The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue application.The modern state takes on social functions that seek to regulate imbalances, to protect weak social positions and prevent the disintegration of the social system. It regulates the processes in society by harmonizing interests and opposing marginalization. Every modern country develops social activities that reflect the specifics of a particular society, correspond to its economic, political and cultural status. They are the result of political decisions aimed at directing and regulating the process of adaptation of the national society to the transformations of the market environment. Social policy is at the heart of the development and governance of each country. Despite the fact that too many factors and problems affect it, it largely determines the physical and mental state of the population as well as the relationships and interrelationships between people. On the other hand, social policy allows for a more global study and solving of vital social problems of civil society. On the basis of the programs and actions of political parties and state bodies, the guidelines for the development of society are outlined. Social policy should be seen as an activity to regulate the relationship of equality or inequality between different individuals and social groups in society. Its importance is determined by the possibility of establishing on the basis of the complex approach: the economic positions of the different social groups and individuals, by determining the differences between them in terms of income, consumption, working conditions, health, etc .; to explain the causes of inequality; to look for concrete and specific measures to overcome the emerging social disparities.

This article discusses the politics of social policy development in Hong Kong following the Asian financial crisis. It examines the cause, mode and political significance of social policy reform in an Asian late industrialiser that has been experiencing the twin pressures of economic globalisation and socio-economic change. Financial austerity has prompted the state to adopt social policy reforms through re-commodification and cost containment, resulting in the retrenchment of the residual welfare state. The state's policy choices are structured by local politics, including the state of political development and the path dependence nature of policy change. The article questions the effectiveness of the social authoritarian approaches adopted by the state in attempting to renegotiate the social pact with its citizens, and contends that progressive development in social policy is inevitably bound to democratisation.

Presented through a structural social work lens, this paper is a description and analysis of an action research project designed to explore factors that encourage or impede the engagement of youth in the social policy life of their communities. The project was conceptualized in a geographic region characterized by the erosion of community sustainability due to social economic disadvantage and out migration. The project aimed to strengthen communities by enhancing participation of youth in social policy development. It utilized a workshop designed and delivered by youth for youth and the development a Social Policy Action Plan (SPAP) to address a policy issue of concern in youth’s local community. Principles of structural social work, with particular attention to power sharing, unmasking the structures, collective consciousness, transformation of power/political and personal change, social action and community capacity building are applied as a lens to explore this project.

The article is aimed at addressing key problems of national economy with the impact on it personnel potential of any organization and in particular companies of the business sector. The article assesses the social policy, conditions and factors influencing efficiency of formation and development of personnel potential of the enterprise sector of the economy. It justified recommendations for their improvement, and also shows the effect of the level of development of personnel potential in this sphere to increase efficiency of the domestic economy as a whole. At the same time drawn attention to the solution of the problems of the large industrial companies compared to small and medium organizations engaged in entrepreneurial activities. The article shows to attract and develop talented employees in terms of business structures, it is necessary that the newly created state bodies on creation of conditions for their development first of all drew attention to the condition of personnel potential of business sector, principles, methods and technologies of its formation and also to ensure its effective development. According to the author the solution to this problem is the unused resources.

The article aims at analyzing domestic and foreign experience in social policy provision (the essence of the concept, its basic models and directions), as it acts as a kind of lever to determine the principles, priorities, directions of the social sphere development. The article suggests a new definition of the "social policy" concept through analyzing the content of the category in question. The public administration approach to understanding the "social policy" concept is also outlined. The article identifies the priority directions of transformations in the EU member states’ social policy, which are taking place due to globalization challenges. Based on these areas, the main principles of European social policy are identified, namely: inclusiveness, gender equality, digitalization, support for youth policy development (employment, education), and financial education of citizens. Social policy in such countries as Canada, Germany, China, and Australia is analyzed, and peculiarities of its changes due to the COVID-19 pandemic are considered in the following areas: support for employment, social protection and the unemployed; social support for certain social groups; support for business development. The main means helping to implement the outlined areas are identified, namely: creation of funds to support certain social groups; formation of favorable conditions for lending to small, medium and large businesses; financing of various social programs (providing employment, training, and wage subsidies). The main directions of domestic social policy in the COVID-19 pandemic are also given. Relevant conclusions on domestic and foreign experience in the implementation of social policy are formed. Further research can be related to the issues of creating a mechanism for an effective social policy implementation.

Social policy development in China is closely related to the generation and diffusion of social knowledge through which political and social elites define social problems and elaborate policy solutions. Drawing on theoretical insights from the ideational institutionalism, this paper seeks to trace the origin and evolution of the social ideas in order to map common threads spanning different phases of modern Chinese history. It argues that the “social” idea has been essentially shaped by the continuous desire for national resurgence in response to China’s perceived existential crisis triggered by Western imperialism at the turn of the 19th and 20th centuries. Starting from the late Qing dynasty, the majority of the Chinese intelligentsia advocated for the restraint of individual rights in the service of promoting a strong statehood able to pursue commonweal and restore national pride. Social policy and social rights appeared more as a means to achieve other elevated goals than as an end in itself. In this light, the contemporary People’s Republic of China represents political undertakings that initially addressed the “national question” using a socialist approach, and later switched to market economic reforms. In various phases, the social ideas have been constantly reframed to accommodate changing political and economic circumstances with profound implications for social welfare developments with a clear disposition in favor of the statist approach.

The origins and development of the social support system in the USSR: introduction of the pensions, free healthcare, and free education are analyzed. The study shows, how the Soviet system developed the German corporate ideas of insurance, borrowed by the Russian Empire, and then adopted the British universalistic approach in the second half of the XX century.

AbstractThe paper explores governmental perceptions and reactions to “social questions” in British colonial Africa, c. 1880-1950. By comparing three different political entities, Egypt, South Africa and Uganda, we find that authorities across cases have been acutely aware of potentially destabilising social change. Some social problems actually resulted from colonial projects themselves, giving rise to rather contradictory interpretations and policies. However, the intensity of political reactions to social questions varied widely, ranging from a largely passive approach in Egypt to the introduction of modern welfare in South Africa. We argue that perceptions and responses to social dislocation had a long-term impact on patterns of state formation and social policy development.

Abstract:Scholars of social policy development in the United States and elsewhere have recently focused on the historical and contemporary importance of complex, delegated welfare state governance. In this article, I outline the emergence of a coordinated urban welfare state in the city of Toronto between 1870 and 1929, describing the creation of both public and private forms of coordination and centralization. I argue that we must understand social policy development in this period as resulting from the interaction of three policy coalitions: municipal traditionalists, municipal progressives, and social work professionals, and that social policy centralization occurred as a result of an alliance between municipal progressives and social work professionals. To explain the long-term development of social policy in Canada and elsewhere, I argue, we must understand the interaction among these internal coalitions in the social policy field and the ways that broader fiscal and cultural changes strengthened or weakened each coalition over time.
