On regulation of upbringing activity in organizations of professional education

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

The need for scientific and theoretical comprehension and normative registration of definitions and provisions related to the scientific support of the activities of internal affairs bodies, the importance of creating a sound system of organizational and methodological foundations of scientific activity of a teaching employee working in an educational organization of the system of the Ministry of Internal Affairs of Russia, taking into account the requirements of the time and current legislation (order The Ministry of Internal Affairs of Russia dated November 13, 2020 No. 767 approved the Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period until 2030) determines the relevance of the research topic both in theoretical and practical terms. The challenge of the research lies in the contradiction between the need to fulfill the requirements of the “Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period up to 2030” and the absence of a section that provides training in the organizational and methodological foundations of scientific activity in the programs of supplementary vocational education for pedagogical staff of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to substantiate the didactic content of the section «Fundamentals of Scientific Activity» of the programs of supplementary vocational education for teachers of educational organizations of the Ministry of Internal Affairs of Russia. Research methodology – analysis of modern regulatory legal acts, scientific and methodological literature. The article analyzes the dynamics of wages of teachers in the sphere of professional education of the Russian Federation, which was applied to the regions of the far North and equated localities as of 01.01.2018. Analyzed regional features of changes in wages of the teaching staff in 20132018 on two levels of education: elementary and secondary professional education and higher professional education, due to the necessity of execution of the decree of the President of the Russian Federation of May 7, 2012 No. 597 «On measures to implement the state social policy» (hereinafter referred to as the Decree of the President of the Russian Federation 2012). The factors that determined the degree of achievement by 2018 of target indicators on the level of remuneration of teachers of vocational education in the regions of the country are highlighted.

The national program “Digital Economy of the Russian Federation” and the modernization of education, the transition to new professional standards, the need for personnel with digital competencies, make it necessary the automation of the main and auxiliary business processes of the educational organization at different levels of management. The article presents the results of the research, the object of which is the management of educational, scientific and educational activities, the subject of the research is the process of creating a unified information and educational environment of the university, the purpose of the research is the automation of business processes that contribute to the adoption of competent and operational management decisions in accordance with the Federal Law “On Education in the Russian Federation”. The article deals with the issues of designing the educational environment of university on the basis of object-oriented and structural approaches. The experience of an educational organization in designing a unified information space based on modules (subsystems) that automate the main business processes related to the management of educational activities in the South Ural State Humanitarian Pedagogical University is described. The article describes the software solution used by the university to achieve its goals by integrating it into the main and auxiliary business processes. The experience of designing a unified information and educational environment based on the 1C:University PROF system at the South Ural State Humanitarian Pedagogical University can be used by other educational organizations to build an integrative management system based on ready-made software systems.

In this article, the authors study the history and development of the anti-corruption legislation of the Russian Federation. They also describe the conditions for the exis­tence of a tolerant attitude to corruption in the Russian society. The results show that only an insufficient list of measures to combat corruption is fixed at the federal laws. On the local level, organizations and enterprises need to independently identify, develop and implement comprehensive and highly specialized measures aimed at restricting corruption. Thus, due to the lack of a systematic approach to the formation of an anti-­corruption environment on the local level, there is a risk not to achieve the results of anti-corruption measures. The authors, for their part, propose to promote new ways to form intolerance to corruption and call for the creation of an anti-corruption environment in the educational organization with the help of anti-corruption ideology. Since the phenomenon of corruption is often associated with regulations and mechanisms of public administration, the researchers emphasize that combating corruption in education is an important and necessary task since corruption has an extremely negative impact on the goals and objectives of educational policy in the Russian Federation. The case of the University of Tyumen shows the specific results of the application and implementation of anti-corruption measures in the educational organization. The authors propose to improve the mechanism for the application of criminal liability. The new mechanisms will be aimed at improving the anti-corruption legislation to prohibit persons who have previously been convicted of corruption crimes to work in an educational organization.

In accordance with Article 46 of the Federal Law of December 29, 2012 No. 273-FZ (as amended on December 2, 2019) “On Education in the Russian Federation”, persons with secondary vocational or higher education and meeting qualification requirements are entitled to engage in pedagogical activities, indicated in the qualification handbooks, and (or) professional standards. Decree of the Government of the Russian Federation of October 28, 2013 No. 966 (as amended on November 29, 2018) “On the licensing of educational activities” established that in the implementation of educational activities, an educational organization should have in staff or engage teachers with professional education on other legal grounds with appropriate qualifications, with the work experience necessary for the implementation of educational activities under the implemented educational programs, and relevant the requirements of Article 46 of the Federal Law “On Education in the Russian Federation”, as well as the requirements of federal state educational standards, federal state requirements and (or) educational standards. The article describes the legal framework for the application of professional standards at the level of an educational organization and examines life situations regarding the application of qualification requirements.

The article is devoted to the urgent problem of cooperation of the educational organization with the families of students. The article provides a meaningful analysis of the opportunities and prospects of educational and other organizations that carry out educational activities of children in the implementation of the Education Development Strategy in the Russian Federation for the period up to 2025, the Education Development Strategy of the Khanty-Mansiysk Autonomous Okrug – Ugra until 2020, and the Concept of State Family Policy in Russian Federation for the period until 2025 and other federal documents. Educational programs aimed at solving the problems of education, development, and socialization of students are the objects of analysis of this study.

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.
