Efficiency assessment criteria of modern educational functioning

In the article the author analyzes the process of efficiency assessment of the activity of the highest official of the subject of the Russian Federation. The attention is focused on inadequacy of application of exclusively quantitative indices. Based on the analysis of expansion practice of assessment criteria of efficiency, the need of public participation in rating process is shown. In this context the activity of Fund of development of civil society is examined as the center which created the clear and acceptable system of rating indicators of effi-ciency of the highest officials.

This article contains an example of the applied application of the DCR 21-83 guidelines. This article contains a description of the grouped components and assessment criteria, in particular, a description of the calculated indicators in the context of internal transport, non-transport and socioeconomic effects arising from capital investments in transport infrastructure facilities. A specific example shows the procedure for assessing and calculating summary economic indicators for groups and for the project as a whole. This shows the possibility of using a rather complicated methodology and its effectiveness as a scientific tool for a comprehensive assessment for solving applied problems in the construction and rehabilitation of transport infrastructure.

Natural Decay

One of the measures to eliminate the consequences of the Chernobyl accident was the exclusion of highly contaminated land from agricultural use. During the natural decay of radionuclides there is a decrease in the activity of 137Cs and 90Sr in the soil. The issue of land return becomes relevant. The article describes the main stages of formation of the system of criteria and indicators of ecological and economic evaluation of the expediency of land return. The first part of the article is devoted to the issue of radiological evalation.

Abstract Utilization of cocoa bean to be a derivative products in industrial is wide enough, that it is necessary to determine the priority of the processed products development. This study aimed to determine the prospective processed cocoa products with a system approach using Bayes method and assessed the potential of added value by using Hayami method. Based on several assessment criteria indicated that chocolate bar is the priority product that needs to be developed and followed by several other processed products. This development was able to produce the added value of Rp 135.000 per kg of cocoa beans. Result indicated that by processing the cocoa beans into chocolate bar could provide a considerable income for the businessman.

Subject. The article addresses the history of development and provides the criticism of existing criteria for aggregate social welfare (on the simple exchange economy (the Edgeworth box) case). Objectives. The purpose is to develop a unique classification of criteria to assess the aggregate social welfare. Methods. The study draws on methods of logical and mathematical analysis. Results. The paper considers strong, strict and weak versions of the Pareto, Kaldor, Hicks, Scitovsky, and Samuelson criteria, introduces the notion of equivalence and constructs orderings by Pareto, Kaldor, Hicks, Scitovsky, and Samuelson. The Pareto and Samuelson's criteria are transitive, however, not complete. The Kaldor, Hicks, Scitovsky citeria are not transitive in the general case. Conclusions. The lack of an ideal social welfare criterion is the consequence of the Arrow’s Impossibility Theorem, and of the group of impossibility theorems in economics. It is necessary to develop new approaches to the assessment of aggregate welfare.

Subject. This article studies the mechanism of State health regulation and methods of management of efficiency of regional healthcare institutions. Objectives. The article aims to analyze the territorial health system in the context of the urgent need to optimize budget expenditures and address public health problems, as well as develop directions to improve the effectiveness of the regional health system of the Krasnoyarsk Krai. Methods. For the study, we used the method of index numbers and calculation of dynamics indicators using official statistics data. Results. We have developed and now present a system of indicators of regional health efficiency assessment, focused mainly on public health indicators and quality of medical services. We also offer our own version of the Luenberger observer modification adapted to the objectives of the regional health system analysis. Conclusions and Relevance. The article concludes that it is necessary to optimize the regional health system using the parameters of medical and social efficiency of the system. The proposed approach to assessing the effectiveness of regional health system can be used as a mechanism to develop recommendations for the management of the network of medical and prophylactic institutions of the region.
