, the place is determined for special technical educational and social facilities, special formats for organizing and teaching methodological support of the educational process, as well as psychological and social rehabilitation support for students with disabilities, etc. in the system of inherent attributes of the university adapted basic professional educational program.

Modern society determines the order for highly professional specialists in the field of education. For successful realization of professional activity graduate a teacher training University must satisfy the requirements stated in the professional standard of the teacher. In preparing future teachers the competence are formed, stated in the federal state educational standard of higher education by the direction of Teacher Education. Therefore there is a problem of development of the basic professional educational program that meets the requirements of these and other regulations. The paper proposes a solution to this problem at the expense of establishing of correspondence between competencies declared in the federal state educational standard of higher education, and labor functions specified in the professional standard of the teacher. The variant of implementation of established conformity of the content of the discipline variable part of Basic Professional Educational Program is reviewed. Working program of discipline "Geometric modeling by means ICT" is offered, the attributes of the work program, the content of the modules discipline and fund of evaluative tools are described.

In modern conditions of development of the tourism and hospitality industry and trends of import substitution there is a need for training of top managers, able to lead the charge in creating new tourist-recreational territories, tourist and resort hotel complexes, their strategic management, the construction or reconstruction. The most important task of this stage is the improvement of higher education and adapting modern trends to the development of educational programs of magistracy. The research allows to identify not only the main functions of managers of hotels and hotel operators network, which are not only in the management of personnel and technological processes, financial operations, development strategies, but also long-term investment activities associated with the design of both the hotel complex and all the business processes for its launch and subsequent operation. The authors propose to introduce a new discipline – “Hotel development”, which should form competences, based on legislative, engineering and economic knowledge. This will help future masters to interact with the participants of the investment project, hotel and tourist and recreational complexes (design organizations, government agencies, etc.), to evaluate investment projects and the concept of the hotel/ tourist and recreational complexes. The article is based on the analysis of new professional standards, the main result of which was the development of recommendations to the educational program of graduate training in the direction of “Hospitality”, taking into account the required knowledge, skills and abilities of future managers of the hospitality enterprises. Recommendations for educational program take into account also the requirements to the common cultural and professional competences of the Federal state educational standard of higher education (FSES3+), approved on July 3, 2015.

To the objective necessity of forming the personality of future physical education teachers in high school there was a need for content development of physical culture competence of students on the basis of mobile learning. Development of competence, which includes a set of common cultural and professional competencies stated in the federal state educational standard of higher education, is presented in the framework of Bloom´s taxonomy of B. on the basis of levels of education. Formation of health and fitness competence of students through the introduction of mobile learning will implement educational technology to meet modern needs of young people and aimed at innovation, creativity, creativity, initiative and interests of teachers and students.

In connection with the entry into force of the new law «On education» the reforms of the national higher education received an additional boost. Improved standards of the third generation «FGOS 3+» has opened up great opportunities for the development of professional education in various areas of training that allows to fully take into account industry-specific features and requirements of business communities. Therefore, the most important task of the present stage of the reform of higher education is the adaptation of modern educational trends in the development of main educational programs of undergraduate and graduate levels. The article is based on a study conducted with direct participation of the authors, the main result of which is the development of an academic main educational program for the undergraduate level in the field of study «Tourism». Directly this article deals with the optimization of curricula that are «core» of any educational program. The results obtained directly by the authors are based on a fairly extensive empirical basis, which consists of curricula and basic educational undergraduate programs developed by higher education institutions — the recognized leaders in the field of tourism education. For the undergraduate level in the field of study «Tourism» the authors formed a competence model for academic Bachelor in tourism, taking into account the possibility of academic mobility, and consisting of a modular curriculum that includes 27 academic disciplines (modules). It should be noted that both the curriculum and the exemplary educational program as a whole meet the requirements of the federal state educational standard of higher education and take into account the demands of the modern business community regarding the training of future bachelors in tourism.

In the tutorial, the technology of creating digital cartographic works using the tools of geographical information systems (GIS) is considered; the technique of designing, compiling and designing General geographic, as well as a series of thematic maps of analytical and complex types is presented; the cartographic methods of image used most often in economic and social geography and their implementation through a block of geo-analysis and modeling of modern applied desktop GIS are considered in detail. Раскрываются проблемы оценки уровня сформированности профессиональных компетенций студентов, обучающихся по программам бакалавриата. Несмотря на массовый переход российских вузов в 2011 году на европейскую уровневую систему высшего образования, многие вопросы функционирования высшей школы России остаются не до конца решенными. Основная проблема, которая до сих пор вызывает наибольшее количество дискуссий в вузовской среде, связана с оценкой уровня полученных знаний, умений и владений, которые должны сформироваться согласно компетентностному подходу в рамках реализации основной профессиональной образовательной программы (ОПОП) в соответствии с требованиями действующего федерального государственного образовательного стандарта ФГОС 3++. Многие российские вузы сформировали свои внутренние системы оценки достигнутого уровня профессиональных компетенций. Данные оценочные системы отличаются друг от друга подходами к проведению оценочных процедур, применяемыми средствами и методиками. Но ни одна из рассмотренных методик не может гарантировать высокой степени достоверности полученных результатов, так как основана на смешении новой и старой парадигм высшего образования. Предлагаются конкретные меры, которые необходимо предпринять для того, чтобы оценка уровня сформированных профессиональных компетенций обучающихся стала более реальной. The problems of assessing the level of formation of professional competencies of students studying undergraduate programs are revealed. Despite the massive transition of Russian universities to the European level system of higher education in 2011, many issues of functioning of higher education in Russia remain unresolved. The main problem that still causes the greatest number of discussions in the University environment is related to the assessment of the level of knowledge, skills and skills that should be formed according to the competence approach in the framework of the implementation of the main professional educational program in accordance with the requirements of the current Federal state educational standard FSES 3++. Many Russian universities have developed their own internal systems for assessing the level of professional competence achieved. These evaluation systems differ from each other in their approaches to conducting evaluation procedures, the tools and methods used. However, none of the methods considered can guarantee a high degree of reliability of the results obtained, since it is based on a mixture of the new and old paradigms of higher education. Specific measures are suggested that should be taken in order to make the assessment of the level of formed professional competencies of students more realistic.

Today, Russia is actively working to introduce the Federal State Educational Standard of Higher Education 3++ (FSES HO 3++) into the educational process. At the same time, it is assumed that these higher education standards will contribute to improving the quality of training students of domestic universities for professional activities in domestic organizations. However, as practice shows, the continuous improvement of FSES HO, according to the Bachelor-Master system, does not solve the key problems associated with the training of professionals demanded by domestic organizations, who should be trained by the universities. This paper shows the problems associated with the formation of professional competencies among students of domestic universities in the implementation of FSES HO 3++, as well as possible ways to solve them and to improve the quality of training students as future professionals for domestic organizations. At the same time, all proposals are based on the practical experience of the authors and scientific analysis of existing problems, as well as feedback from employers justifying their requirements for graduates of domestic universities from the standpoint of the needs of organizations in the young professional staff they need, which allows them to successfully solve the issues of timely provision of the required level of competitiveness.

The article deals with the issues of training master’s students in the pedagogical direction of training in the context of updated standards of higher education. The authors propose forms and criteria for evaluating the professional competence of the PC-1 based on the Federal state educational standard Three plus plus training directions 44.04.01 «Pedagogical education», the profile «Educational technologies in the field of physical culture», and the professional standard. In the NSPU Kozma Minin (hereinafter referred to as Minin University) is currently implementing the main professional educational program (opop) in the field of training 44.04.01 Pedagogical education, profile «Educational technologies in the field of physical culture». Opop aims to develop students ‘personal qualities and form universal, General professional and professional competencies in accordance with the Federal state educational standard of higher education in the field of training 44.04.01 – Pedagogical education (master’s level). To form the competence of the PC-1, the curriculum provided for a module «management Technologies in sports organizations» in the amount of 27 credit units. The main purpose of the module is to prepare masters in the field of physical culture to design and manage the educational space, as well as to manage the process of self-development as a person and a professional, which together provides social, personal and professional readiness to improve professional, pedagogical and managerial skills. Examples of project tasks and contextual tasks that determine the degree of formation of undergraduates’ skills to implement modern physical education technologies for training and development of children and adults engaged in educational activities, analyze the process of their effectiveness using modern methods of science, as well as information and innovative technologies are considered. To assess the formation of the PC indicator.1.1. the following forms of assessment were used: report, project task, context task. These forms allow undergraduates to evaluate their knowledge of modern concepts of physical education of students in Russia and abroad, as well as some skills to use methods of designing, implementing and determining the effectiveness of modern physical education technologies for training and development of children and adults.
