The Covid-19 pandemic has caused the shares of issuers on the Indonesia Stock Exchange to plummet. Since the beginning of the year until the second week of October, the stock index on the Indonesia Stock Exchange has weakened to 19.52%. Stock buyback policy is a repurchase of shares that have been issued by a company and owned by the company for a certain period of time that is a maximum of 3 years. Stock Buyback policy is a form of responsibility of the company carried out by the company with the aim to provide protection of the company's capital and wealth.

The capital market is an organized financial system consisting of commercial banks, intermediary institutions in the financial sector and all outstanding securities. One of the benefits of the capital market is creating opportunities for the community to participate in economic activities, especially in investing. In daily stock trading activities, stock prices tend to have fluctuated. Therefore, stock price prediction is needed to help investors make decisions when they want to buy or sell their shares. One asset for investment is shares. One of the stock price indices that attracts many investors is the LQ45 stock index on the Indonesian stock exchange. One of the algorithms that can be used to predict is the k-Nearest Neighbors (kNN) algorithm. In the previous study, kNN had a higher accuracy than the moving average method of 14.7%. This study uses kNN regression method because it predicts numerical data. The results of the research in making the LQ45 stock index prediction application have been successfully built. The highest accuracy achieved reaches 91.81% by WSKT share.

Since the origin of the capitalist economic system, Albania suffers from a shrinking financial system. The financial system lacks what is perhaps the most important and dynamic part in developed economies: a capital market. It is an important element for the country's economic and financial development, as it is a very competitive alternative to the banking sector, reducing intermediation costs for businesses and all economic operators by enabling cheaper alternatives to fund the activity. Today, the banking system has almost exhausted opportunities to be a business financing promoter. And this is the stage where the Albanian economy has come to. Businesses cannot meet all the financing needs of the banking system, while on the other hand, there are individuals who, at the moment, have little choice of investment of their savings. Interest rates, both for bank deposits and government securities, have already reached an extremely low level and are not at all attractive for individual investors, which makes them look for far more attractive investment alternatives. In this way the scholarship will bring an alternative that individuals can invest savings in shares or other securities of companies that will be interested in trading in Albania thus developing the capital market and taking advantage of all the economic benefits that it brings. In this paper, we will firstly address the concept of the capital market and the elements that shape it as well as its development in Albania. The main purpose of this paper is to identify the problems faced by Tirana's former scholarship, to study the situation and the current opportunities of the Albanian economy to develop this structure of the capital market, namely the stock exchange, and to create a stock index model with which Albania can develop this structure and why not be represented in the regional and international markets.

Capital markets are often interpreted as a market for a long-term financial instrument (securities) (its maturity is more than 1 year). In addition to that understanding, the capital market is also often associated as a place for the transaction of the party that needs funds (the company) and the Excess party (financier). The initial step of Sharia capital market developments in Indonesia began with the issuance of sharia funds on 25 June 1997 followed by the issuance of sharia bonds at the end of 2002, followed by the presence of the Jakarta Islamic Index (JII) in July 2000. The marketable securities traded on the stock exchange include stocks, bonds and mutual funds. Marketable securities are often referred to as ' financial instruments ' or ' securities ' or ' Sekuritas ' (Securities Act No. 8 year 1995 defines the capital market as "the activities concerned with public offerings and securities trading, public companies relating to securities, published, as well as institutions and professions relating to the securities". The capital market acts as a liaison between investors and companies or government institutions through the long-term trading of financial instruments. In an effort to support the realization of the Indonesian capital market to become a resilient and global economic driver of the national economy as stated in the Indonesian capital market blueprint, it needs to be done continuously to improve and expand the capital market infrastructure towards the better direction.

The article presents a concept of capital management for assembling investment portfolios. Two optimization variants of a portfolio to be purchased are discussed. Portfolio I is structural, using the „traditional model”. To assemble Portfolio II, elements of reliability theory and the dynamic programming method were used. The article also analyses the sale of a portfolio with respect to the demand for financial instruments in the capital market. The presented concept dealing with rational investment decisions during transactions at the Warsaw Stock Exchange can also be used by managers to create an effective portfolio of financial instruments.
