The article considers the problems of modern use of urban areas, which are mostly related with the lack of reasonable scientifically and economically rational land policy. The issues of rational urban land using and land management in settlements have been studied by many domestic scientists, but to achieve the goal of rational and efficient land using, there is a need to continue research on these issues, especially at the regional and local levels. In particular, this applies to the formation of the mechanism of payment for land in conditions where the collection of taxes on labor and entrepreneurship significantly exceeds the amount of payment for land and other natural resources. The article gives an example of effective transformation of reserve lands which are not provided for permanent use and rent, located in the peripheral zone of the city, in the land of solar energy. The issue is considered from the standpoint of the value of unused urban land in their ability to generate additional income. Calculations to determine the efficiency of land transformation in the land of solar energy were made on the example of the commissioned solar power plant LLC «NOVE TEPLO", which is in the northern industrial hub of Kremenchuk, Poltava region, which covers an area of ​​150.00 hectares, and the total capacity of installed solar panels 75 MW. The total income of land transformation from reserve lands to solar energy lands for 10 years and rent income from 150 hectares of land for the specified period for reserve lands in Kremenchuk according to the values ​​of capitalized rent income standards are determined. The total income after the transformation of land was almost 300 times higher than the total income received before the transformation. Rating of ground-based SES was created by using the PV GIS web application. This tool allows you to estimate the average monthly and annual energy production from a solar electrical system connected to the grid. PV GIS calculates the optimal slope and slope exposure, which maximizes annual energy production.

Abstract This paper presents a technical assessment of solar photovoltaic (PV) installation potential in urban areas based on its urban land cover type, using a case study of Indonesian cities including Yogyakarta, Kupang and Tomohon. The assessment was performed using a free online application to assess the urban land cover types, i-Tree Canopy. This application can be used to identify and distinguish urban land cover types such as building rooftop, vegetation, grass, soil, road and water, which then can be used to assess the suitable area for Solar PV installation. Additionally, solar photovoltaic power output data from Global Solar Atlas is used to calculate potential energy production from PV installations in each city. The result shows that in an urbanised city such as Yogyakarta, the most suitable PV installation is in building rooftops. Meanwhile, Kupang and Tomohon have higher potential for ground-mounted PV installation in bare ground or grass. The approach and result of this study could be used for planners and policymakers to determine city-scale solar PV installation planning to maximise solar energy production. It can also be used to calculate the solar energy estimation using free online applications, which is easy to use and more accessible for stakeholders.

In urban areas, solar energy is one promising source of renewable energy to achieve the EU parliament’s goal of reducing CO<sub>2</sub> emissions by 20&amp;thinsp;% compared to 1990. Although annual radiation on vertical walls is lower than that on roof surfaces, they are larger in area and, therefore may contribute to energy production. On the other hand, the modelling of shadowing effects is cost intensive in an complex urban environment. Here we present a method for the calculation of solar potential on vertical walls for simple 2D maps with additional building height information. We introduced observer point columns that enable a fast decision whether a whole vertical set of observer points is illuminated or not. By the introduction of a maximum shade length, we reduce processing time in ArcGIS. 206,291 points of 130 buildings have been analysed in time steps of 15&amp;thinsp;minutes resulting in 15&amp;thinsp;769 pairs of solar angles. Results disprove the potential of vertical walls serving to fill the winter gap of roof mounted solar energy plants. Best wall orientation for the deployment of solar panels are west and east in summer, whereas it is southeast in winter.

Cities, as main energy consumers, play a crucial role in achieving a more sustainable energy future. This means that there is an urgent need to transform the way of planning urban areas, focusing on more efficient and self-reliant energy production and consumption modes overall. In this framework, the aim of this study is to explore the Net-Zero energy balance between two spatial scales: the whole city with its diversified energy consumption patterns, and those urban blocks, neighborhoods, or industrial areas that can produce energy and supply it to other areas. This approach leads to the development of an energy zoning for the city, based on the geographical urban delimitation of solar energy exporters cells and the energy consuming ones. On the production side, cells are delimited according to their solar energy production potential. On the demand side, cells are delimited according to four specific criteria: construction timeline, population density, urban morphologies, and land-use patterns that permit the definition of a classification of urban areas, based on the different energy consumption levels. In this paper, the web platform “E-City”, a tool for planning energy balance at urban level is presented, by describing its practical application in the city of Oeiras, Portugal. The platform integrates itself with the existing municipal Geographic Information System, exploring both spatial and statistical dimensions associated with zoning and the overall energy network system. Results from the use of this tool are relevant for urban planning practices, formulation of policies, and management of public investment that can be guided to more energy efficient solutions and supporting the transition towards nearly zero-energy cities.

Land use planning plays a crucial role in creating a balance between the needs of society, physical development and the ecosystem. However, most often poor planning and displacement of land uses particularly in urban areas contribute to social ills such as drug abuse and criminal activities. This research explains the spatial relationship of drug abuse and other criminal activities on urban land use planning and their implications on the society at large. Spatial statistics was used to show patterns, trends and spatial relationships of crimes and land use planning. Data on crime incidents were obtained from the Royal Malaysia Police Department whilst cases of drug abuse were collected from the National Anti-Drug Agency (AADK). Analysis of the data together with digital land use maps produced by Arnpang Jaya Municipal Council, showed the distribution of crime incidents and drug abuse in the area. Findings of the study also indicated that, there was a strong relationship between petty crimes, drng abuse and land use patterns. These criminal activities tend to concentrate in residential and commercial areas of the study area.

Quantitative and accurate urban land information on regional and global scales is urgently required for studying socioeconomic and eco-environmental problems. The spatial distribution of urban land is a significant part of urban development planning, which is vital for optimizing land use patterns and promoting sustainable urban development. Composite nighttime light (NTL) data from the Defense Meteorological Program Operational Line-Scan System (DMSP-OLS) have been proven to be effective for extracting urban land. However, the saturation and blooming within the DMSP-OLS NTL hinder its capacity to provide accurate urban information. This paper proposes an optimized approach that combines NTL with multiple index data to overcome the limitations of extracting urban land based only on NTL data. We combined three sources of data, the DMSP-OLS, the normalized difference vegetation index (NDVI), and the normalized difference water index (NDWI), to establish a novel approach called the vegetation–water-adjusted NTL urban index (VWANUI), which is used to rapidly extract urban land areas on regional and global scales. The results show that the proposed approach reduces the saturation of DMSP-OLS and essentially eliminates blooming effects. Next, we developed regression models based on the normalized DMSP-OLS, the human settlement index (HSI), the vegetation-adjusted NTL urban index (VANUI), and the VWANUI to analyze and estimate urban land areas. The results show that the VWANUI regression model provides the highest performance of all the models tested. To summarize, the VWANUI reduces saturation and blooming, and improves the accuracy with which urban areas are extracted, thereby providing valuable support and decision-making references for designing sustainable urban development.

There are rising public concerns about the acquisition of prime land by non-citizens/foreigners in Botswana, especially in the sprawling urban and peri-urban areas. Indians, Nigerians and Chinese, among others, are allegedly involved in such land transactions. There is a salient local resentment towards them and/or such transactions. Sensational media reports, emotive public statements by politicians, chiefs and government officials, and anger from ordinary citizens dominate the discourse. These emotive public debates about this issue warrant some academic comment. This article argues that the acquisition of land by foreigners in Botswana, in each land category—tribal, state and freehold—is legally allowed by the relevant laws. But this does not mean that citizens have no right to raise concerns and/or show their disapproval of some of these legal provisions. Aware of the public outcry, the government has since passed the Land Policy in 2015, revised in 2019, and amended the Tribal Land Act in 2018, not yet operational, to try and strictly regulate the acquisition of land by non-citizens. There is no readily available statistical data, indicating the ownership of land by foreigners in each land category. This issue is multifaceted and needs to be cautiously handled, lest it breeds xenophobia or the anti-foreigner sentiments.

During 2017–2020, a team of researchers at the Indian Institute for Human Settlements conducted a series of primary and secondary studies on land record modernisation initiatives in five states and union territories of India. Based on extensive on-ground research, this work is part of a five-volume set that presents findings from Delhi, Maharashtra, Chandigarh, Karnataka and Uttar Pradesh, with a focus on urban land and property records and the associated complexities. This volume on Maharashtra brings out the impact of having a historically enshrined system of maintaining property records even in urban areas, created via city surveys. The state also has a supporting legislative framework, which has enabled capturing some details of vertical property, although in a fragmented and decentralised manner.
