The article deals with the basic concepts and tendencies of the digital economy. The current state of the digital economy and prospects for its development in Ukraine are analyzed. It is proposed to consider the digital economy development as an element of the social development strategy. The research methodology includes neo-institutional and systemic approaches, as well as analysis of statistics and data from social studies. The work concerns equally the theoretical and applied aspects of the topic. The paper is based on secondary data that has been collected from the official statistics, the Internet, science articles, interviews, papers, etc. The analysis results indicate a relatively unfavorable situation in Ukraine. The digital economy development entails dramatic changes in social relations. These processes include both risks (the market is being restructured in a new way, leading to challenges related to jobs, skills, security and privacy), as well as prospects (stimulating innovation, increasing governance efficiency, improving service delivery, inclusion and sustainable economic growth, the well-being of citizens, countries and society). The society and the state should be properly prepared for such changes. Therefore, the digital economy development in terms of public administration should be seen as an element of a social development strategy that requires proper scientific and expert substantiation. The concept of digital economy development in Ukraine envisages several measures aimed at addressing digital gap (from digital jobs to digital initiatives in the modern world, conducting digitalization of industry and business, defining basic digital services, preparing educational modernization measures, as well as forecasting digital development in Ukraine until 2020). On January 17, 2018, the Cabinet of Ministers of Ukraine approved the Concept for the Development of the Digital Economy and Society of Ukraine for 2018-2020 and a plan of measures for its implementation. The document emphasizes that the path to the digital economy and digital society of Ukraine lies through the domestic product market, use and consumption of information and communication or digital technologies. The digital economy development is a set of mechanisms, motivation factors, and incentives for the implementation of digital technologies, and, therefore, a branched digital infrastructure for harnessing the state's capabilities, enhancing its competitiveness, and increasing the well-being of citizens. Currently, Ukrainian market of information products and services is at the stage of formation. The market of information products consists of technical and technological components (modern information equipment, powerful computers, advanced computer network and related information processing technologies, which enables to work on the global computer network Internet, search information, customers, goods, hypertext management technology, e-mail); regulatory and legal components (the legal basis for regulating the information market); organizational components (elements of state regulation of interaction between producers and distributors of information products and services). At the same time, the tasks of identifying specific practical legal, regulatory (organizational), economic and financial infrastructural mechanisms for the development of the «digital society» that would facilitate the rapid growth of the digital economy remain unresolved.

Creating a “digital profile” is one of the points of the Russian national program Digital Economy [1]. A single biometric profile creation system is becoming the infrastructure basis for the digital transformation of the entire economy [2]. The process of forming a digital society is associated with the total digitization of all forms and types of relationships. At the same time, it is necessary to take into account the features, threats and trends of this process.The purpose of this article was to study the essential features and application of digital profiling of the financial market, defining the applications of this method and methodological approaches by examining existing expertise in other areas, and industries.The article summarizes information about the use of digital profiling in various industries. Areas of the financial market for the application of profiling were identified. The general characteristics are formulated and the features of the development of a methodological approach to profiling in the financial market are revealed. The criteria and principles of forming a digital profile of a market participant, relationships and patterns for improving the models of identification of participants and the market profile as a whole are presented.

The article considers the theoretical aspects of mass consciousness and its forms, the essential characteristics of mass behavior, as a result of which the definition of this term is formulated and corrected. The authors  analyze the evolution of concepts of mass consciousness in historical retrospect and at the present stage, its features in the conditions of transition to the digital economy. A fresh look at the problem of mass manipulation in a digital society through various mechanisms is given, and the transformation of mass behavior in the 21st century is analyzed by comparison.

AbstractThis paper argues that SDN and NFV principles are going to impact not only the evolution of current networks, but also the services and applications platforms. In fact, SDN and NFV, together with Cloud and Edge Computing, can be seen as facets of a broader systemic innovation wave (called softwarization) which is transforming the overall telecommunications and ICT ecosystems. Specifically, the paper proposes the vision of Software Defined Infrastructures (SDI) as highly dynamic and pervasive telecommunications and ICT frameworks of logical resources capable of executing (with a trade-off of centralisation and distribution) any network and service functions. Eventually, it is argued that, in this evolution towards SDI, the border between the networks and the Cloud-Edge Computing platforms will gradually disappear. On the other side, also the distinction between the networks and the future “terminals” (e. g., including machines, smart things, drones, robot) will blur. This transformation will have profound techno-economic implications for the telecommunications and ICT ecosystems, paving the way to the Digital Society and the Digital Economy.

At the heart of the digital economy is the willful imposition of a powerful combination of hardware and software, time and data, surveillance, prediction and behavourial control. This article argues that a central ambition of digital society has been the pursuit of an integrated commodity form. The novelty of this integrated commodity stems not only from the convergence of production and consumption but also from the subsumption of sociability itself. As a consequence, we are required to consider all social actions within digital society as being transactions enshrined within an economy of integrated markets. Our acceptance of these new commodity relations is paving the way for a ‘great integration’ of simultaneous transactions across different social domains. Borrowing from Karl Polanyi’s account of an earlier transformation, this article will propose that the prerequisites of digital society and the integrated commodity form have been established through the constitution of a series of ‘fictitious commodities’.

The world has entered a new phase of development – the era of digital society. Under the influence of a new round of technological progress, the mechanisms and practices of the world order, as well as equipment and technologies, are changing. The range of innovations today is not limited to one or two industries; changes cover almost everything – telecommunications, information and communication sectors, nanotechnology, space, bioengineering, robotics, etc. The research aims to study the processes of changing the paradigm of social development under the influence of the formation of a digital society. The article analyzes the concept of "digital society," shows how the tools of the digital economy are used to justify a paradigm shift in social development for the modern generation. The research methodology is based on a systematic and structural-functional approach. Also, methods of sociological survey and statistical processing of information were used. As a result of the analysis, plans to the definition of the digital economy are formulated, the stages of development of digital society are presented, the trajectories of technological changes in the digital era are identified, and problems that inhibit the digitalization process are formulated.
