This article makes a map of education management in school by looking at the developed potentials in every school elements, starting from the headmaster, teachers, education staffs and students. The potential contributed is the expectation of school. It is not only as a known list, but also to be implemented through good and correct map. Through school based management certainly it gives authority to head master to develop the school along the vision-mission and work-program which have been planned. Through descriptive analysis approach, this article conclude that school based management is a management paradigm which put forward an autonomy and involvement of community. Education autonomy means an effort to give a large space for the head master to develop and manage the institution. Furthermore, the education institution is expected to be able to find the relevance with the needs of the community by involving the community in taking and monitoring the education decree.Keywords; School based management, Education management system, Education quality, Public participation

One of the things implied by the education decentralization policy is to run independent school education management in different perspectives according to the conditions of each region. Decentralization is no longer seen as a concept but should be implemented at all levels of management, not least on the institutional arrangements, systems and educational units, both in the formal and non-formal education channels. New patterns of management education in the form of School Based Management, is actually giving ample space for the community that any decision made by the local government is more "grounded" and provide quality education to the younger generation. In this context, education decentralization implies an effort to bring the community to the decision making on local needs, so that the development of education in accordance with the peculiarities of the region, on the other hand the potential can be utilized. In the end, the real implementation of the School Based Management is on the order of the institution is expected to improve the quality of basic education and excellence in the area of human resources.

The implementation of School-Based Management is still in a meaningful transition phase. This happened due to the unfamiliarity of school-based education management concepts in the school environment. It is not easy to implement management innovation in a short time, but the phenomenon that shows that the desire to make changes in the management sector of school management has affected the system of managing education towards School-Based Management by leaving conventional management. This study aims to determine the implementation of MBM in MI Ma'arif Gondosuli. Then there is cooperation with and regular meetings with committees every minute or thirty-five days. Meetings with student guardians, namely at the beginning of each new school year, after PTS and PAS, and specifically for sixth graders on Fridays. Evaluating the supervision of academic management carried out by the school principal and school supervisor in a planned manner and learning evaluation carried out by class teachers and subject teachers, The implementation of the development of teaching staff was carried out by the mini Teacher Working Group (KKG) meeting at the school. Planning for the development of educational facilities and infrastructure include: 1) Propose additional facilities and infrastructure, 2) Carry out maintenance on available facilities and infrastructure. Planning for funding and school finance development includes: 1) Preparation of Madrasah Work Plans and Budgets (RKAM) involving school people, 2) Making proposals to increase school operational costs, 3) Making accountability reports on the use of school budgets, 4) Administration of school finance usage.

School-based management is a form of autonomy in education management in educational units, in which case the principal or madrasah and teachers are assisted by the school committee or madrasah in managing educational activities. The purpose of this study, among others, was to determine and analyze the variables of managerial skills of school principals and school committees that influence the effectiveness of school-based management in SD Negeri Se-Karangrejo District. The research method was carried out with an explanatory quantitative design. The data collection technique was carried out by using a questionnaire before the level of validity and reliability had been tested on 60 respondents as the sample in this study. The collected data were then analyzed using multiple linear regression tests with the help of SPSS version 17.0 software. The results showed that (1) descriptively the effectiveness of SBM in good categories, managerial skills of school principals and the role of school committees in good categories, (2) there was a positive and significant influence between principal managerial skills on the effectiveness of SBM by 56.8%, (3) there was a positive and significant role of the school committee on the effectiveness of SBM by 36.8%, (4) there was a positive and significant influence on the managerial skills of school principals and the role of school committees together on the effectiveness of SBM by 63.3%. (5) Between the two independent variables, the managerial skills of school principals had a dominant influence on the effectiveness of SBM

Centrally system of education which  implemented by the government does not address the needs of the community and students and hinders the occurrence of democracy in the implementation of education, this is because the centralized system forces and applies uniform policies nationally, therefor the target of the central education policy does not reach the target and not as expected because each region has different diversity, interests and potential of human resources and natural resources. In the current education policy, the autonomy of education is one of the positive policies, because it does not stop in districts and cities, but this policy is directly to schools as the spearhead of the implementation of education. One policy system that is considered good at the school level is what is known as the School Based Management Model (SBM). SBM is one model of education management based on school autonomy or independence in determining the direction, policy and course of education. In the process of implementing SBM education, the community must be included, because the community is the first and foremost layer of the education process. This means that the process of education, quality of education, facilities, and goals of education are also the responsibility of the community.

School based management is the main issues in the educational quality improvement of both elementary and secondary education institutions in the world in the last three decades. It is the alternative school management believed to be potentially able to elevate the education quality. In Indonesia, it was introduced as early as the end of 1999 following the enactment of the decentralization policy. School based management, which is seen as a panacea of Indonesian education problems especially from primary up to senior secondary schools, when the 2003 Education Law No 20 was introduced, Indonesia formally adopted a policy of "school-based management" for the quality improvement of its 227.298 public and private schools, and madrasahs (Islamic schools), 47.813.166 students and 3.218.7 54 teachers. SBM in Indonesia is focused on the four aspects of basic education: quality, equality, relevance and efficiency. While international research has not yet proved conclusively that school­based management improves student outcomes, but in Indonesia, the experience has been to a certain degree more positive.

This article describe about management of education funding. funds are one of the resources that directly support the effectiveness and efficiency of education management. This is even more prominent in the implementation of school-based management, which requires the ability of schools to plan, implement and evaluate and explain fund management transparently. Therefore, writing this article is to explain how the concepts of management of education are good and right. If the management of education costs has been carried out properly, it will facilitate the continuity of the education process.

Education is the main thing that every nation must have to achieve progress. The quality of good community education will certainly have a positive effect on the progress of the nation and its country. Education has many aspects that must be managed properly and correctly. Among them are the Basic Concept of Administration, Student Management, Financing Management, Infrastructure, and others. Therefore there is a need for good management in the world of education. One of the main aspects in education management is the basic concept in managing education funding. This needs to get a separate study considering that this is a very important component and most determines the success of any educational endeavor. Funds are one of the resources that directly support the effectiveness and efficiency of education management. This is even more pronounced in the implementation of school-based management, which requires the ability of schools to plan, implement and evaluate and account for the management of funds in a transparent manner. Therefore, the writing of this article is to explain how the concepts of good and right education management. If the management of education costs has been done appropriately, it will facilitate the continuity of the education process.

Based on descriptive analysis obtained by school based management and management of learning PAI on moral behavior of students (school quality) in SMPN 23 Tangerang City mostly in good category. While the results of regulatory analysts show school management and management of learning PAI together provide a significant effect on moral behavior (quality of school). The implications of the research findings that found that school-based management variables and the quality of learning management of PAI have a significant influence on school quality (behavior of morality of students) in SMPN 23 Kota Tangerang, then in the implementation of SBM in all SMPN Kota Tangerang, headmaster. In addition, the guidance of PAI teachers as the organizer of learning in the classroom should be improved. The purpose of this research is to describe school management and management of PAI learning and school quality in SMPN 23 Kota Tangerang. The population of this study were 1427 respondents and samples of 100 people. This research data was collected by using questionnaires for all variables and documentation methods to collect secondary data. The questionnaire instrument has been tested and analyzed its validity and reliabelitias very well. Data analysis used is descriptive analysis by using criterion and relationship test by using regression analysis.
