The article examines the main periods and characteristic features of theories and paradigms of industrial policy, systematizes these periods, shows scientific schools and areas of research. The methods of historical reconstruction and analytical interpretation are applied in the study of the development of scientific thoughts of Ukrainian and foreign scientists. The characteristic of five main periods of understanding industrial policy in the approaches of scientists is given, the influence of political and socio-economic factors on the formation of scientific thought in this area is shown. The modern trends in the scientific understanding of industrial policy are substantiated, based on the determination of the ratio of state influence and economic competitive trends. The study of the characteristic features of the evolution of theories and paradigms of industrial policy allows us to state the corresponding laws. The paradigmatic development of the conceptual foundations of industrial policy indicates the presence of corresponding evolutionary stages, including: the formation of the paradigm ideology of industrial policy – the emergence of ideas about the role of the state in the development of industry, state support for the industrial sector, the formation of monopolies, the formation of scientific views on the degree and forms of state influence on industrial politics, the ratio of industry to other sectors and the social environment; the development of scientific doctrines on the globalization of industry, which went beyond the borders of states and their regulatory influence, the formation of cartels and competition in international economic markets, state industrial policy to increase the competitiveness of industry; research on the interdependence of industrial policy and social development, the balance of the industrial sector and its share in the state economy, the formation of direct levers of state influence on industrial policy; crystallization of the directions of protectionism and liberalism in scientific teachings about industrial policy, the formation of other trends that reflect a greater or lesser degree of influence on industry and the economy as a whole.

The chapter summarizes the nature of capital and capitalism. The chapter also highlights concepts related to the role of the State in economic activity, and the nature of industrial policy. The initial concepts dealt with are that of capital as a fund, capital as structure and capital as capabilities. Capitalism necessitates socially organizing production. Assessing organizational and administrative contingencies is important for understanding capitalism. Institutions are the bedrock of capitalism. The broad roles of Government, in designing laws and regulations, building infrastructure and acting as entrepreneur, are discussed. The implementation of national industrial strategies facilitates growth. The nature of industrial strategies is highlighted. Industrial policy activities, as defined by the three facets of institutions, innovation and involvement, are discussed. With respect to India’s industrial strategy, independent India’s founders’ visions of a modern industrial society, grounded in a need to involve Government in institution building, are introduced.

The article is devoted to the analysis of the problems of a social security modern discourse formation in the framework of a philosophical discussion of the transformation processes of the formation vector of the state security policy. The task of the article, according to the author, is to present the problem of security in conditions when it ceases to be understood, as a concept associated with the idea of preserving the integrity of a state or nation, and functions as a phenomenon with the broadest possible social parameters. Using the methodology of phenomenological, hermeneutic and comparative analysis, the new areas of security research, common difference of which is social and personal orientation are analyzed. The author pays attention to the features of the methodology of works reflecting the point of view of the modern state, works related to the development of a systematic approach to security, works based on an axiological approach and concludes that, despite the expansion of security interpretations, all these approaches retain a common ideological foundation. presupposing the need to preserve the leading role of the state in the field of social security, including the security of the individual and society and the state. All these approaches are based on the policy of responding to emerging threats to the Russian state and do not reflect the needs of a comprehensive strategic goal-setting covering the sphere of socio-economic development of the social system. This circumstance, according to the author, leads to the formation of a security strategy that exists only in the name of protecting the state and does not imply feedback between the state and the social institutions that the state is going to protect, which leads to the ineffectiveness of modern protection measures and the need to find new ways to justify the need for this protection, a new definition of its content and essence

This article conceptualizes modern approaches to the transformation of the social function of the state in the context of the influence of globalization processes, the ambiguity of the formation of the socio-cultural context, the actualization of the latest risks and threats associated with the spread of the COVID-19 pandemic. We accentuate the inconsistencies and contradictions between the declared social priorities and the inefficiency of the management mechanisms of their practical implementation. The article substantiates the priority directions of the regulatory role of the state in the context of social risk management, formation of social security, adherence to the principle of social justice, and harmonization of interests of representatives of various social groups. The analysis of the structure of industrial production in Russia, the level of profitability by type of activity, an analysis of R & D expenses, as well as trends in the development of industrial production and its prospects are given . To identify and support the key role of the state in regu-lating influence on the Russian economy as a whole, and on the development of industrial poten-tial of the country. Formed the main directions of development and implementation of industrial policy in the Russian Federation.


For a qualitative analysis of the state of modern society and financial relations prevailing in the financial system of our country, it is especially important to study issues related to attracting public finances to the state economy. The long process of developing commodity-money relations has radically changed the content of finance. If earlier in these relations the main and fundamental role was played by the monarchs, the state, as the owners of all property, then in the XX century. The main owners of valuables, including enterprises and firms, are citizens, and the state represented by public authorities acts as an intermediary and a consumer of redistributed wealth. Confirming this thesis, P. Drucker expressed that the main impetus of progress now comes not from the social structure, but from an individual, and the present time requires every person to take effective actions to transform not only society, but above all himself [1 ].

This chapter proposes the practice of nation branding as a political technology, as an example of neoliberalism in which the definition of national identity, previously assessed primarily by the social sciences and humanities, becomes the domain of business managers and advertising executives, thanks to technologies associated with social media. It explains how the redefinition of social goods, the role of the state, and the role of experts entail the replacement of a more socially driven understanding of identity with an act of commercial prestidigitation by way of nation branding; the pertinent state entities are replaced by advertising and image consultancy firms; and, lastly, scholars of various disciplines are replaced by advertising and PR executives. In short, following neoliberalism, identity is reinterpreted as brand. Identity no longer results from the never-ending and instantaneous negotiation between a multiplicity of parties, representative of myriad aspects relevant to the configuration of individuals and communities, but is rendered instead as the quantifiable, concrete result of a variety of transactions. Through this reformulation, a new relationship is suggested between the idea of nation as imagined community and the reality of the state as a material expression of the concept of nation.

Since the dawn of the post-colonial era in the various regions of the “Global South,” including Africa, the appropriate role of the state in the development process has been a frontier issue. The resulting debate has revolved around two major trajectories: the minimalist state and the maximalist state. The former, shaped by the liberal cum neo-liberal Weltanschauung, posits that the state should have a limited role in socio-economic development—basically the creation of propitious conditions for the private accumulation of capital. Essentially, the suzerainty over the development process should rest with the “market” and its associated forces, particularly businesses. On the other hand, the maximalist state perspective asserts that the state should have a prominent role in the development process, including serving as the engine. Importantly, the debate has gone through various cycles, each dominated by the minimalist state paradigm.In spite of the hegemony of the minimalist state perspective, several states in the “Global South” have experimented with various models of state dirigisme — the “developmental state:” authoritarian (e.g. Singapore and South Korea) and democratic (e.g. Botswana and Mauritius). Against this backdrop, using the lessons learned from the experiences of some of the states in the “Global South” that have experimented with variants of the developmental state model, this article concluded that the social democratic developmental state is the best trajectory for promoting human-centered democracy and development in Africa.
