Abstract. The purpose of this study is to determine the role of investments in the development of agricultural infrastructure, including in the development of new approaches to the formation and use of investments as a factor in increasing the economic efficiency of the agricultural economy. The research method is comparative and analytical analysis, calculations using the “eviews” software package and a systematic approach. To determine the possibilities of creating the volume of investment products directed to fixed capital in agriculture, it is possible to construct a mathematical function of investment in agriculture, both in theoretical and practical terms. For example, in the form of the dependence of investments in fixed assets in agriculture on the volume of products produced, depending on the rate of return in agriculture, interest rates, etc. As a result of the study, the main directions of investment attempts to increase economic efficiency in agricultural industry. It was concluded that investments in agriculture in the Republic of Azerbaijan increased by 393.9 million manats in 2010 compared to 2003, and by 727 million manats in 2018. However, this growth is not at the desired level. In short-term and closed economic conditions, the multiplicative efficiency can be higher. The scientific novelty of the study consists in clarifying the essence and role of investment as an economic category based on its definition in both a narrow and a broad sense, as well as in identifying trends and patterns in the formation and use of investments in the agricultural economy.

Innovative management of a health resort comprises the complex and rational distribution of different types of resources, as well as boosting the investment attractiveness of the Republic of Crimea, and expanding the range of services of the sanatorium-and-spa resort complex. These innovations can provide economic efficiency and result in positive social and environmental effects. The economic efficiency refers to economic growth through the introduction of scientific achievements that can accelerate the development of the resort complex, ensure their economic security, and provide for high stable rates of growth and rightful place among all the sectors of the national economy.

The possibility of introducing the technology of integrated heat and cold supply in a sharply continental climate is considered on the example of a specific district of the city of Yakutsk, the Republic of Sakha (Yakutia), Russia. In this paper is analysed the possibility of district cooling system based on absorption for one district. The characteristics of specific cold consumers are analysed. Various options for district cooling technologies for the conditions of the North are compared. Calculations of cold consumption for buildings of series 1-464A are made. The analysis of the composition of the equipment, technical solutions, reconstruction of buildings, etc. A comparison of the financial and economic efficiency of the chiller-fan coil system and local split systems for a specific consumer is made.

The period of transition of the national economies from the socialist system to the market economy system is marked by a whole series of economic and social events, where investments represent a driving force for the country's economic development. The aim of the research is to provide scientific assistance on the widespread use of modern methods, recognized in developed industrialized countries, to elaborate and/or evaluate investment projects on the basis of which the indigenous agricultural sector will be able to survive in harsh conditions of often unfair competition from the part of Western agricultural producers. The main research methods are qualitative and quantitative analysis of economic events, comparative and statistical comparisons, dynamics and trend studies, economic and mathematical methods to justify the economic efficiency of investments, etc. As the results, obtained from the out carried researches, can be called the algorithms of calculation and performance indicators for assessing the level of economic efficiency of agrarian business investments, which for year along are successfully used in the Western European countries, but practically totally ignored within the national economy of the Republic of Moldova.

In our country, a lot of attention is paid to the development of the energy sector. A lot of work is underway to modernize existing capacities and commission new capacities. At the same time, the unit capacities of units and power plants also increase, which ensures faster commissioning of capacities in the power system and an increase in the efficiency of power plants. Attention is also paid to the development of power plants based on renewable energy sources (hydraulic, solar, wind, etc.). One of the most important tasks in the power industry is to cover peak minimum and maximum loads, which is becoming increasingly important in connection with the growth of the power system's capacity. As is known, according to world indicators, the maneuverable capacities should be about 25% of the total power of the EPS. The most promising maneuverable capacities are hydroelectric power plants. However, in our country, hydroelectric power plants account for about 14.3%. This task will become more complicated with the introduction of capacities based on solar and wind energy and the commissioning of new hydroelectric and thermal power plants in the Republic. This is because RES capacities have a significant discontinuity even during the day, and the water resources in the Republic are primarily for irrigation and drainage purposes and are significantly variable during the season. One way to solve these problems in the world is the creation and use of pumped storage power plants (PSPP). The peculiarities of the creation and use of pumped storage power plants in our region are that the available hydro resources of our region are mainly of water management importance, while the task is also to increase the energy efficiency of existing reservoirs. Based on the foregoing, we can say that the development of methods for determining the economic efficiency of pumped storage power plants, taking into account direct and indirect effects, taking into account the peculiarities of their use in energy and water management systems of Uzbekistan is the main task for the present time. To solve the set tasks, a new methodology and program for substantiating the technical and economic indicators of pumped storage power plants in Uzbekistan's energy and water management systems have been developed. The schemes of using pumped storage power plants at four energy and water management facilities, that is, the Tuyamuyun hydro subunit, Arnasai, Talimarjan, and Khodjikent reservoirs, were considered, and for these facilities, based on the developed methodology and program, their technical and economic parameters of the pumped storage power plant were determined. Based on the results obtained, it can be said that using the PSPP in four facilities, it is possible to generate a total of about 418 MW of capacity and more than 930.0 million kWh of electricity, as well as to save 139 thousand tons of fuel equivalent per year, with this, the annual economic efficiency will be about 700.0 billion sums.

The development of globalization processes and, as a result, “blurring of borders” between countries give rise to fierce competition in food markets. In such conditions, ensuring food security largely depends on the efficiency of agricultural production. One of the factors of its stability, regardless of the influence of weather and climatic conditions, especially in areas of risky agriculture, including the Republic of Tatarstan, is irrigation. The research was carried out to assess the current state of the development of irrigated agriculture and its economic efficiency in the Republic of Tatarstan. The efficiency of irrigation was studied in Arsk and Laishevsky municipal districts of the Republic of Tatarstan when water was supplied, respectively, by diesel (“Kyrlay” LLC) and electrified pumping stations (“Narmonka” LLC). The object of research is potatoes on a total area of 258 hectares. It is not clear how it is possible to conduct research in different farms with different methods of water supply, and to carry out calculations for the total area. The costs of irrigation with 5-fold irrigation with water supply by electrified pumping stations paid off 11.9 times. Direct costs per 1 hectare of potatoes with a planned yield of 250 c/ha amounted to 110,590 rubles/ha, including 5-time irrigation - 10,235 rubles/ha, or 9.2%. The cost of production during irrigation decreases, in comparison with cultivation without irrigation, 2 times or more. A ruble of direct costs for irrigation provides additional products worth more than 12 rubles. According to Federal State Budgetary Institution “Tatmeliovodkhoz” Management”, it is much more profitable to grow fruit and berry and vegetable crops on irrigation. This should push for structural changes in favor of irrigated production of highly marginal crops
