This study explores the current state of the translation job market from the perspective of recent translation graduates. It attempts to evaluate the efficiency of the academic and technical training programs of the Department of Translation (DoT) at the University of Tripoli. The study examines how well DoT prepared graduates for professional work. It collects insights and analyzes a database of a variety of status indicators such as employment conditions, career options available for new translation graduates, domains that translators regularly search for: salary and income, occupational standards including years of experience and skills and qualifications required by employers. Based on evidence collected from the database, there is a wide range of employment positions and domains in which a translation graduate can occupy. However, quantitative analysis of the survey administered to translation graduates indicates that most graduates tend to work as teachers and could not obtain jobs as translators due to a shortage of opportunities and low salary intake in the translation industry. The study reveals that experience is not specified, and applicants with limited experience are also valued by employers in the 21st century job market. Nevertheless, the results of the investigation also suggest that IT skills, advanced language knowledge, and strong interpersonal skills are all crucial elements for job-seekers with no significant amount of experience. Furthermore, most graduates have a medium to negative perception of the university training and did not feel prepared enough to join the labor market after graduation. Although the vast majority of participants claim that the current situation in Tripoli had a direct impact on their job-seeking experience, about a third of the total participants surveyed revealed that they managed to obtain opportunities abroad using their translation degree.

Developing and maintaining the skills of an increasingly global workforce is a challenge all governments face, particularly as the world emerges from the effects of the2020/21 pandemic. Coupled with the impact of the “Fourth Industrial Revolution” working lives are changing at an unprecedented rate. This article looks at the critical role of transversal skills in enabling ‘employability’, as traditional occupations reconfigure, shift and new roles rapidly appear. Whilst definitions and classifications vary it is agreed that transversal skills are those which an individual can apply across all work roles and life situations, - they are a platform for flexibility, adaptability, and progression. For over 70 years WorldSkills International (WSI) has been working with governments to raise the profile of technical and vocational education (TVET), principally through a biennial global skills competition focusing on excellence. In recent years WSI has been investing in a strong research base working with global partners such as the OECD, ILO and UNESCO. In 2012 it began a project to develop WorldSkills Occupational Standards (WSOS).  This article plots the journey WSI has taken to strengthen and embed transversal skills within its standards to ensure the currency of the Competition and more widely drive global skills development forward.

В статье обсуждается проблема применения профессиональных стандартов (ПС) при разработке программ профобразования на основе требований, предъявляемых к специалистам. Мировой опыт показал, что преподаватели профобразования не подготовлены к содержательной интерпретации ПС и применению их положений в процессе обучения. Имеющиеся в ряде стран национальные образовательные стандарты также не базируются на требованиях, сформулированных в профстандартах, что вносит дополнительные трудности при разработке адекватных программ профобразования. Статья описывает пилотную методологию формирования программ профобразования на основе профессиональных стандартов. Методология была разработана с учетом доступного мирового опыта и апробируется в настоящее время в Республике Кыргызстан в трех отраслях экономики применительно к квалификациям рабочих и техников. Методология привязана к формату профстандартов, применяемому в экономически развитых странах, что обусловило и характер процессов, предлагаемых для интерпретации требований ПС с целью обучения и оценки результатов обучения. Статья определяет формат и категории, используемые в зарубежных профстандартах (стандартах компетентности). Методология нацелена на использование преимуществ детального формата профессиональных стандартов, позволяющего трансформировать единицы стандарта в учебные модули и учитывать в дальнейшем требования ПС в качестве обязательных тем в содержании учебных планов по отдельным дисциплинам. Методология способствует разработке сложных программ профессионального образования, включающих преподавание нескольких или многих индивидуальных дисциплин. В этом смысле модульная учебная программа становится механизмом координации и синхронизации преподавания отдельных дисциплин на основе требований к содержанию и оценке результатов обучения, сформулированных в профстандартах. В статье также излагаются предварительные результаты продвижения новых программ в лицеях и колледжах Кыргызстана. The article focuses on the issue of developing competency-based vocational training programs on the basis of workplace requirements. International experience suggests that vocational education teachers lack capabilities for interpretation and application of occupational standards in training. Some countries which opted for developing national educational standards failed to base them on the requirements of occupational standards. This has brought additional dislocations to taking adequate account of the workplace requirements in the development of vocational education programs. This write-up describes a pilot methodology for developing programs of vocational education on the basis of occupational standards. The methodology has incorporated some elements of the world practice and is currently being piloted in Kyrgyzstan in three industries at the qualification levels of certified worker and technician Diploma. The methodology is bound by the template of occupational standards, applied in the economically advanced nations, what has determined the working processes applied for their interpretation for the purpose of skills training and assessment. The paper explains the format and the categories inherent to the advanced occupational standards, which in some countries are also named “the competency standards”. The methodology takes advantage of the detailed template of occupational standards, which lends itself to organic transformation of units of standards into training modules and, further down, to the individual subject-based courses within the modular program. The methodology permits developing complex vocational education programs, which involve teaching of a few or many individual disciplines. А modular program functions as a mechanism for integration and synchronisation of these individual disciplines on the basis of the skills assessment requirements drawn from the occupational standards. The article describes some preliminary results of piloting of the new programs in lyceums and colleges of Kyrgyzstan.

This article examines the questions of preparation of students of technical specialties in the higher educational institutions based on the WorldSkills Occupational Standards “Engineering CAD Software”. The relevance of implementation of 3D modeling standards in modern computer-aided design systems into the educational process is substantiated by the need in preparation of highly qualified internationally recognized specialists in different industry fields. The author analyzed competitive tasks of the WorldSkills championships, as well as assesses the importance of graphic training for the development of competences of a modern specialist, who use CAD in their professional activity. The article examines the methodology of geometric-graphic preparation of students of the specialty 15.05.01 Design of Technological Machines and Complexes, specialization in the Design of Metallurgical Machines and Complexes, implemented in the Magnitogorsk State Technical University. A distinct advantage of this methodology is the use of various CAD software and development of the skills for manual sketching of details of mechanical engineering within the framework of studying engineering graphics. The results are acquired of successful implementation of competitive tasks of the Worldskills championships in the educational process. The author concludes that the use of the developed methodology in educational process allowed improving the efficiency of preparation of students.

This review of the literature focuses on an increasingly prevalent global phenomenon known as national occupational standards (NOSs). As the term suggests, NOSs present specific information describing the requirements for individuals’ qualifications to enter and perform successfully in a specific occupation. Many countries rely upon information from NOSs as part of their broader workforce development efforts. In spite of their prevalence, there remain critical questions about their eventual adoption by employers, a situation that HRD researchers could potentially help address based on the unique perspective of the HRD field. This paper seeks to review what is known about NOSs, to discuss the challenges related to their implementation at the organizational and national levels, and finally, to propose how HRD researchers, through their unique perspectives, might contribute to addressing the challenges most commonly encountered when implementing NOSs. It is expected that through this greater awareness, HRD professionals might be able to advance the effective use of this important global phenomenon.

Occupational standard is the result of the agreement between relevant stakeholders in the labor market and education on optimal content for a particular occupation. While drafting occupational standard, the primary instrument for researching competencies at a workplace is a survey on occupational standard. This study identifies key competencies, roles, and responsibilities that are deemed necessary by employers of cardiovascular nurses. The survey addressed the responses of 41 organizations from 11 out of 21 counties in Croatia which were represented by the head nurses of cardiology departments in the hospitals. The survey consisted of 24 questions that covered the main responsibilities, competencies, generic skills, and psychometric abilities. Descriptive statistics were used to analyze the data. Conducting diagnostic and therapeutic procedures, health care, education, administration of medications, monitoring, and documentation were listed as the main responsibilities of cardiovascular nurses. The most common skills included assessment, monitoring patient’s condition, knowledge of the diagnostic or therapeutic procedures and cardiovascular diseases, interpreting the electrocardiograms, preparing patients for checkups, conducting patient’s education, and following practice guidelines. Generic skills included communication and organizational skills, teamwork, and responsibility. Reaction time and attention span were the most assessed psychomotor abilities. Artificial lighting and radiation were the most important environmental risk factors. The most appropriate level of education for cardiovascular nursing was specialist graduate studies. The results of the study could be used to develop occupational standards for cardiovascular nursing and to guide the curriculum for the educational program development.

Abstract Sometimes churches and Christian groups encounter scepticism or even hostility when they seek to engage with children, young people or young adults (cypya) within their community and have sought models and approaches that would be both accepted and understood. Chaplaincy is one way that some have sought to reframe mission and ministry. Chaplaincy is a distinctive ministry with a long history across many sectors but with no common core understanding. The Centre for Chaplaincy with Children and Young People embarked on a project to develop occupational standards for chaplaincy with cypya through convening a group consisting of chaplaincy leaders from denominations and organizations. The reason for developing occupational standards is to address issues of definition, credibility, measurement, accountability, training, development and audit framework. This article describes the process, underpinning values and theology and presents the twelve standards.
