The quality of human capital is indispensable for economic growth and sustainability. The developed nations have shown evidence of a positive relationship between education and economic development. In all respects, a better understanding of economics among citizens has led to more efficiency in implementing economic policies. In this paper, we explore a possible relationship between economic literacy and policy understanding. Policy knowledge, interest and explanation are measured through policy understanding. This study used the students’ teachers as a sample and found that economic literacy was below 50 per cent. Meanwhile, the level of policy understanding was moderate. Interestingly, our findings showed that economic literacy is not strongly associated with economic policy understanding. Policy interest appeared as an important element for policy understanding among the sample. In a volatile economic environment, the level of economic knowledge among the population is a vital factor for the implementation of economic policies. A further investigation must be conducted to assess this issue.

In modern conditions, the application of the strategic approach to the management of enterprises and their resources is caused by the need to increase the speed and validity of decision-making in changing environmental conditions. At the same time, one of the main tasks of managing economic entities as complex socio-economic systems is to ensure their economic growth and sustainability, and, consequently, sustainable development. Given that the most important component of the management process is the strategy, as it provides a set of activities and instructions, as well as long-term action programs, within which it is planned to achieve the objective, forming a strategy for sustainable economic development is an urgent task. The purpose of the work is to determine the directions, stages, and methodological approaches to the formation of a strategy for managing sustainable economic development of the hotel and catering industry. The process of forming a strategy for managing sustainable economic development of the enterprise, which is aimed at creating a stable position in the environment and conditions for increasing the efficiency of the enterprise in changing market conditions, has been carried out by developing and implementing a strategic plan. It includes the following stages: definition of the purposes and tasks of sustainable economic development of the enterprise; strategic analysis of the starting conditions of the strategy of sustainable economic development management; strategic analysis, evaluation, forecasting, and selection of alternatives for sustainable economic development. To develop the strategy, the cost (to analyze and evaluate resource costs), process (to identify, to differentiate, and to establish the conditions of interaction of business processes), system (to achieve an integrated optimal result with the highest efficiency), target (to identify opportunities for economic growth and progressive development) approaches have been used. This allowed to determine the key factor and criterion parameters of the strategy of sustainable economic development of the hotel and catering industry, to justify the sequence of logically conditioned actions related to the optimal use of enterprise resources to achieve planned (target) results and individual business processes. The proposed methodological tools provided the process of forming a strategy of sustainable economic development of the hotel and catering industry by identifying and mathematically describing the patterns of change in the studied processes, forecasting areas and growth rates of economic efficiency of production and commercial activities under the influence of reserve and progressive development of their resource potentials.

With the exhaustion of the extensive factors of economic growth and the shift of development goals towards the quality of life, the quality of growth becomes the main condition for the further development of the country’s economy and social progress. This article addresses the multifaceted concept of the quality of economic growth and its content not only on the part of growth characteristics as dynamism, stability, consistency, efficiency, and progressiveness but also results of social development and inclusiveness of growth, as well as their determining factors. The interconnection, mutual support, and competitiveness of selected components of growth and its factors, including dynamism and growth inclusiveness are reviewed. The authors focus on the importance of understanding inclusiveness as creating equal, non-discriminatory conditions for the development of all population groups and economic entities, and not just the even distribution of development results. It is noted that the quality of growth is relevant as a link between current growth and sustainable development in the long term. It is essential to consider the quality of growth not only as a result of development but as a factor and condition for further progress, which is not yet fully reflected in the modern systems of development indices used by international organizations. A system of indicators of the quality of economic development should be developed according to the expansion of the concept of quality of growth. Using the advancement of the theory of endogenous growth makes it possible to assess the role of individual factors in economic growth. Along with fixed asset investments, the leading role in modern conditions is taken on by the quality of human capital, in the formation of which participate education, healthcare, science, and culture, while education, taking into account its vital role in the emergence of a new (VI) technological paradigm, deals with raising and nurturing the creative generation of young people who will shape the new order. The contribution of these industries to the long-term growth of the economy significantly exceeds their development costs. Considerable attention is paid to the study of factors determining the quality of education in general, especially at the regional level. It is noted that amidst the development of modern technologies responsible for the transfer of data and knowledge, as well as standardization and regulation of the processes of providing services, it is necessary to maintain the content of education services, their focus on the shaping of a creative personality and transferring creative work skills. Only this will ensure the country’s participation and its benefits in the creation of a new technological structure. The article examines factors that most affect the level and quality of education, and touch upon differentiation of regions according to these indicators. Among them: the state of the material and technical base, personnel availability and qualifications, terms for the provision of services, and others. The authors delve into the influence of region resource provision factors, remoteness from labour force centers of gravity and emerging research centers, as well as national particularities and historical background of the regions. The data on the “personnel migration” of young people of educational and post-educational age are presented. Relevant conclusions are made about some depletion of this resource in several remote regions. The efforts of the regions and the redistribution of funds through the federal budget, as well as business eff orts, are not enough to reduce the regional differentiation in education quality. This requires tailored solutions allowing to use the potential of young people from remote regions and regions not affected by scientific centralization, as an important human development factor. The paper considers directions for solving this problem.

The presented study determines the prerequisites for accelerating economic growth and improving the quality of socio-economic development by modernizing approaches to the regulation of the labor market and reproduction of labor potential.Aim. The study aims to identify problems in ensuring economic growth in Russia by the workforce and to propose approaches to solving these problems.Tasks. The authors characterize the current rate and prospects of changes in economic growth in Russia; describe the problems of ensuring economic growth from the perspective of a factorial approach (through the example of the labor factor); analyze the causes of labor market imbalance and inefficient provision of workforce for the economy; propose recommendations on improving the process of ensuring economic growth by the workforce at the current stage of development of the Russian economy.Methods. This study applies methods of institutional, structural, and statistical analysis to the processes of economic growth and socio-economic development. A factorial approach to the description of economic growth is used during the analysis of this phenomenon. Its rate is determined by the quantity and quality of (resource) production factors. The labor factor is thoroughly analyzed. The problems of ensuring economic growth in Russia by the workforce are examined from the perspective of the systems approach using methodological techniques of variant and situation analysis.Results. The study substantiates the opinion that the modern Russian economy has stalled in a state of near-zero growth, mostly due to the low efficiency of the implemented socio-economic policy. It is therefore necessary to increase the rate of economic growth. The authors use the factorial approach (through the example of the labor factor) to examine the sufficiency of resourcing of economic growth with production factors. It is shown that, in light of the recent pension reform, workforce in modern Russia is sufficient and even superfluous. The key qualitative problems in the operation of the labor market are comprehensively analyzed, including the structural and quantitative discrepancy between specialist training in the educational system and labor requirements; overeducation of the population (people perform work that requires lower qualification than their actual level of education and/or professional training). This study shows the specificity of these problems and provides recommendations on solving them, which requires revising approaches to the development and implementation of the state economic policy.Conclusions. Russia has the resource capabilities (in terms of workforce) to intensify economic growth and make a breakthrough in socio-economic development. Analysis of the existing problems in this field shows that these issues can be solved. However, this requires a focused, systematic effort spearheaded by the government, which is impossible without improving the implemented state economic policy.

AbstractIn this paper we have worked on a number of documents and articles published to find a relationship between patents and the economic growth of countries. We have found that patents and their applications are important for economic growth. The patent is not always a global indicator of all the technological knowledge produced, since a considerable number of technological know-how remains in the form of business secrets or sometimes the technology is published in scientific articles. The patent can be an economic policy instrument to encourage investment in research and development. More patents lead to more innovations and vice versa. The patent is a vector of economic growth through the promotion of innovation.

The article proves that despite a significant growth in the service sector in recent years, industry remains the main engine of economic growth. Moreover, using the analysis of statistical data, it is shown that the development of industrial complexes of countries of the world is accompanied by corresponding structural changes, which in turn determines their economic development in general. The study aims to solve the following issues: which structure of the national industry can be considered progressive under modern conditions, i.e., can lead to progress and sustainable socio-economic growth; whether there is a correlation between the progressive structure of the country’s industry and its economic development and the quality of life of its population; how the approach of the country’s industrial structure to its progressive state influences the country’s economic development and quality of life of its population. The purpose of the study is to justify or refute the hypothesis about influence of progressiveness of the industrial structure on sustainable economic development and quality of life of the population. The main methods used in the study are cluster analysis and integral assessment. The statistical basis of the study is the data on inter-branch balances for 36 countries of the world for 2009, 2011 and 2014. The results obtained in the study allowed confirming the hypothesis about the positive influence of approach of the industrial structure of countries of the world to its progressive state on the sustainable economic development and quality of life of their population. This conclusion can be considered as the basis for forming the state policy of the world’s countries to develop their economies and improve the quality of life of their population.
