The article discusses the issues of developing a qualimetric model for assessing the internal compliance risks management system in the system of accumulative pension provision. The object of the research is the compliance risks management in the system of accumulative pension provision. One of the least developed issues is the lack of research on the assessment of the internal risk management system on the basis of a qualimetric approach. This hinders the practical aspects of introspection regarding the assessment of the quality of the internal compliance risk management system in the system of accumulative pension provision. Using the methods of analysis and synthesis, the general components for the development of a qualimetric model of quantitative assessment of the internal system of compliance risk management in the system of accumulative pension provision are defined. A qualimetric approach was used during the research. Thus, the article, using the factor-criterion modeling (qualimetric approach), develops a qualimetric model of quantitative evaluation of the internal system of compliance risk management in the system of accumulative pension provision. The proposed qualimetric model has a number of features, including organizational and informational, methodological and process components of compliance risk management in the system of accumulative pension provision. This provides such an advantage as the possibility of introspection and internal control of the formed internal system of compliance risk management in the system of accumulative pension provision. Also, the developed model allows the application of a qualimetric approach to solving the scientific task of assessing the internal system of compliance risk management in the system of accumulative pension provision, which will provide a multi-criteral approach to the management of these risks.

In this article, the author analyzes the development trends of the mechanism of legal regulation of internal control of non-credit financial organizations. The author notes that the requirements established by the Bank of Russia for the risk management system are regulated in the relevant acts based on the functional and institutional approaches. The article substantiates the thesis that in its activities the Bank of Russia uses similar approaches to regulating relations with the participation of credit and non-credit financial organizations.

В работе рассмотрены основные принципы использования риск-ориентированных подходов при создании ракетно-космической техники. Показателем результативности внедрения процедуры управления рисками является снижение количества отклонений при производстве ракетно-космической техники от норм, рекомендованных стандартами. Показано, что внедрение риск-ориентированного подхода должно быть комплексным с учетом совокупности наиболее важных рисков и мероприятий с учетом значимости каждого из них. В статье представлен порядок идентификации, анализа и оценки рисков в подразделениях «КБхиммаш им. А.М. Исаева» при создании образцов ракетно-космической техники. В работе представлена форма карты управления рисками при оценке качества продукции на производстве. The paper discusses the basic principles of using risk-based approaches when creating space rocket technology. An indicator of the effectiveness of the implementation of the risk management procedure is the reduction in the number of deviations in the production of rocket and space technology from the norms recommended by the standards. It is shown that the introduction of a risk-based approach should be comprehensive, taking into account the totality of the most important risks and measures, taking into account the significance of each of them. The article presents the procedure for identifying, analyzing and assessing risks in the units of KBhimmash im. A.M. Isaeva when creating samples of rocket and space technology. The paper presents the form of a risk management card in assessing the quality of products in production.

Implementation of risk management applies not only to companies but also to universities. However, the implementation of risk management to universities is still limited and still needs improvement. This limitation is due to the absence of special units in universities dealing with risk management issues. This article focuses on the implementation of risk management at Universitas Negeri Semarang by using descriptive analysis. The results show that Internal Control Unit on Unnes has run the IIA (2009) mandate related to its participation in the implementation of risk management system by sticking to independence and objectivity. Furthermore, the implementation of three line of defenses on Universitas Negeri Semarang has not been able to be implemented. This is due to the lack of resources in the field of risk management, as well as limited scope. Therefore, it is expected that the internal control unit able to always increase their role in developing, implementing and evaluating risk management system in universities.

ABSTRACT Three related areas—Sarbanes-Oxley's requirements for control reports, COSO's Enterprise Risk Management (ERM) suggested control structure, and the enterprise risk management process—need more classroom materials to demonstrate to students the importance of a cohesive risk analysis process and control system for an organization to be successful and competitive. This case requires students to understand the importance of risk management, the implementation of an internal control structure, and a controls review in a hospital setting for compliance and administration of Medicare and Medicaid costs. Although the facts of the case are based on professionals' consulting experiences, the hospital in the case is fictional and is a composite of many client engagements. This case is appropriate for an analysis for potential fraud, a Sarbanes-Oxley Act (SOX) review of risks and internal controls, assessment of compliance with laws and regulations, and implementation of an enterprise-wide risk management system.

The purpose of this article is to select and justify the optimal contract model for one of the largest investment and construction projects of PJSC based on a preliminary assessment of the project under several alternative contracts. To achieve this goal, the following results were obtained: first, a classification of contracts for investment and construction projects (ICP) was developed, adapted to the specifics of the oil and gas business, second, the process steps for planning the contract model of oil and gas construction projects were formed, and third, a conclusion was made about the feasibility of using a particular contract model in terms of the project economy, its timing, the quality of decisions at each stage, and the risk management system.

The public management of funds in Tana River County has been ineffectual and the report of the auditor general has reported massive squandering of the public resources. The poor financial accountability formed the rationale of conducting the study to assess how the county's internal control system influences financial accountability in Tana River County. The study was based on four theories, namely agency cost theory, classical management theory, stewardship theory and information systems success theory. The study employed a mixed methodology and specifically a convergent parallel mixed-methods perspective. The study adopted the descriptive research design. The targeted population for the study was 324 employees in Tana River County. A stratified sampling technique was used to get the sample size of 200 respondents. The data collection instruments comprised of questionnaires and interview guides. The results of the study indicated that monitoring systems, information and communication systems, risk management systems and internal audits explain 67.4% of the variations in financial accountability. The regression results showed that risk management system is positively and significantly related to financial accountability (β=.287 p=0.000). Moreover, it was found that internal audits and financial accountability are positively and significantly related (β=.406 p=0.000). Likewise, the study found that information and communication systems and financial accountability is positively and significantly related (β=.25 p=0.000). The study also found a positive and significant relationship between monitoring and financial accountability in Tana River County. (β=.144 p=0.000). Moreover, it was revealed there is a moderating effect of government policy and regulations on the relationship between internal control systems and financial accountability in Tana River County since the coefficient of determination (R squared) increased to 73.9%. The study recommended that counties need to develop a risk management system to spur efficiency and transparency. There should be an effective management system that could evaluate risks in advance to enables counties to maintain those risks within controlled levels. The internal auditor need to be monitored regularly to minimize the chances of presenting reports with mistakes and exaggerations. There is the need to have internal reviews of revenue targets during the financial year. Moreover, it is recommended stringent measures should be taken against the county employees found with corruption cases. In this study, regulatory requirements are elaborated regarding external audit in the assessment of the risk management system and the impact of the regulation of risk management system using independent external audit is investigated in the context of encouraging effective risk management in the banking sector of Bosnia and Hercegovina. The research was conducted through a questionnaire, which included a representative sample consisting of all the banks in BiH, within which employees at control functions are included (risk management, internal audit and internal control), along with members of bank boards (Supervisory board, Audit Committee, Bank Management), and relevant external auditors conducting audits in the banks  in BiH, as well as professional academic public. The results of the research show a high degree of correlation of the regulation of risk management system by independent auditors and risk management efficiency, but also identify additional mechanisms which encourage more efficient risk management in banks and, consequently, reveal new research areas.
