Security Is a Surrogate for Development Management

The desire to avoid the consequences of extreme social and economic situations under capitalism and globalization, including financial relations, encourages the state authorities to use various measures of protection from threats. This has been reflected in the creation of many relevant doctrinal and conceptual documents. The public demand has stimulated the development of risk management theory and security studies. The real science and practice of management to achieve goals in this environment is pragmatically replaced by regulation to prevent border-critical situations. However, no system of scientific knowledge has been obtained in applied scientific research on the security of socio-economic systems, explaining some set of special phenomena and reducing the open natural connections in the field of security, if there were any, to a single unifying principle. The search for such a beginning leads to the task of management. It was not possible to find objective grounds for determination of safety space boundaries (threshold values) of social and economic systems. Applied research methods are not specific to security and risk management issues and are used in management theory. Either maintenance of safety appears a private subtask in a context of the decision of a boundary problem of management of development of system, or at expanded interpretation of safety within the limits of the vital approach, as a desirable condition, actually merges with management problem for achieving the target condition. Artificial separation of the security task from the management task generates an imaginary contradiction between security and development, in the practical aspect leads to substitution of strategic management by security, creation of parallel institutions, and dispersion of resources. It is advisable in the scientific and practical spheres of management of socio-economic systems to concentrate efforts on solving the problems of strategic management of the system development in order to achieve a favorable (desired) future. Security and risk management tasks should be considered as local subtasks of ensuring the integrity of the system under specific impacts.

The publication is aimed at examining the influence of risk management on the formation of a strategy for the development of enterprise in the digital economy. At this, the instrumental part of the research is based on the integrated theory of IT risk management and the global risk management practice both at the national and international levels. Intensification of the pace of digital transformation at all levels of the economic system, increased competition in the domestic and foreign markets, limited traditional growth resources determine relevance of the problem of ensuring the sustainable development of the production-economic systems. Determining the factors of advancing development, scientists are unanimous in the opinion that the key to economic growth of enterprise is the introduction of digital technologies. That is why the key condition for the development of the production-economic systems is the management of investment in the digitalization. The systematization and generalization of scientific developments of leading domestic and foreign scholars made it possible to distinguish the directions of digital technologies development, the advantages of their incorporation into the production-commercial activities of enterprise, and present the theoretical-instrumental basis for the research on the problems of investing in the digitalization process. The theoretical basis for managing the investment of digital transformations at the enterprise in the context of an integrated approach were the systemic economic theory and the integrated IT risk management theory. The problematics of digital transformation investment management at the enterprise is studied, whereby the instrumental basis is distinguished, which on his part is based on the systemic economic theory and the integrated IT risk management theory, as well as on the complex-system and the spatial-vector approaches. The model of development of recursive-convergence methodology of formation of the strategy of enterprise development on the basis of digital economy is presented. The model of formation of the development strategy of enterprises taking into account the digital economy is proposed, where the concepts of digitalization management and options for financing digital transformations are systematized within the terms of the implementation of four strategies: innovative, investment, market and functional.

In the context of global challenges, the problems of the education system become much more acute. Access to quality education for a number of categories of the population is limited due to financial, political, religious and social problems. The solutions to these problems lie within the competence of the governing bodies of the education system at the state level. The article identifies the duality of the problem of ensuring the quality of education. The article presents the results of a questionnaire survey to ensure the quality of training in the system of public education management. Accordingly, the respondents defined their position on the following issues: assessment of the current system of training for public administration, determination of basic qualifications and characteristics that should be possessed by specialists in the public administration system specializing in education, identification of priorities and problems in education.

Traffic congestion problems generally caused by the increasing use of private vehicles and public transportations. In order to overcome the situation, the optimization of public transportation’s route is required particularly the urban transportation. In this research, the performance analysis of Firefly and Tabu Search algorithm is conducted to optimize eleven public transportation’s routes in Bandung. This optimization aims to increase the dispersion of public transportation’s route by expanding the scope of route that are crossed by public transportation so that it can reach the entire Bandung city and increase the driver’s income by providing the passengers easier access to public transportations in order to get to their destinations. The optimal route is represented by the route with most roads and highest number of incomes. In this research, the comparison results between the reference route and the public transportation’s optimized route increasing the dispersion of public transportation’s route to 60,58% and increasing the driver’s income to 20,03%.

Strategic management have gained popularity in the public institutions to foster good delivery service to the public. The strategic planning enables organizations to establish a strategic match between the internal competency, resources and external environment. Majority of the successful organizations across the world use strategic management and planning as a tool that enables to optimize the operations and achieve maximum productivity with the resources. This paper reviewed on strategic management for organisations in Abu Dhabi especially for Abu Dhabi Police (ADP) force. It presents three strategic management theories which can be adopted by an organisation. This would help the organisation such as police department to reduce the increasing crime rate and mortality rate in UAE.

The article is devoted to the clarification of the peculiarities of risk management during the implementation of PPP projects. The author identifies a set of risks for a private partner, business risks of PPP projects and the main risks associated with the protests of the public, as well as public and international organizations. The typical risks of PPP projects are presented, including force majeure, political risks, profitability risks, operational, construction, financial risks, and the risk of default. The world experience of sharing risks between the partners is presented. Also named are the main methods for assessing the risks of PPP projects. It has been determined that the conditions on which the parties should reach agreement in order for the contract to be concluded are essential. Risk management can be implemented within the framework of the essential conditions for the allocation of risks. However, the provisions of the law provide for the allocation of only those risks identified by the results of an analysis of the effectiveness of the PPP project. Legislation does not directly determine how risks can be allocated to the risks identified during the pre-contract negotiations (or even at a later stage), but not taken into account in the analysis of efficiency. For example, suggestions on the terms of the partnership agreement as part of the bidding proposal may include suggestions on risk management mechanisms. There are no definite and can not be fully defined possible ways of managing risks in view of their specificity for a particular project. For this purpose, it is advisable to provide for a period of familiarization with the draft tender documentation and the possibility of making changes to it based on the findings received from potential contestants. It is also advisable to foresee cases in which it is possible to review certain terms of the contract without a competition. It is substantiated that the law does not restrict the possibility of foreseeing specific terms of an agreement on the implementation of the PPP project or to conclude additional (auxiliary) contractual instruments (for example, an investment agreement). At the same time, when laying down conditions not provided for by law, it is necessary to take into account the scope of competence of the state partner. Also, in order to ensure the principle of equality of conditions, the state partner should provide such additional conditions in the tender documentation.
