Abstract. The purpose of this study is to determine the role of investments in the development of agricultural infrastructure, including in the development of new approaches to the formation and use of investments as a factor in increasing the economic efficiency of the agricultural economy. The research method is comparative and analytical analysis, calculations using the “eviews” software package and a systematic approach. To determine the possibilities of creating the volume of investment products directed to fixed capital in agriculture, it is possible to construct a mathematical function of investment in agriculture, both in theoretical and practical terms. For example, in the form of the dependence of investments in fixed assets in agriculture on the volume of products produced, depending on the rate of return in agriculture, interest rates, etc. As a result of the study, the main directions of investment attempts to increase economic efficiency in agricultural industry. It was concluded that investments in agriculture in the Republic of Azerbaijan increased by 393.9 million manats in 2010 compared to 2003, and by 727 million manats in 2018. However, this growth is not at the desired level. In short-term and closed economic conditions, the multiplicative efficiency can be higher. The scientific novelty of the study consists in clarifying the essence and role of investment as an economic category based on its definition in both a narrow and a broad sense, as well as in identifying trends and patterns in the formation and use of investments in the agricultural economy.

The aim of the work is to find relevant indicators for assessing the relationship between investments in fixed assets in agriculture, gross output of the industry, and agricultural exports using tools for modeling the impact of innovation and investment development on increasing production and export potential in the context of the formation of an export-oriented agricultural economy. The modeling methodology and the proposed estimating and forecasting tools for diagnosing and monitoring the state of sectoral and regional innovative agricultural systems are used to analyze the relationship between investments in fixed assets in agriculture, gross output of the industry, and agricultural exports based on the construction of the classification of Russian regions by factors that aggregate these features to diagnose incongruence problems and to improve institutional management in regional innovative export-oriented agrosystems. Based on the results of the factor analysis application, an underestimated role of indicators of investment in agriculture, the intensity and efficiency of agricultural production, were established. Based on the results of the cluster analysis, the established five groups of regions were identified, with significant differences in the level of investment in agriculture, the volume of production of the main types of agricultural products, and the export and exported food. The research results are of practical value for use in improving institutional management when planning reforms and transformations of regional innovative agrosystems.

Dynamic structural behavior of depositor, bank and borrower and the role of banks in forming business cycle are investigated. We test the hypothesis that does banks behavior make oscillations in the economy through the interest rate. By dichotomizing banking activities into two markets of deposit and loan, we show that these two markets have non-synchronized structures, and this is why the money sector fluctuation starts. As a result, the fluctuation is transmitted to the real economy through saving and investment functions. Empirical results assert that in the USA, the banking system creates fluctuations in the money sector and real economy as well through short-term interest rates

In economically developed countries of the world, agricultural industries are actively supported by the government through the implementation of various kinds of programs, which is explained by the high social significance of the industry. Due to the low profitability of the industry, the debt burden of most enterprises, as well as the high wear and tear of fixed assets, the development of the agricultural industry is possible only if it is integrated into the overall system of economic growth. In order to achieve this condition, the government of the Republic of Tatarstan is actively improving the investment climate in this area of the economy by implementing measures such as: - subsidizing the renewal of fixed assets of enterprises (at least 50% of acquisitions are compensated by the government of the Republic of Tatarstan through various programs); - integration of modern technical programs that allow you to control and analyze each stage of production by an enterprise (Agrosignal, Teleagronom, Dayy Comp, etc.); - the launch of new production departments of enterprises (for example, an elevator in the city of Zelenodolsk), as well as the modernization of current production facilities. The above measures, carried out by the government of Tatarstan, lead to the following improvements: 1) the debt load of enterprises is reduced; 2) the productivity of the activity increases; 3) cost savings occur, which, in turn, increases the profitability of production. In addition, these changes have a positive impact on the following important components of the development of the agrarian sector of the economy: - social: a) creating jobs and attracting young personnel, creating competitive conditions for employment; b) ensuring food autonomy of the state; - financial: a) attracting private investors to the industry; b) replenishment of the state budget (through taxation) using one of the main sources of taxation for the budget - income tax.

The study analyzes the nature of the modernization of the enterprise, identifies the factors that determine the need for its implementation in relation to Russian industrial enterprises, which were forced to miss several cycles of renewal as a result of the national economy reformation. It is necessary to comprehensively transform their material and technical bases to produce innovative, competitive products in the face of global uncertainties and increased competition on the target markets. The purpose of the study is to prove that the modernization of industrial enterprises is based on the transformation of their material and technical base, regular updating of fixed assets in order to eliminate their moral depreciation and the successful implementation of digital transformation. As a result, the study of the processes and algorithms for justifying the renewal and modernization of the formation of funds at the expense of internal sources of the enterprise investments. An approach to the assessment of their capabilities and importance to ensure the financing of modernization projects is proposed. Methods of statistical and comparative analysis, quantitative and qualitative analysis of economic phenomena and management of industrial enterprises were used to solve the set tasks. The characteristics of changes in profit, return on fixed assets and depreciation as sources of investments, depending on the dynamics of interest rates and inflation, are determined. The directions of increasing the importance of internal sources of enterprise investments for the implementation of its modernization projects are proposed. Key conclusions: it is necessary to build a comprehensive mechanism for managing the depreciation process of enterprises as its reproduction and modernization core. It is also necessary to ensure the targeted use of depreciation and the minimum return on funds accumulated by owners in the depreciation fund.

The article considers trends and problems of renewal of fixed assets in agriculture, starting in 2010. The problems of updating the least liquid part of fixed assets - buildings, structures, machines, equipment, vehicles are highlighted. Comparative statistics are given on the amounts of state support for fixed and working capital in agriculture on the example of the Udmurt Republic. It was revealed that the rate of renewal of fixed assets is quite long - about 10 years. The role of the Decree of the Government of the Russian Federation of 2018 on the procedure for subsidizing the costs incurred for the creation and modernization of production capacities of agro-industrial facilities due to other inter-budget transfers was disclosed. Statistical reporting on form No. 11-AIC for 2018-2019 in the republic on the state of production capacities of AIC facilities was analyzed. The structure of the existing agro-industrial complex facilities in the republic was revealed, their total initial cost, depreciation, the amounts of fixed assets introduced were determined, depreciation and update factors of fixed assets were calculated. The report on receiving subsidies for reimbursement of part of the incurred costs in the republic is presented, the reasons for lack of funding are revealed. It was concluded that it is necessary to establish regular statistical reporting on form No. 11-AIC for all Russian users, to submit an application to the Ministry of Agriculture of Russia for this type of subsidies.

In today’s world where the independence of central banks is questioned and the recessionary process is discussed, serious debates are experienced between economists and policy makers regarding the paradoxical relationship between two important macro-economic variables; Is inflation the cause of interest rate or is interest rate the cause of inflation? Determination of the causality and its direction is very crucial for the economies which are trying to extricate themselves from the high inflation – high interest rate spiral. The researchers searching for an answer to these discussions have conducted various analyses to test the validity of the Fisher Effect. In these analyses, inflation rate and nominal interest rate -as per the hypothesis- were considered as the variables. However, economic agents make their decisions depending on real values rather than nominal values. The purpose of this study is to provide a real and up-to-date approach to these debates which actually began in 1700s and have been ongoing in the triangle of financial markets-central banks-policy makers. For this purpose, the monthly averages regarding the 2011:01-2019:06 period of Turkey were calculated based on the Weighted Average Cost of Funding (WACF) daily data of The Central Bank of the Republic of Turkey (CBRT) and subjected to the cointegration analyses with the annual CPI figures. While Engle-Granger Test was used to test the long-term relationship, Granger Causality Test was performed to determine the relationship and its direction in the short term through VECM. As a result of the analysis, bilateral causality among variables was determined in the short term. In other words, inflation is a cause of interest rate and interest rate is a cause of inflation. This study makes a contribution to the literature since no study, which detected a bilateral correlation, has been found.

The role of depreciation in an enterprise can be represented as a source of reproduction of fixed capital and a share of the cost of production. The study of sources of financing for the processes of renewal and modernization of agriculture is considered on the example of the Republic of Tatarstan. In the agricultural sphere, the problem of the targeted use of depreciation funds is aggravated by the difficult financial situation of many agricultural producers, which reduces the amount of funds allocated for the reproduction of fixed capital. The market of agricultural machinery requires serious financial investments and improvement of the mechanism of technical support of the agroindustrial complex. One of the ways to improve this issue is the revision of depreciation methods. In Russia, for a long time, only a uniform depreciation method was used based on the useful life, when the values of fixed assets are repaid evenly over their entire service life, we propose the use of accelerated depreciation. In this regard, the purpose of the publication is to study the changes in the share of depreciation used on investments in the total amount of accrued depreciation and to propose measures to improve the reproduction of fixed capital. The analysis showed that in the Republic of Tatarstan over the past 5 years, only about 30% of the accrued depreciation deductions are sent by farmers to invest in fixed capital. According to the results of the analysis, the idea of increasing the role of depreciation deductions as a source of renewal and modernization of agricultural equipment through the system of state support and the accumulation of depreciation deductions in the form of money on deposit or special accounts in banks was considered. A scheme for the functioning of the regional depreciation fund and its controls are proposed. The introduction of a mechanism to increase the role of depreciation as a source of financing will ensure the growth and modernization of agricultural technical support through a system of targeted use of depreciation funds.

Increased demand for the construction of transport infrastructure is dictated by the low density of roads in Russia, the high level of congestion of the main ways today and in the future, and also the need for the development of international transport corridors. There are fundamental documents of various levels which are based on structural reforms that improve the economic efficiency of the transport operations and the quality of transport services. It is necessary to highlight the role of civil organizations in the modernization of transport infrastructure in the country. Timely and high-quality implementation of projects is possible with using the modern machines. However, economic and political unrests in the country promote the financial instability of the companies, which is an obstacle for planned updating and upgrade of the fixed assets. Therefore, the problem of increasing the efficiency of transport construction mechanization differs in enduring relevance. In this article the authors presents a methodology for evaluating the economic efficiency of the mechanized complexes by profit criterion in earthwork operations on linear objects. The methodology allows to make quick decisions when forming the feasibility study on the preliminary design stage of the object taking into account the most popular most popular in the construction market ways to attract technology.

In the modern economy, the problems associated with transport logistics (TL) have become important. The strategic goal of the TS is to increase the level of competitiveness of firms in the market, as a result of which, TL is that special direction of the economy, which will contribute to the growth of its level of efficiency and lead to high commercial results. A consistent assessment of the effectiveness of the functioning of the enterprise's TL is a guide to its activities, since the results of the assessment help managers to identify complex components of the system and make optimal management decisions. All this leads to the need to develop assessment mechanisms that will help to calculate the level and degree of efficiency of the TL functioning, because modern assessment methods do not make it possible to identify the integral level of TL efficiency based on the TL efficiency levels. Consequently, the development of a systematic assessment of the effectiveness of TL, based on identifying the levels of efficiency of subsystems, plays a major role in finding its place in the market. A systematic approach to assessing the effectiveness of TL functioning is confirmed by a logistic approach to their management, as well as the properties they own. The significance of the research is confirmed by the fact that the development and improvement of methods for assessing the effectiveness of THB processes in a firm contributes to the implementation of specific use of theoretical provisions in the activities of commercial entities of the Republic of Azerbaijan.

The work concerns the liquidity of dairy farms of various scale. The empirical data comes from Polish FADN for years 2004–2009. The article examines the share of fixed assets in total assets, the equity in total liabilities, the share of short-term loans in total liabilities, current ratio and liquidity ratio fast. It was observed, among others, that all of the groups of farms systematically limited the role of external financing (debts).
