In the autumn of 2010, the municipality and Faculty of Architecture of Alghero took part in a "manifestation of interest" for social housing pilot projects held by the Region of Sardinia. The formulation of the proposal constituted an opportunity for research into the relationship between housing policies and urban planning policies and on the role of housing in the construction of the "public town or city". It contained many innovative features, the most important of which was the use of ethical property funds and the involvement of the private sector in the construction of public sector assets. Considerations included the political dimension of the project, that which makes it a tool to acquire knowledge of the local area, a summary of its complexities never subordinate to policies or the mere application of them. The project is a platform capable of generating synergies and economic and social dynamics. In short it is able to trigger urban life processes.

This exploratory text starts from a doctoral-unemployed experience and was triggered by the discussions within a collective of doctoral students on this particularly ambiguous status since it is situated between student, unemployed, worker, self-entrepreneur, citizen-subject of social rights or user-commuter in offices and forms. These discussions motivated the reading and commentary of a heterogeneous set of texts on unemployment, precariousness and the functioning of the institutions of the social state. This article thus focuses on the relationship between knowledge and unemployment, as embodied in the public space, in the relationship with Pôle Emploi, and in the academic literature. It articulates a threefold problematic : what is known and said publicly about unemployment? What can we learn from the very experience of the relationship with an institution like Pôle Emploi? How can these observations contribute to an understanding of social science inquiry and the political role of knowledge fromm precariousness?

ABSTRACTThis article explores the role of political agents, institutions, circumstances, and ideas in the development of public health policies in Britain. The first part attempts to define public health. The second section of the article looks at the experience of the Victorian public health movement. The final part considers the re-emergence of the public health perspective. The underlying theme of the article is that an awareness of the political dimension, both contemporary and historical, improves our understanding of developments in the field of public health. The main conclusions reached are: first, that given the formidable political obstacles which exist, public health reform will only succeed if the reformers themselves operate with full awareness of the political dimension; second, that the modern public health debate is unlikely to be resolved in the short term.

Classic accounts of the relationship between leadership and public administration used to be straightforward: Political officials exercise leadership in terms of providing direction to government, and administrations implement decisions made by those leaders. Over the past decades, however, both scholarly notions and empirical manifestations of leadership and administration have undergone substantive change. While the political leadership literature continues to be more interested in such aspects as goal identification and definition, and the ways and means by which leaders manage to garner and maintain support for their agendas, the crucial importance of implementation in terms of leadership effectiveness has been explicitly acknowledged since the seminal work of James MacGregor Burns who famously defined leadership as “real, intended social change.” Conversely, public administration scholars have discovered the role of bureaucrats in the leadership process as important subfields of public administration. To some considerable extent, these reorientations in the political study of leadership and administration have been driven by empirical developments in the real world of leaders and administrators. In many of the established democracies, political leaders have come to realize the importance of administrative resources, and in some contexts, such as in the United States, it seems justified to speak of particular administration-centered approaches to, and strategies of, executive leadership. At the same time, large-scale reforms of the public sector have fundamentally altered the role of bureaucrats in the leadership process. While individual top civil servants, especially (but not only) in Westminster systems, have always exercised some leadership, New Public Management reforms designed to increase the efficiency of the public sector extended leadership roles across the bureaucracy. The relationship between political leaders and bureaucrats continues to display major differences between countries, yet politicization of the civil service in its various forms marks a strong cross-national trend. In some countries, the proliferation of special advisers stands out as a more specific element of change with important implications for the evolving nature of executive leadership. Such differences between countries notwithstanding, a broad empirical inquiry suggests that the developments in the political and administrative parts of the executive branch in many major democracies are marked by divergent dynamics: While there is a notable trend within the political core executive to centralize power with the chief executive (prominently referred to as “presidentialization” by some authors), the public bureaucracy of many developed countries has experienced a continuous dispersion of leadership roles. The implications of these ongoing changes have remained understudied and deserve further scholarly attention. However, alongside a host of conceptual and methodological issues, perhaps the most difficult and complex challenges to leadership and administration, both for political science and politics itself, relate to processes of internationalization and globalization.

AbstractThis article explores the political subjectivity of Kurdish children in urban Turkey. Often referred to as “stone-throwing children,” since the early 2000s Kurdish children have entered Turkish public discourse as central political actors of the urban Kurdish movement. I suggest that the politicization of children can be understood in the context of transformations in age and kinship systems within the Kurdish community that were shaped by the forced migration of Kurds in the early 1990s. Focusing on the experiences of Kurdish children in the city of Adana, I argue that memories of violence transmitted by displaced parents, combined with the children's experiences of urban life, including exclusion, discrimination, poverty, and state violence, necessitate a reevaluation of how childhood is conceived and experienced within the Kurdish community. In a context where Kurdish adults often have trouble integrating into the urban context, their children frequently challenge conventional power relations within their families as well as within the Kurdish movement. In contrast to a dominant Turkish public discourse positing that these children are being abused by politicized adults, I contend that Kurdish children are active agents who subvert the agendas and norms of not only Turkish but also Kurdish politics. The article analyzes the ways Kurdish children are represented in the public discourse, how they narrate and make sense of their own politicization, and the relationship between the memory and the postmemory of violence in the context of their mobilization.

Abstract: From the sermons of the Dominican friar Jordan of Pisa (Giordano da Rivalto), between 1302-1307, this article intends to investigate the intersection between preaching and politics in 14th-century Italy, particularly in Florence. The aim is to investigate foremost the political mobilization aspect of preaching, which made the pulpit a forum for political reproduction and negotiation of the public debate and divisions inside the civic assembly; secondly, this paper discuss the role of preachers as political men, since they intended to interfere in public and individual practices in order to answer the urgent problems of the urban life. Based on the study of data obtained from three sermons of Giordano specially devoted to political issues, we discuss the medieval republicanism without separating the political and the religious and without incurring the political assumptions provided by modernity. In giordanian understanding the contrast between the City of God and the earthly city affirms the historicity of politics and, at the same time, expresses its perpetual essence, not doomed to disappear with the end of history.

This essay examines a polemic between two Baudelaire critics of the 1930s, Jean Cassou and Benjamin Fondane, which centered on the relationship of poetry to progressive politics and metaphysics. I argue that a return to Baudelaire's poetry can yield insight into what seems like an impasse in Cassou and Fondane. Baudelaire provides the possibility of realigning metaphysics and politics so that poetry has the potential to become the space in which we can begin to think the two of them together, as opposed to seeing them in unresolvable tension. Or rather, the tension that Baudelaire animates between the two allows us a new way of thinking about the role of esthetics in moments of political crisis. We can in some ways see Baudelaire as responding, avant la lettre, to two of his early twentieth-century readers who correctly perceived his work as the space that breathes a new urgency into the questions of how modern poetry relates to the world from which it springs and in which it intervenes.

Abstract This article explores relations between Muscovy and the so-called Later Golden Horde successor states that existed during the fifteenth and sixteenth centuries on the territory of Desht-i Qipchaq (the Qipchaq Steppe, a part of the East European steppe bounded roughly by the Oskol and Tobol rivers, the steppe-forest line, and the Caspian and Aral Seas). As a part of, and later a successor to, the Juchid ulus (also known as the Golden Horde), Muscovy adopted a number of its political and social institutions. The most crucial events in the almost six-century-long history of relations between Muscovy and the Tatars (13–18th centuries) were the Mongol invasion of the Northern, Eastern and parts of the Southern Rus’ principalities between 1237 and 1241, and the Muscovite annexation of the Kazan and Astrakhan khanates between 1552 and 1556. According to the model proposed here, the Tatars began as the dominant partner in these mutual relations; however, from the beginning of the seventeenth century this role was gradually inverted. Indicators of a change in the relationship between the Muscovite grand principality and the Golden Horde can be found in the diplomatic contacts between Muscovy and the Tatar khanates. The main goal of the article is to reveal the changing position of Muscovy within the system of the Later Golden Horde successor states. An additional goal is to revisit the role of the Tatar khanates in the political history of Central Eurasia in the fifteenth and sixteenth centuries.

Abstract Background The political system is an important influencing factor for population health but is often neglected in the public health literature. This scoping review uses insights from political science to explore the possible public health consequences of the rise of populist radical right (PRR) parties in Europe, with welfare state policy as a proxy. The aim is to generate hypotheses about the relationship between the PRR, political systems and public health. Methods A literature search on PubMed, ScienceDirect and Google Scholar resulted in 110 original research articles addressing 1) the relationship between the political system and welfare state policy/population health outcomes or 2) the relationship between PRR parties and welfare state policy/population health outcomes in Europe. Results The influence of political parties on population health seems to be mediated by welfare state policies. Early symptoms point towards possible negative effects of the PRR on public health, by taking a welfare chauvinist position. Despite limited literature, there are preliminary indications that the effect of PRR parties on health and welfare policy depends on vote-seeking or office-seeking strategies and may be mediated by the political system in which they act. Compromises with coalition partners, electoral institutions and the type of healthcare system can either restrain or exacerbate the effects of the PRR policy agenda. EU laws and regulations can to some extent restrict the nativist policy agenda of PRR parties. Conclusions The relationship between the PRR and welfare state policy seems to be mediated by the political system, meaning that the public health consequences will differ by country. Considering the increased popularity of populist parties in Europe and the possibly harmful consequences for public health, there is a need for further research on the link between the PRR and public health.

Abstract The topic of government-nonprofit collaboration continues to be much-discussed in the literature. However, there has been little consensus on whether and how collaborating with government is beneficial for the performance of community-based nonprofits. This article examines three dominant theoretical interpretations of the relationship between collaboration and performance: collaboration is necessary for the performance of nonprofits; the absence of collaboration is necessary for the performance of nonprofits; and the effect of collaboration is contingent on the nonprofits’ bridging and bonding network ties. Building on the ideas of governance, nonprofit, and social capital in their respective literature, this article uses set-theoretic methods (fsQCA) to conceptualize and test their relationship. Results show the pivotal role of the nonprofit’s network ties in mitigating the effects of either collaborating or abstaining from collaborating with government. Particularly, the political network ties of nonprofits are crucial to explaining the relationship between collaboration and performance. The evidence demonstrates the value of studying collaboration processes in context.
