Automation of business processes of an educational organization: Financial module

The national program “Digital Economy of the Russian Federation” and the modernization of education, the transition to new professional standards, the need for personnel with digital competencies, make it necessary the automation of the main and auxiliary business processes of the educational organization at different levels of management. The article presents the results of the research, the object of which is the management of educational, scientific and educational activities, the subject of the research is the process of creating a unified information and educational environment of the university, the purpose of the research is the automation of business processes that contribute to the adoption of competent and operational management decisions in accordance with the Federal Law “On Education in the Russian Federation”. The article deals with the issues of designing the educational environment of university on the basis of object-oriented and structural approaches. The experience of an educational organization in designing a unified information space based on modules (subsystems) that automate the main business processes related to the management of educational activities in the South Ural State Humanitarian Pedagogical University is described. The article describes the software solution used by the university to achieve its goals by integrating it into the main and auxiliary business processes. The experience of designing a unified information and educational environment based on the 1C:University PROF system at the South Ural State Humanitarian Pedagogical University can be used by other educational organizations to build an integrative management system based on ready-made software systems.

In accordance with Article 46 of the Federal Law of December 29, 2012 No. 273-FZ (as amended on December 2, 2019) “On Education in the Russian Federation”, persons with secondary vocational or higher education and meeting qualification requirements are entitled to engage in pedagogical activities, indicated in the qualification handbooks, and (or) professional standards. Decree of the Government of the Russian Federation of October 28, 2013 No. 966 (as amended on November 29, 2018) “On the licensing of educational activities” established that in the implementation of educational activities, an educational organization should have in staff or engage teachers with professional education on other legal grounds with appropriate qualifications, with the work experience necessary for the implementation of educational activities under the implemented educational programs, and relevant the requirements of Article 46 of the Federal Law “On Education in the Russian Federation”, as well as the requirements of federal state educational standards, federal state requirements and (or) educational standards. The article describes the legal framework for the application of professional standards at the level of an educational organization and examines life situations regarding the application of qualification requirements.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

The essential advantages of the Federal Law “On Education in the Russian Federation”, adopted in 2012, are indicated. The problematic aspects are revealed that do not allow to regulate educational activities effectively enough. Prospective ways of solving the problems identified during the study are proposed.

According to the Federal Law of December 29, 2012 № 273-FL «On Education in the Russian Federation» new procedures to regulate educational activities arranging and conducting in accordance with educational programs of various levels and/or of various purposes or on correspondent type of education, which are to be adopted by orders of the RF Ministry of Education and Science (hereinafter referred to as «procedures»), have come into effect as from September 1, 2013. Standard provisions, which earlier regulated arranging and conducting educational activities by educational institutions of various types and kinds, and the whole specter of other activities of these institutions, are gradually losing force. When implementing new procedures, bodies of the RF executive authorities and local authorities, responsible for control and administration in the sphere of education, as well as educational institutions and participants of educational relations may encounter considerable difficulties. The author’s papers provide exhaustible and detailed answers to any questions, which may arose when implementing new procedures in the educational sphere.

In the article discussed a general context of the new concept of teacher education that associated with the new Federal Law “Education in the Russian Federation” (December 29, 2012). It is indicated that currently about 270 educational organization of higher education realize educational programs in the field of teacher education, which is approximately 30% of the total number of Russian universities, and noted that the share of such institutions is growing. Presented the main results of the monitoring activities of pedagogical universities of the Russian Federation. Noted by new content and organizational challenges facing the project of modernization of teacher education.

In this article, the authors study the history and development of the anti-corruption legislation of the Russian Federation. They also describe the conditions for the exis­tence of a tolerant attitude to corruption in the Russian society. The results show that only an insufficient list of measures to combat corruption is fixed at the federal laws. On the local level, organizations and enterprises need to independently identify, develop and implement comprehensive and highly specialized measures aimed at restricting corruption. Thus, due to the lack of a systematic approach to the formation of an anti-­corruption environment on the local level, there is a risk not to achieve the results of anti-corruption measures. The authors, for their part, propose to promote new ways to form intolerance to corruption and call for the creation of an anti-corruption environment in the educational organization with the help of anti-corruption ideology. Since the phenomenon of corruption is often associated with regulations and mechanisms of public administration, the researchers emphasize that combating corruption in education is an important and necessary task since corruption has an extremely negative impact on the goals and objectives of educational policy in the Russian Federation. The case of the University of Tyumen shows the specific results of the application and implementation of anti-corruption measures in the educational organization. The authors propose to improve the mechanism for the application of criminal liability. The new mechanisms will be aimed at improving the anti-corruption legislation to prohibit persons who have previously been convicted of corruption crimes to work in an educational organization.

Based on the integrative interpretation of the Federal Law «On Education in the Russian Federation» and a number of positions of foreign and Russian scientists, this article comprehensively examines the essence of a simulated virtual educational environment. In the framework of the presented analysis, being a lecturer at a military university, the author actualises the problem from the standpoint of ensuring the qualitative growth of the potential of higher military education, where the formation of professional competency of future army offi cers via innovative technologies is deemed the key factor. The article emphasises that out of the existing educational media only the technosphere of e-learning is enshrined in the federal Law «On Education in the Russian Federation « (Article 16, Clause 1), i.e. the information presented in the databases and the infrastructure for its accumulation, storage and transmission, while the content and application methods along with the forms of e-learning are overlooked. In this regard, the article is focused on understanding the essence of a simulated virtual educational environment and learning tools in it. As a result of the analysis, the author comes to the conclusion that such environment is created not only with the help of information and communication technologies, but also with the intellect and imagination of a person, highlighting the duality of the essence of the virtual environment, its external and internal material and ideal manifestations.

In the Russian Federation verifi cations in the fi eld of education are carried out by the authorized authorities and in the manner prescribed by law. The main legal acts in the fi eld of control and surveillance activities are the Federal Law “On Education in the Russian Federation”, Federal Law “On protection of rights of legal entities and individual entrepreneurs in the exercise of state control (supervision) and municipal control” and the Federal Law “On licensing of certain activities”. The head of the audited educational organization in order to enhance their legal awareness when dealing with the inspectors must be aware of their rights, obligations and the measures taken in the case of violations of the law. The article describes and comments on the organizational and legal aspects of inspections of educational institutions and organizations engaged in training.

The article deals with the actual problem of organizing additional specialized education of students in a general educational organization, which is an urgent problem. The purpose of organizing additional specialized education is not only the development of intellectual and creative abilities, subject, meta-subject and personal results of students, but also their vocational guidance and assistance in professional self-determination. The importance of vocational guidance work is emphasized in many federal state documents, in particular in the Federal Law "On Education in the Russian Federation" dated December 29, 2012 N 273-FZ, Federal State Educational Standards of General Education, the Strategy for the Development of Education in the Russian Federation for the Period up to 2025, An exemplary education program, including the module "Career guidance", etc., as well as in the speeches of the President of the Russian Federation Vladimir Putin. This article will allow the general education organization to build a system of additional specialized education for students, taking into account the peculiarities of the educational environment of the school. The organization of additional specialized education is a certain difficulty, however, the experience of such work is in one of the schools in the Moscow region. The article has a practice-oriented character and will be of interest to pedagogical and leading employees of general educational organizations, since it describes the goals, objectives and methods of organizing additional education for schoolchildren in the educational environment of a general educational organization.

Legal basis of the assessment system efficiency of the educational institutions founded by the Federal Law “On Education in the Russian Federation” and the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on an Independent Assessment of the Quality of Service Delivery Organizations in the Sphere of Culture, Social Services, Health and Education”. It has developed an extensive practice of regional, municipal and local regulatory evaluation of the effectiveness of educational organizations. As a result, educational institutions are closely monitored both by the founder — the state authorities at federal, regional and municipal levels, and by society — consumers of educational services. Approved by the extensive list of criteria, the performance indicators of educational organizations. In addition, it introduced several types of evaluation procedures: assessment of the effectiveness of the educational organization, carried out by the founder, independent evaluation of the quality of education, self-examination, monitoring the effectiveness of educational organizations. Each of these assessment procedures contains a certain number of performance indicators of the educational organization. The author analyzes the figures approved for the purpose of determining an effective way of educational organization on the basis of existing regulatory reality.
