Abstract We take the cardinal directions for granted, but they are social constructs. Directionality is relative to how we locate central points, and these choices reflect a sense of direction in a society. This article illustrates how the notion of “center” changed in Korean society by comparing land registers of the Korean Empire (1897–1910) and the Japanese colonial period (1910–45). The colonial government prioritized mapping with scale, contours, and cardinal directions. As a result, the entire country was mapped to conform to a procrustean order. By contrast, there had been no cadastral map for centuries prior. Instead, the location of each parcel was described in textual information with four cardinal points. The author argues that fundamental difference between the two notions of “center” lay in the consciousness of the relationship between the human and the natural. The difference was expressed through the contrast in their respective conformity and flexibility, standardization and diversity.

Understanding the rational mindset, employee morale and governance behavior can be known through the historical roots of a nation. Their grip on administrative ethics and adherence to the code of public service ethics can be used as indicators of quality of service to the community. This paper aims to discuss the bureaucratic maladministration behavior in Indonesia in the historical approach. Analysis of scientific sources relating to history is the main method used in this paper. Researchers divided the history of bureaucratic maladministration into five epochs, namely the pre-colonial era, the Dutch colonial era, the Japanese colonial era, the Old Order era, the New Order era and the post-reform era. The results of the analysis of this study indicate that public administrators are more focused on serving the interests of the authorities rather than serving the people. The term bureaucracy used has indeed changed with the times, bureaucracy of priyayi and servants, bureaucracy of civil service, modern bureaucracy, but their behavior still serves the ruling regime. Even though post-reformation, there has been a change in legislation relating to public services, but at the level of bureaucratic maladministration behavior, it has still failed to overcome. Preventing bureaucratic maladministration behavior through planting and practicing religious teachings and social norms is a solution that can be done by the government so that the ideals of bureaucratic reform can be realized.   Keywords: maladministration, bureaucracy, administration, public services.

The development of Islamic constitutional politics in Indonesia from time to time starting from the Dutch colonial period, the Japanese colonial period, the independence period, the old order period, the new order era and Islamic politics during the reformation era experienced different turmoil, not only in the form of structural reform government but to the grassroots of the community. Then over time, the scholars realized that their struggle would not succeed if they continued traditional methods. Therefore there needs to be a change which, although originating from its own colonial influence, is struggling through social education organizations or constitutional political movements. The presence of scholars in the political field should have a positive impact, contributing to the creation of a moral structure of political structures, because ulama are moral symbols. However, when the Ulama was polarized in such a way, that often between a cleric and other scholars faced each other and defended their respective parties. This condition will lead to division and the impact will confuse the people, so that it will weaken the strength of the Muslim community itself, which is often used by other party groups.
