Innovative Management Specifics of the Crimea Resort Complex

Innovative management of a health resort comprises the complex and rational distribution of different types of resources, as well as boosting the investment attractiveness of the Republic of Crimea, and expanding the range of services of the sanatorium-and-spa resort complex. These innovations can provide economic efficiency and result in positive social and environmental effects. The economic efficiency refers to economic growth through the introduction of scientific achievements that can accelerate the development of the resort complex, ensure their economic security, and provide for high stable rates of growth and rightful place among all the sectors of the national economy.

Today in the scientific community and among the practicing experts in the field of tourism there are not enough research findings, which would reveal specifics of tourism development on the Crimean peninsula, potential prospects and approaches to current problems of tourist services for the Russian Federation residents. The article considers different types of tourism in the Republic of Crimea from 2014 to 2017 after its joining the Russian Federation. Having analyzed historical, economic, geographical and other specific features of the region as well as statistical data the author reveals peculiarities of tourism development in the Crimea and Sevastopol, describes opportunities to promote tourist services. The article states problems and prospects of tourism business in the region in the context of territory branding as an important component of territory marketing. The article concludes that it is necessary to develop cultural and informative tourism in the Crimea and to implement a systematic program-oriented approach to organizing exhibition activities in larger cities of the peninsula as well as in the region in general.

Food security at the regional level forms the basis of the economic security of the state. In the article the level of food self-sufficiency of the Republic of Crimea is assessed; the coefficients of sufficiency of food consumption and its availability for the population of the region are calculated; the indicators of food system sustainability are analyzed; on the basis of various methodological approaches, the assessment of the state of food security of the Republic is given.

One of the main tasks set by the President of the Russian Federation to the Government in May 2018 is the development of small and medium-sized businesses. In recent years, the number of small business organizations in the Crimea has grown significantly, which, on the one hand, develops the economic sector of the Republic and provides jobs, and on the other, creates the fiercest competition in a market economy. So, only in the Crimea, more than 90% of small businesses sell their services to consumers, and are not producers of goods. In addition, the services offered by such companies are not exclusive in the Crimean market. For a company to be competitive, it needs to be recognized and be ahead when compared to other companies. In fact, to ensure competitiveness, a small business company must have a stable positive image, be familiar to everybody. Otherwise, the lifetime of such a company is limited from 1 year to 3 years. The purpose of the article is to describe the results of the study of the corporate culture of small business organizations. Materials and methods. To diagnose the corporate culture of the organization, we used the OSAI method; to determine the styles and norms of behavior, to identify the leading motives of employees' activities – the method of diagnosing the socio psychological attitudes of the individual in the motivational- need sphere developed by O.F. Potemkina. In the course of the study of 7 Crimean small business enterprises, the authors identified several groups of enterprises with tendencies to different types of corporate culture. The motivational profiles of the enterprises included in the ascertaining experiment were studied. During the discussion of the research procedure and its results there were questions concerning the cumbersomeness of psychodiagnostic techniques that measure the type and level of formation of corporate culture, as well as determining the criteria for the success of small businesses with different types of corporate culture in the market.

Abstract The economic potential of a country is directly related to a policy of creating new jobs, increasing labour productivity, balancing energy and materials consumption, technological innovation, refurbishing the production base, and taking action to create an environment for attracting investment and stimulating domestic consumption, as well as increasing exports of goods and services. A key feature of the economic system, that determines its ability to maintain normal living and working conditions for the population, is to guarantee and protect the sustainable development of the economy and the realisation of national economic interests. This article is addressed to two main economic security indicators - economic growth and investment activity of the state. It presents a specific comparison of real GDP per capita and growth rate in the European Union, the Eurozone and the Republic of Bulgaria and GDP per capita in purchasing power standards in the European Union, the Eurozone and the Republic of Bulgaria. The flow of foreign direct investment by economic sectors in the Republic of Bulgaria is been considered, including annual data, foreign direct investment flows by countries and the international position of the Republic of Bulgaria in this process

The need to create conditions for attracting capital, which is the basis of economic growth in modern conditions, is particularly important. The improvement of mechanisms for reinvesting capital in economic growth and development is directly related to the macroeconomic mechanism itself. At the same time, the state is both the main initiator of investment policy and an investor. In this regard, the direct availability of an effective investment strategy and its high-quality implementation can significantly increase investment attractiveness at the level of the state, as well as at the level of the region or any subject. The systematic and systematic nature of investment activity implies the existence of mechanisms for attracting and implementing investments that significantly increase their effectiveness. The most complete and effective implementation of the capabilities of any subject is possible only with a systematic strategic approach. The state of the investment climate of the Republic of Crimea is the basis for decision-making by investors, so one of the main tasks of the region is to create a favorable investment environment by implementing a long-term investment development strategy. By implementing an investment policy, the state and the regions, including Crimea, strive to achieve economic security, rationally deploy productive forces, strengthen their own industrial base as a whole, and structurally restructure the regional economy, thereby ensuring sufficient capital inflows for economic sectors and increasing their own competitiveness.

The article analyzes the development problems and prospects of health tourism in the Republic of Crimea. Currently, Crimea attracts an increased interest from tourists around the world. However, logistical support of medical and health institutions of the peninsula does not meet European standards of comfort and quality of service. Organization of medical and health services under conditions of health resort treatment offered to tourists, guests of the Crimea, is the subject of research. Hypothesis of the study is the assumption that a detailed and quality analysis of providing health tourism services will help to identify the main problems of the Crimean health resorts and recreational facilities. Generalization of the research results will determine prospects and main directions of health tourism development, which meet the international standards. In its turn this will help the Republic of Crimea to become a competitive tourism resort on world tourism market in the area of health tourism. After joining the Crimea to the Russian Federation, the stabilization of economic situation and the accelerated development of the region as a part of Russia is the first priority; therefore results of the study will be valuable for Crimean economy. Improving the quality of service and renovation of the material and technical base of medical and health institutions in the peninsula will significantly increase the number of tourists from the Russia, CIS and foreign countries at any time of the year. Such a factor as the "seasonality" of rest should not interfere with potential Russian and foreign tourists to visit Crimea. The research results can be used in solving issues concerning the reconstruction of recreational infrastructure of the peninsula.

The paper examines the problem of legitimation of the privatization’s outcomes in Russia and provides a critical appraisal of various political proposals for its resolution. The analysis proceeds from a distinction between two different types of ownership illegitimacy: "definite" and "vague" ones. The paper argues that the "vague" illegitimacy that has evolved in Russia is not an absolute obstacle for economic growth but rather an institutional birth trauma which is common for all post-socialist countries and which could be cured only by piecemeal approaching of relationships between "strong" and "weak" economic actors to principles of fair play.

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.
