School based management is the main issues in the educational quality improvement of both elementary and secondary education institutions in the world in the last three decades. It is the alternative school management believed to be potentially able to elevate the education quality. In Indonesia, it was introduced as early as the end of 1999 following the enactment of the decentralization policy. School based management, which is seen as a panacea of Indonesian education problems especially from primary up to senior secondary schools, when the 2003 Education Law No 20 was introduced, Indonesia formally adopted a policy of "school-based management" for the quality improvement of its 227.298 public and private schools, and madrasahs (Islamic schools), 47.813.166 students and 3.218.7 54 teachers. SBM in Indonesia is focused on the four aspects of basic education: quality, equality, relevance and efficiency. While international research has not yet proved conclusively that school­based management improves student outcomes, but in Indonesia, the experience has been to a certain degree more positive.

One of the things implied by the education decentralization policy is to run independent school education management in different perspectives according to the conditions of each region. Decentralization is no longer seen as a concept but should be implemented at all levels of management, not least on the institutional arrangements, systems and educational units, both in the formal and non-formal education channels. New patterns of management education in the form of School Based Management, is actually giving ample space for the community that any decision made by the local government is more "grounded" and provide quality education to the younger generation. In this context, education decentralization implies an effort to bring the community to the decision making on local needs, so that the development of education in accordance with the peculiarities of the region, on the other hand the potential can be utilized. In the end, the real implementation of the School Based Management is on the order of the institution is expected to improve the quality of basic education and excellence in the area of human resources.

<p>The purpose of this research is to understand and describe in detail and depth about 1) Planning of standard quality improvement process based on school-based management at State Junior High School 3 Singkawang (SMPN 3 Singkawang); 2) Organizing the improvement of process standard quality based on school-based management in SMP N 3 Singkawang; 3) Implementation of standard quality improvement process based on school-based management in SMP N 3 Singkawang; 4) Supervision of standard quality improvement process based on school-based management at SMP N 3 Singkawang; 5) obstacles and efforts in improving the quality of process standards based on School-based<br />management in SMPN 3 Singkawang. The approach used in this research is qualitative research using case study method. then the results obtained in this study as follows 1) Planning standard quality improvement process based on the<br />school-based management SMPN 3 Singkawang in good categorize; 2) Organizing the improvement of process standard quality based on school-based management of SMPN 3 Singkawang is categorized well; 3) Implementation of standard quality improvement process based on school-based management of SMPN 3 Singkawang is categorized quite well; 4) Supervision of standard quality improvement process based on school-based management of SMPN 3 Singkawang is categorized quite well; 5) Obstacles in improving the quality of process standards based on the school-based management of SMPN 3 Singkawang is the condition of facilities still not meet the standards, especially the land or building, the physical condition of teachers caused by the age factor but the quality improvement of educators developed through certification of educators and other activities that support the learning process as well as the establishment of harmonious relationships between schools, parents and alumni.</p>

This study asked how, and in what ways the local content curriculum (LCC) initiative was being implemented in response to decentralization reforms in Banten, Indonesia. A discussion of the background of decentralization and LCC policy and their implementation builds a framework for understanding the development of the LCC. Specific attention is given to school-based teams and curriculum development in relation to Indonesian decentralization policy (macro level) and the LCC as a proxy for the policy at the micro level. The ethnographic case study investigated nine lecturers and 25 students at a university faculty of teacher training and education program, and 16 LCC senior secondary teachers in five high schools. Data were collected through primary interviews, follow- up conversations, and classroom participant-observations. The study was a sustained, ten-month long immersion in the school communities in order to yield data adequate to answer the research questions. The discussion and findings provide extensive and diverse evidence of dynamic responses to LCC policy changes, as lecturers and teachers were well informed about and engaged in the implementation of LCC courses. Implications of findings are discussed.

This article makes a map of education management in school by looking at the developed potentials in every school elements, starting from the headmaster, teachers, education staffs and students. The potential contributed is the expectation of school. It is not only as a known list, but also to be implemented through good and correct map. Through school based management certainly it gives authority to head master to develop the school along the vision-mission and work-program which have been planned. Through descriptive analysis approach, this article conclude that school based management is a management paradigm which put forward an autonomy and involvement of community. Education autonomy means an effort to give a large space for the head master to develop and manage the institution. Furthermore, the education institution is expected to be able to find the relevance with the needs of the community by involving the community in taking and monitoring the education decree.Keywords; School based management, Education management system, Education quality, Public participation

The study investigated the relationship between Organizational Identity and Public and Private Senior Secondary School Effectiveness in South West Nigeria. To put the study on course, three hypotheses were formulated. In the same vein, three separate instruments were designed and constructed to collect pertinent data namely the School Identity Questionnaire (SIQ), the School Effectiveness Questionnaire (SEQ) and Performance Records of Students in West African Senior Secondary Certificate Examination (WASSCE). While the first instrument measured identity, the other two simultaneously measured effectiveness. There was a total sample of 2,400 students from 120 sample schools at 20 students per 20 schools in each of the six South West States – Ekiti, Lagos, Ogun, Ondo, Osun and Oyo. Also, a total of 120 principals participated in the study. The Questionnaires were subjected to content and construct validity as well as split-half reliability test. The reliability coefficient for the SIQ was found to be 0.86 and for the SEQ was 0.90. The data were subjected to descriptive and inferential statistical analysis employing the Pearson’s Product-Moment Correlation Coefficient Analysis to test Hypotheses 1and 2, and the Analysis of Variance to test Hypothesis 3. Results of the analysis indicate that there is no significant relationship between organizational identity and school effectiveness in the two categories of schools separately, public and private. However, a significant relationship was found to exist between organizational identity and school effectiveness in private schools only when WASSCE Results were used as a measure of effectiveness. Results also show that a significant difference exists in organizational identity and school effectiveness between public and private senior secondary schools irrespective of the instrument used in measuring effectiveness. Recommendations were then made, in the light of the results, among which are that some degree of autonomy should be given to senior secondary schools for them to grow and develop their identity and effectiveness and, that the identity and effectiveness should regularly be monitored and measured for school improvement purposes. This study aims to explore an outlook of future quality basic education by deploying reference analysis varied sorts of resources. The analysis was conducted by analyzing current condition of improvement and enhancement of the learning access and opportunities of all primary school-aged children who reach Minimum Participation Rate (MPR) of 100% by 2015. This involved less economically developed, people living in remote, border and isolated areas and districts. Current and future analysis suggests the quality education lies not merely on achieving the MPR indicators of 100% along with the reduction of the percentage of students’ learning period and the number of dropouts and retakes, but also on analyzing the periodical competence benchmark on the literacy achievement of Indonesian children. The achievement is greatly influenced by economic growth illustrated in Gross National Income (GNI) and Gross Domestic Product (GDP). This study found that future basic education quality significantly affect the economic growth of Indonesia.   Keywords: outlook of basic education, periodical competence benchmark, literacy achievement, GNI/GDP.
