Malignant neoplasms are an actual problem due to their high prevalence, high level of disability, tendency to increase. The purpose of the study is the segmentation of the territories of the Republic of Bashkortostan (RB) by the level of mortality from malignant neoplasms (MN) as a whole by municipalities, as well as by gender and by localizations of malignant neoplasms. Material and methods. The data of official statistics of the Territorial body of the Federal State Statistics Service of the Republic of Belarus (Table C 51), Rosstat were analyzed. The study was conducted using k-means cluster analysis and rating, implemented in the Statistica system. Results. There is a significant increase in the death rate of the entire population of ZN in 41 municipalities. Analysis of standardized mortality rates shows that the mortality rate per 100 thousand of the population in the Republic of Belarus is lower than similar indicators in the Russian Federation. The exception is mortality in esophageal cancer, which is higher in both men and women than in the Russian Federation. It has been established that the regions of the fourth and fifth clusters are unfavorable in terms of mortality from MN. Discussion. Revealed a pronounced uneven distribution of the territory of the Republic of Belarus with a tendency to an increase in mortality from MN in many territories. It is possible that the main reasons for the increase in mortality rates are worsening socio-economic conditions, lower living standards, increased chemical stress in urbanized areas (air pollution), as well as insufficient promotion of healthy lifestyles among the population, preventive knowledge, and health problems. care, its poor quality. Conclusion. As a result of the analysis, it was possible to establish that cluster analysis allows us to identify areas that have similar problems related to the level and trends of mortality from malignant tumors.

The article deals with the problem of social activity of school children in the aspect of its opportunities for the formation of personal qualities of graduates of secondary schools, designated in the Federal state educational standard of General education of the Russian Federation and formulated in the form of a "portrait of a school graduate". The activity of school children increases, its forms of manifestation become more diverse. This phenomenon is especially dangerous when there are numerous destructive groups and communities, including in social networks. It is important not to fight against such manifestations, but to direct children's activity in a positive, constructive direction. As opportunities that form the personal qualities of graduates, the study studied specially organized purposeful activity of teenagers with innovative dominant activity, which has characteristics of social utility, and its impact on the content of the value-semantic sphere of the personality of schoolchildren. As part of the study, block B "Instrumental values" of the M. Rokich's "Value orientations" methodology was adapted. Taking into account the values of the individual outlined In the strategy for the development of education in the Russian Federation until 2025. The obtained data will be used both in the practical activities of specialists and in the course of further research.

The article analyzes and characterizes the content, empirics of scientific research and the practice of implementing the methodological foundations of the political culture of students, as the basis for the formation of a civic national identity and ultimately the formation of the unity of the Russian nation. The relevance of the article is due to the aggravation of the socio-political situation in the Russian Federation in recent years, which is associated with an increase in the need for peaceful resolution of conflicts, the need for preparation for civic participation in the life of society and the state, and the insufficient level of political culture of all participants in the events. It is shown that at present, the educational system of Russia contains a large-scale error of violating ideological continuity between basic general / secondary / education and higher professional education. In particular, the Federal State Standard for Basic General Education dated 2010.12.10 indicates the orientation of education in the Russian Federation “to ensure the formation of the Russian civic identity of students”, but the Federal State Educational Standard on humanitarian directions of training do not have the ideological principles contained in the standards of general and secondary education and including in the Constitution of the Russian Federation. The research problem is connected with the search for methodological foundations for the implementation of the requirements of educational standards and the continuity in higher education of the formation of the Russian civiс identity of students, their testing and dissemination of the progressive experience available in our country

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
