The subsidized housing provision program according to the government's target in providing livable houses for Low-Income Communities (MBR) needs to be implemented to solve the problem of housing needs in Makassar City. Implementation of housing provision based on target as recipients of subsidized assistance according to the MBR criteria and the problem of the Backlog. In addition, the low-income community will face strict banking regulations regarding the credit ratio limit of their incomes which have an inappropriate impact as a subsidized KPR recipients. The purpose of this study is to identify the criteria for low-income communities as recipients of subsidized housing and the terms of the credit ratio in terms of their income. The method used was to collect data at the research location using a sample based on several categories as recipients of subsidized houses, namely 1) unlivable housing condition, 2) backlog categories, home ownership and home occupancy, and 3) economic conditions. The results of this study will identify 3 (three) criteria for low-income communities as beneficiaries of subsidized housing, so that the program can be implemented according to the right target in reducing the problems of housing shortages and the economy of the low-income community.

Affordable housing programs and banking program has been launched for the implementation of housing programs for Low Income Communities (MBR). MBR characteristics in each region are very diverse make housing programs for this segment is not easy to do the right target. Act 2 of 2001 has mandated that states are obliged to implement the settlement habitable housing for people, especially the MBR. This article will discuss how the public views MBR related to home ownership for families. Aspects related studies include family conditions, financing, location, shape and price residence. The research method used descriptive method with the results of questionnaires to the MBR in Sub Tanjungmas as Village poorest residents in the city of Semarang. The results showed that the respondents have a vision of home ownership by saving and installments. That their visions are still living in and near where you live now or anywhere else that has the same price range. They really understand that in order to obtain environmental conditions and a better home, they have to pay higher prices, then, the standards they use is on the quality of life now and that the location that suitable for them is a house in the kampong area.Program-program perumahan terjangkau dan program perbankan telah diluncurkan untuk pelaksanaan program perumahan untuk Masyarakat Berpenghasilan Rendah (MBR). Karakteristik MBR di masing-masing daerah yang sangat beragam membuat program perumahan untuk segmen ini tidak mudah dilakukan secara tepat sasaran. Undang-Undang No.2 tahun 2001 telah mengamanatkan bahwa negara wajib menyelenggarakan perumahan permukiman yang layak huni bagi masyarakat khususnya MBR. Artikel ini akan membahas bagaimana pandangan masyarakat MBR terkait kepemilikan rumah bagi keluarganya. Aspek kajian antara lain terkait kondisi keluarga, pembiayaan, lokasi, bentuk tempat tinggal dan harga. Metode penelitian menggunakan metode deskriptif melalui hasil kuisioner kepada MBR di Kelurahan Tanjungmas sebagai Kelurahan dengan penduduk miskin terbanyak di Kota Semarang. Hasil penelitian menunjukkan bahwa responden memiliki visi dalam kepemilikan rumah dengan cara menabung dan mencicil. Bahwa visi mereka adalah masih tinggal disekitar lokasi tempat tinggal sekarang atau tempat lain yang memiliki rentang harga yang sama. Mereka sangat memahami bahwa untuk memperoleh kondisi lingkungan dan rumah yang lebih baik, mereka harus membayar lebih mahal, maka, standar yang mereka gunakan adalah pada kualitas hidup yang dijalani sekarang bahwa lokasi rumah yang cocok untuk mereka adalah rumah di perkampungan.

The need to provide adequate, suitable, and equitable housing has remained an important priority of every successive Ghanaian government. Even though housing is a fundamental necessity of life, more than half of the Ghanaian population lives in inadequate houses. Hence, the objective of this paper is to discuss the fundamental philosophy underpinning adequate housing development vision in Ghana to provide a solution to the current housing problems faced by the low-income groups. The data used in this paper were derived from secondary sources only, through a detailed review of related literature on the subject to meet the research objectives. The study is an in-depth literature exploration on the fundamental philosophy underpinning housing development vision in Ghana. Unlike housing development in other African States which has its underpinning in its Constitution, the philosophical basis for housing development in Ghana is not completely supported in the Ghanaian constitution. The foundation is found in separate Ghana Development Plans as deemed necessary by the previous and even the current government as a follow-up to their manifesto before being elected into government. For instance, the present government involvement in housing provision is as a result of the manifesto’s declaration, which states that: every Ghanaian must have a home though not necessarily own a house, as a meaningful expression of the right to shelter.

The issue of poverty is exacerbated by the concentration of low-income families in neighborhoods of concentrated disadvantage. Public administrators in housing and social services are uniquely situated to address poverty and concentrated disadvantage through an explicit housing with services agenda. This article provides a theoretical and empirical review of issues associated with poverty and concentrated disadvantage from the perspective of subsidized housing provision. The review leads to the recommendation that administrators provide housing with services. The article finishes with an agenda for placing standardized assessments that are connected to evidence-based services within the delivery of public housing.

AbstractDrawing on the insights of the growing critical literature on urban governance and housing policy, this article seeks to analyze the specific field of social reform in Turkey in the immediate aftermath of the Second World War, in which housing shortages for working class families were depicted as constituting a new social and moral question. Housing policy was born in the early 1950s, as links were established between external sanitary and moral conditions and the homes of the poor, and as rival parties competed to attract the votes of the growing laboring masses. However, neither the middle class reformers nor the political elite supported direct state intervention to provide social housing for low-income citizens. T h e chosen solution was encouraging home ownership through minimum public subsidies to workers' cooperatives. Yet, cooperatives continued to build largely middle class housing during the period, which was far too costly for workers, while unauthorized land appropriations and squatting became the primary mechanism through which the working poor could be incorporated into the urban fabric.

Some political economists explain the apparent downplaying of the importance of economic issues in political events such as Brexit with reference to the growing anger or despair people on low incomes feel about the economy. This ‘everyday political economy’ article draws on an ethnographic study conducted between 2016 and 2018 with residents of an English city to explore what people think about the phenomenon of the economy. It reveals significant differences in how interested high- and low-income participants are in the economy and its role as a bedrock for welfare. Low-income participants are more negative about the economy, particularly contesting politicians’ claims that it is distinct from the human sphere, when they view it as controlled by the rich. However, reasoning is based on post-2008 crisis economic conditions, and any lack of interest in the economy may be more calculative and temporary than is often assumed.

Affordability is, perhaps, the greatest housing problem facing households today, both in the UK and internationally. Even though most households are now well housed, hardship is disproportionately concentrated among low-income and younger households. Our failure to deal with their problems is what makes housing so frustrating. But, to improve outcomes, we have to understand the complex economic and political forces which underlie their continued prevalence. There are no costless solutions, but there are new policy directions that can be explored in addition to those that have dominated in recent years. The first, analytic, part of the book considers the factors that determine house prices and rents, household formation and tenure, housing construction and the roles played by housing finance and taxation. The second part turns to examine the impact of past policy and the possibilities for improvement - discussing supply and the impact of planning regulation, supply subsidies, subsidies to low-income tenants and attempts to increase home ownership. Rather than advocating a particular set of policies, the aim is to consider the balance of policies; the constraints under which housing policy operates; what can realistically be achieved; the structural changes that would need to occur; and the significant sacrifices that would have to be made by some groups if there are to be improvements for others. Our emphasis is on the UK but throughout the book we also draw on international experience and our conclusions have relevance to analysts and policy makers across the developed world.

In its approval, the lack of clarity in the political vision and the weakness of the constitutional legal culture of its authors, as well as the way in which it was approved by a popular referendum, which is voted on by yes or no, and does not allow an opportunity to discuss its articles and articles and diagnose its shortcomings. One of the shortcomings in our constitution is that it does not refer to regulating the resignation of the Prime Minister. This position has a political nature, and an administrative nature, and its occupant has the right to decide not to continue with this position and be satisfied with working in this field for any reason, and this must be in accordance with the context Organized legal, which is known as resignation., and this is what we dealt with in this research. For the purpose of researching this topic, we asked a research question that is... How can we address the legislative shortcomings that surrounded the Constitution of the Republic of Iraq for the year 2005 and related to regulating the resignation of the Prime Minister? From this research question, we derived several secondary research questions... 1- What is the limitation of legislative shortcomings? 2- What are the reasons for the legislative deficiencies in the Iraqi constitution? 3- Does the Prime Minister have the right to resign during his tenure? 4- To whom is the resignation submitted? 5- Who is the party that decides whether or not to accept the resignation? 6- What are the procedures that follow the acceptance of the resignation? By discussing these questions, we will try to reach the possibility of developing a legislative text that deals with a complete organization of the resignation of the Prime Minister, especially since the idea of ​​amending the constitution and to this day is still valid and possible, because many political, social and economic conditions in the country have changed from the time of entry into force of this constitution, which makes the idea of ​​the amendment obligatory and necessary"
