The ideology of the information society has transformed the performance of academic duties within higher education through the permeation of information and communication technologies (ICTs) into all aspects of the university. These technologies provide a common ground upon which teaching, research, and administration fuse; but how have such arrangements affected the quality of academic work? This ideology functions through values, hierarchies, rewards and punishments, and surveillance that influence routine work. Using a critical orientation, this paper examines the transformation of the quality of the intellectual products and work processes of higher education in a North American context. It examines how the educational technology industry fosters a type of control over academic workers, inhibiting the individual laborer’s pursuit of educational quality. Grounded in Foucault’s concept of “disciplinary power” and in Freire’s notions of critical consciousness, it suggests a community-centered approach toward building knowledge capital in higher education.

Higher education in Ukraine, as one of the prerequisites for national security and competitiveness of the country, needs to be reformed, first of all in the context of improving the quality of educational services. Educational quality studies have confirmed that the educational system does not adequately address the needs of customers and those who receive education. In this regard, the purpose of the article is to study the theoretical aspects of the institutional provision of the quality management process of higher education. Methods of dialectical cognition, comparative analysis, content analysis and a comprehensive approach to the analysis of transformations in the field of higher education are used in this work. A prerequisite for ensuring the quality of higher education is the definition of the hypostasis of the relevant procedures, among which process, functional and evaluation are identified. It is established in the article that the institutional environment in the field of education is an ordered set of legally established norms and informal rules that determine the conditions for the functioning of institutions of higher education, structure the relationship between the subjects of the educational process and are formed within the educational system. The article deals with a wide network of organizations that form the institutional environment of the national higher education, which, according to the levels of government, are divided into international, national, regional and local. It is noted that state agencies for ensuring the quality of education have the largest share in the formation of the institutional environment of the educational sphere. This often leads to a conflict of interest of stakeholders, which can be solved by the introduction of the Institute of Independent Educational Auditors.

Indonesia has entered the digital era. Many sectors have been affected by the development of existing digital devices and platforms, including the higher education sector. Sociologically, this influence must be anticipated because it will influence the transfer of knowledge and the phenomenon of qualification. If the transfer of knowledge is ineffective, the quality of the individual produced by the higher education level may be incompetent. This study aimed to dissect the role and attention on the transfer of knowledge that occurs, along with its impact during the digital era. This study used a qualitative approach with descriptive methods through literature study techniques to synthesize existing empirical facts. The primary empirical data analyzed was the results of research on the transfer of specific knowledge and the phenomenon of qualificationism. The researcher found that digitalization influenced online learning and publication that were inter-related, despite differences in access, skills and benefits for individuals. On the other hand, the quality of higher education faced challenges because there was tacit knowledge that must be fulfilled and the phenomenon of qualification as the impact of higher education growth.
