The article is devoted to the analysis of the problems of a social security modern discourse formation in the framework of a philosophical discussion of the transformation processes of the formation vector of the state security policy. The task of the article, according to the author, is to present the problem of security in conditions when it ceases to be understood, as a concept associated with the idea of preserving the integrity of a state or nation, and functions as a phenomenon with the broadest possible social parameters. Using the methodology of phenomenological, hermeneutic and comparative analysis, the new areas of security research, common difference of which is social and personal orientation are analyzed. The author pays attention to the features of the methodology of works reflecting the point of view of the modern state, works related to the development of a systematic approach to security, works based on an axiological approach and concludes that, despite the expansion of security interpretations, all these approaches retain a common ideological foundation. presupposing the need to preserve the leading role of the state in the field of social security, including the security of the individual and society and the state. All these approaches are based on the policy of responding to emerging threats to the Russian state and do not reflect the needs of a comprehensive strategic goal-setting covering the sphere of socio-economic development of the social system. This circumstance, according to the author, leads to the formation of a security strategy that exists only in the name of protecting the state and does not imply feedback between the state and the social institutions that the state is going to protect, which leads to the ineffectiveness of modern protection measures and the need to find new ways to justify the need for this protection, a new definition of its content and essence

The article is devoted to the socio-economic aspects of banks ' activities in relation to agricultural lending. The contextual background of the study is the social significance of agriculture for the country in terms of food security and the formation of a stable standard of living of the population. The purpose of the study was to reach the essential understanding of the social aspects of the Bank's activities by considering the social functions of the Bank in the lending process. The article considers the composition of credit subjects and gives a brief description of them. The activity of the State as a regulator of credit relations and a full participant in lending is emphasized. The essential understanding of the bank 's social functions in the context of solving the state 's social task of financing agriculture through the mechanism of concessional lending has been expanded. Conclusions are made about the leading role of the state in the formation of the mechanism of interaction between the Bank and the borrower with the strengthening of social functions of the Bank.

AbstractSince 1990s, substantial changes in the role of the state in the social security schemes can be observed in the countries of the Central and Eastern Europe (CEE). While the general framework of social benefits in the CEE countries is still defined by the state, more and more often the task of provision of social security is transferred to the private entities. Such privatization of social policy makes the need for protection mechanism and some state guarantees even stronger. It is still the state that is responsible for the final outcome of social security systems so that is why governments are directly providing or indirectly creating safety mechanisms built-in the private market mechanism used for social purposes. The paper surveys various types of the protection mechanisms in selected CEE countries that exist in the important and already most privatized element of the social security system – the pension system. While describing the safety measures and possible guarantees, special attention is paid to the new forms that have been built up recently. The paper covers both mandatory and voluntary pension markets and identifies present and possible threats in the existing frameworks that can harm the social security. The paper concludes with general assessment and policy recommendations.

This paper aims to assess the Need for Training Postgraduate on Social Security in Vietnam. Base on questionnaires from 400 to staff working in the field of social security and deep interviews of 30 people which are experts, lecturers in university, the result of this study has described a general picture about need of social security training. Specifically, findings show that: for the Strengths and Opportunities: First, the State always has the right policies on social security. Ensuring social security for every people is the consistent policy in Vietnam; Second, the social security units are increasingly being developed in terms of quantity and quality; Third, human resources in this area are enthusiastic, experience and qualified but just some of them have degree related to social security; Fourth, there has been a great deal of interest from the State for improving the quality of human resources in supplementing their knowledge of Social Security through National programs and projects; Fifth, educational institutions have been paying more attention, spending more time and funds for the training and developing capacity of lecturers in social security; Sixth, numbers of educational institutions having social security subjects in their training curriculum have increased faster. Weakness and Threats: First, despite the attention of the Party and the State, Vietnam social security policy system is scattered, overlapped; Second, number of staff working in the social security sector is largely unskilled and unqualified in term of social security knowledge; Third, for educational institutions: there has been interest and investment in research, teaching and training in the social security industry but still limited; lecturers with a degree in Social Security are also very limited. Most of them switched from other specialization; most of the educational institutions do not have clear orientation to develop Social Security curriculum at postgraduate level; the syllabus for social security topics is not much. Many new curriculums are translated from foreign materials so some contents are not completely suitable with the situation of Vietnam; currently, there is no social security training code. Base on the SOWT, this paper has discussed and recommended solutions to develop social security training program at postgraduate level to meet the need of high quality human resources on social security in Vietnam.

The state sector playing the leading role is the perception that has been consistently specified in documents of the Communist Party, since the seventh National Congress. The affirmation of the state sector’s leading role is to clarify the nature and characteristics of the socialist-oriented market economy. The leading role of the state sector means the state sector pioneers and leads in the market economy which is reflected by the holding of crucial positions and activities in the economy. After nearly 30 years of reform, the connotations of the leading role of the state sector and the key position of state-owned enterprises have been gradually defined; the state sector and state-owned enterprises have been differentiated. The state sector plays a leading role in a multi-sector economy in which the state-owned enterprises keep a “crucial position” and are a material condition to orient socialism. The state sector, however, is yet to clearly show this role. The state sector has a tremendous influence with some components of it directly affecting the whole economy, which are resources, infrastructure, state budget etc. Because of the above - mentioned reasons, the state sector is the foundation to the social and economic development in the socialist-oriented market economy of Vietnam.

This article analyzes the foundations of Lorenz von Stein's theory of welfare state, his views on the state, personality, society, social issue and social management. The key values of Lorenz von Stein's theory of welfare state are: statism, freedom, equality, private property, progress, social and political stability. The German scientist’s theory influences the values that determine the perception of the social state in modern Russian studies. The leading role of the state in social issue, the social responsibility of the state, the priority of freedom and personal development of the individual, the need to create equal conditions for social mobility of individuals - are the principles that are currently accepted by the scientific community when considering the nature and functions of the welfare state.

The theme of illegitimacy Guy de Maupassant evolved in his works this article perceives as one of the factors of the author’s concept of a person and the plane of intersection of the most typical motifs of his short stories. The study of the author’s concept of a person through the prism of polivariability of the motif of a bastard is relevant in today’s revision of traditional values, transformation of the usual social institutions and search for identities, etc. The purpose of the study is to give a definition to the existence specifics of the bastard motif in the Maupassant’s short stories by using historical and literary, comparative, structural methods of analysis as dominant. To do this, I analyze the content, variability and the role of this motive in the formation of the Maupassant’s concept of a person, the author’s innovations in its interpretation from the point of view of literary diachrony. Maupassant interprets the bastard motif in the social, psychological and metaphorical-symbolic sense. For the short stories with the presentation of this motif, I suggest the typology based on the role of it in the structure of the work and the ideological and thematic content: the short stories with a motif-fragment, the ones with the bastard’s leitmotif and the group where the bastard motif becomes a central theme. The Maupassant’s interpretation of the bastard motif combines the general tendencies of its existence in the world’s literary tradition and individual reading. The latter is the result of the author’s understanding of the relevant for the era issues: the transformation of the family model, the interest in the theory of heredity, the strengthening of atheistic sentiments, the growth of frustration in the system of traditional social and moral values etc. This study sets the ground for a prospective analysis of the evolution the bastard motif in the short-story collections of different years or a comparative study of the motif in short stories and novels by Maupassant.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The present paper reveals the significance of the National Archival Fund for preservation of the historical and cultural memory of the Bulgarian nation and the formation of historical consciousness. The National Archives Fund is defined as the largest collection of documents with historical, scientific, social, economic, cultural significance as an essential part of the cultural and historical heritage of Bulgaria.It treasures documents about the history of thousands of institutions and prominent figures of the state, economy, culture and art, of ordinary citizens whose activity is historically important in one respect or another.The emphasis of the study is on the main factors determining the daily enrichment of the National Archival Fund with new documents. Among these key factors are development of documentaristics and archivistics, trends in social development, ideological and political climate, financial stability and attitude of the society as a whole, of the istitutional leaders and administrative heads, creating documents, in particular, of the non-governmental organizations and even of the individual citizen to the problems in the field of archivistics.In the focus of the paper as well is the leading role of the state archives for the formation of the National Archival Fund of Bulgaria and the opportunities for cooperation with museums, libraries, community centers and other institutions of memory working with the same purpose and vision.

AbstractIt has been widely observed that virtue ethics, regarded as an ethics of the ancient, in contrast to deontology and consequentialism, seen as an ethics of the modern (Larmore 1996: 19–23), is experiencing an impressive revival and is becoming a strong rival to utilitarianism and deontology in the English-speaking world in the last a few decades. Despite this, it has been perceived as having an obvious weakness in comparison with its two major rivals. While both utilitarianism and deontology can at the same time serve as an ethical theory, providing guidance for individual persons and a political philosophy, offering ways to structure social institutions, virtue ethics, as it is concerned with character traits of individual persons, seems to be ill-equipped to be politically useful. In recent years, some attempts have been made to develop the so-called virtue politics, but most of them, including my own (see Huang 2014: Chapter 5), are limited to arguing for the perfectionist view that the state has the obligation to do things to help its members develop their virtues, and so the focus is still on the character traits of individual persons. However important those attempts are, such a notion of virtue politics is clearly too narrow, unless one thinks that the only job the state is supposed to do is to cultivate its people’s virtues. Yet obviously the government has many other jobs to do such as making laws and social policies, many if not most of which are not for the purpose of making people virtuous. The question is then in what sense such laws and social policies are moral in general and just in particular. Utilitarianism and deontology have their ready answers in the light of utility or moral principles respectively. Can virtue ethics provide its own answer? This paper attempts to argue for an affirmative answer to this question from the Confucian point of view, as represented by Mencius. It does so with a focus on the virtue of justice, as it is a central concept in both virtue ethics and political philosophy.
