Problems of library education in regional institutes of culture (as exemplified by East Siberian State Institute of Culture)

The 20-th Anniversary Conference «Information technologies, computer systems and publications for libraries» - «LIBCOM-2016» (November 14-18, 2016, Suzdal) is reviewed. Several events on the program are highlighted, e.g. The first annual meeting of the National Library Association “Libraries of the Future”, Conference Central Discussion Site, and special program by Moscow State Institute of Culture “Trends in modern library education”, the workshop and round table «New technologies and corporate libraries’ interaction». Some peculiar features of the anniversary conference are discussed, conclusions are made.

The current period is characterized by intensive informatization and globalization processes and stimulates building the single education space. At the same time, the ongoing transformations in the library area makes adjustments in the content of training librarians. The expanding information and technological environment requires libraries to adapt as fast as possible. The authors emphasize that building a complex library infrastructure is impossible without highly competent specialists. The authors suggest that distance learning is a promising trend in training library and information specialists in the single education space. They review the experience of distance learning in Kazan State Institute of Culture where it is introduced in several disciplines. The results of satisfaction survey are presented. The difference in the opinions of the full-time and off-campus students is demonstrated. Based on the survey, the authors conclude that most of the students are not ready to switch to distance learning. Main provisions for the highly efficient distance education, its main advantages and disadvantages are revealed. Introduction of distance learning is seen as essential for increasing efficiency of the Russian higher library schools.

The higher library education is examined within the framework of reforming higher education in Russia. Incoherence of the education reforms produced the dilemmas between the demands of universal character and specialization in library education, preservation of traditional content and need for innovativeness; orientation toward library context and beyond-library context; priority of learning process modelling and quality of education; possibility of implementing e-learning and institutes’ desiring to keep academic load. The author describes how these dilemmas are being overcome at Chelyabinsk State Institute of Culture.

Professor Arkady Sokolov, Ph. D. (Pedagogy) is a prominent scholar. The author highlights themes and publications unique for Sokolov: the future for libraries, library science and bibliography, humanism, intelligencia and library intellectuals, social informatics, social communications, philosophy of information. In his works, prof. Sokolov gives his special attention to the library profession, librarians, library education, the libraries on the whole. “Retrospektiva…” digest are A. Sokolov’s special project.The author also reflects on Sokolov’s innovative academic social initiatives: in 1967-1984 he headed the first in the nation informatics chair In Leningrad State Institute of Culture; founded St. Peterburg library society, the first one inRussia. The Professor’s giant flock numbers 44 scientists.Sokolov’s biographical information is given; the journals where he is an editorial board member are named; disciplines in which he delivers lectures; his titles are named. Arkady Sokolov’s outstanding personality is also depicted.In conclusion, the main bibliography (56 titles) is given.

The author explores the critical phenomena in modern library and information education which he regards as “ringing bells”. That is decrease of the state-financed openings in universities and specialized colleges of library and information studies; introduction of the Unified State Exam which has destroyed the system of occupational orientation at library departments; merging library departments with other departments; the problems of the faculty staffing. Arkady Sokolov identified these malignant processes as “the library school annihilation”.The author puts forward the suggestions to change the situation: restitution of Moscow State Institute of Culture as a head of professional educational institute; summoning professional conference to develop a strategy and tactics of library education; building post-graduate program to prepare professors for regional professional higher schools and colleges. The author emphasizes the critical need for the national policy for the library industry and consolidation of resources, not only those of library university department and colleges, but also the educational centers to train and retrain librarians on the premises of several major libraries.

120th anniversary of the great poet of Russia S. Yesenin was celebrated by the entire literary world. The article is devoted to the prominent Russian library scientist Konstantin Ivanovich Abramov. There is noted his participation in the Great Patriotic War. It is characterized his activities associated with the Moscow Library Institute (nowadays - the Moscow State Institute of Culture): studentship, postgraduate study, teaching, managing the department of library science, etc. There is presented his work at the Lenin State Library of the USSR (GBL, nowadays - the Russian State Library, RSL), as well as his social activities. There are listed the awards of K. Abramov and demonstrated his involvement in the international library activities. There is considered in detail the contribution of Konstantin Ivanovich to the library science (the history of librarianship, including methodology of the history of librarianship; general library science, in particular the theme “Library and Power”. There are characterized the papers by K. Abramov, written in 1990-ies. There is shown contribution of K. Abramov in the library education, considering him being the head of the Department and scientific supervisor of postgraduate students.

Summary: Objective: Studies of completed and attempted suicide in Turkey are based on data of State Institute of Statistics (SIS) and emergency clinics of the large hospitals. This study seeks (1) to find, independent of the SIS and hospital data, the annual incidences of completed and attempted suicide in Trabzon, Turkey; (2) to examine the associated factors between the incidence of completed and attempted suicide. Method: The data are derived by using a method specially designed for this study. Data sources include emergency clinics in all hospitals, village clinics, the Forensic Medical Center of Trabzon, the Governorship of Trabzon, “mukhtars” (local village representatives) of neighborhoods, the Office of the Public Prosecutor of Trabzon, the Police Headquarters and Gendarmerie, and the local press organs. Results: The incidences of completed and attempted suicide per 100,000 inhabitants turned out to be 2.60 and 31.5, respectively, whereas the SIS reported the incidence of completed suicide to be 1.11 per 100,000 inhabitants in Trabzon in 1995. Conclusion: Our results demonstrate that SIS data are inadequate for suicide research in Turkey. Our findings show that the risk of completed and attempted suicide is high in young, unmarried, and unemployed persons, and that these groups must be carefully evaluated for suicide risk. The study highlights the need for culture-specific research on suicidal behavior in Turkey.
