The article shows that at present the processes of total marketization have spread to the sphere of artistic culture, in which more and more the value of a creator and the results of his activity is evaluated in terms of market and capital. It becomes one of the factors of the economy stagnation that lasts for decades, in particular, in Russia. Meanwhile, the existing experience of modernization in the USSR shows that there is a powerful feedback when culture and, in particular, art, become an important factor and conceptual vector of socio-economic and technological modernization. The means for this can be and have been historically long-term strategic development programs linking together technological, scientific, economic, educational and cultural transformations, mass labor enthusiasm, the inclusion of workers in social creativity and other relations and institutions that transform a person from a passive object (an employee, consumer) into an active creator. The history of the USSR gives contradictory examples of such relations formation (the GOELRO plan, etc.).

The development and implementation of the strategy has long been the focus of scientists and practitioners. But, despite the extensive scientific Arsenal, the tasks facing economic managers do not become easier. In many ways, this situation is due to the fact that in the face of growing uncertainty, which is typical for any, both developed and developing markets, it is increasingly difficult to imagine the «image of the future» and formulate the strategy goals to subordinate the company’s activities to the achievement of these very goals. In a sense, the correct formulation of the problem of long-term development can serve as a foresight, which is used to identify factors that can have an impact on the economy and society in the medium and long term. However, what is the connection of foresight with the setting of goals of the strategy of the industrial enterprise and the choice of mechanisms for the implementation of the chosen strategy – these questions require answers, without which the scientific base of strategic management will not be complete. An attempt is made to find an answer to the question of what hinders industrial development under conditions when the scale of technological modernization is not accompanied by a change in the structure of production. The solution to this problem is proposed to be sought in institutional transformations, on the basis of a theoretical understanding of the laws that determine the technological development of modern industry and the application of the methods of the theory of artificial intelligence systems. The proposed approaches of economic and technological development of territories, states, industries and individual industrial enterprises will allow the most effective financing of investment programs for industrial development.

The purpose of this paper is to determine the GAD-aligned Programs, Projects, and Activities' gender-related mandated functions and integration. To obtain the necessary information on individuals in Higher Education Institutions based on specific traits and standards and clearly define the institution's long-term direction based on the institution's aims and objectives. Gender and Development focus on Gender Mainstreaming, which is a technique that incorporates both gender concerns and practices into the strategy, execution, supervision, and evaluation of guidelines, processes, plans, and activities at all levels, ensuring that both genders benefit equally. The study used a descriptive methodology to measure the extent to which gender-related activities integrated into mainstreaming mandatory functions and perceptions on GAD-aligned PPAs. There is no significant link between mandated outcome based on HEI-moderated (LUC or SUC) Instruction, Research, Extension, and Resource Management and perceived level of integration on the gender-related functions of Gender and Development Programs, Activities, and Projects, and GAD-aligned PPAs in mainstreaming. The mainstream GAD-aligned PPAs at the university do not predict the integration of GAD-related functions. The SUC/LUC category did not affect the relationship between the GAD-aligned PPAs and the level of integration when it approached the identified indicators.

The article analyzes the history of development and implementation of socio-economic projects as a part of complex program Siberia in 1980-1990. The author demonstrates the key role of the researchers from Institute of Economics and Industrial Engineering, Siberian Branch of the Russian Academy of Sciences. The author concludes that the major accomplishment of the economists who worked under Siberia program was the substantiation of rapid development of economic and social development of Siberia, living standards improvement, radical structural reorganization of the economy intensifying the key role of Siberia in supplying the country with strategic natural recourses. Historical experience of socio-economic project formulation as a part of Siberia program can be used by economists in preparing regional development programs in the modern times. The author sets following objectives in the article: to study main tasks and implementation results of socio-economic projects of Siberia program; show the key role of Siberian academic economists; describe real integration of professionals from different institutions co-working on the projects of this cluster. The author uses modernization theory as a methodological framework of this article. The theory examines complexity and interrelation of economic, social, cultural transformations of the society. As a source of the research the author used papers of Siberian Branch of the Russian Academy of Sciences academic archive, published collections of documents, articles of press media.

McCune-Albright Syndrome (MAS) is characterized by endocrinopathies, café-au-lait spots, and fibrous dysplasia. Bisphosphonates are the most prescribed treatment for reducing the pain but their long-term use has been associated with atypical fractures of cortical bones like femur in patients. We present a 23-year-old girl diagnosed with MAS. She had an atypical mid-shaft left femoral fracture that happened during simple walking. She also had a history of long-term use of alendronate. Because of the narrow medullary canal, we used 14 holes hybrid locking plate for the lateral aspect of the thigh to fix the fracture and 5 holes dynamic compression plate (instead of the intramedullary nail) in the anterior surface to double fix it, reducing the probability of device failure. With double plate fixation and discontinuation of alendronate, the complete union was achieved five months after surgery

Different understandings of European integration, its background and present problems are represented in this book, but they share an emphasis on historical processes, geopolitical dynamics and regional diversity. The introduction surveys approaches to the question of European continuities and discontinuities, before going on to an overview of chapters. The following three contributions deal with long-term perspectives, including the question of Europe as a civilisational entity, the civilisational crisis of the twentieth century, marked by wars and totalitarian regimes, and a comparison of the European Union with the Habsburg Empire, with particular emphasis on similar crisis symptoms. The next three chapters discuss various aspects and contexts of the present crisis. Reflections on the Brexit controversy throw light on a longer history of intra-Union rivalry, enduring disputes and changing external conditions. An analysis of efforts to strengthen the EU’s legal and constitutional framework, and of resistances to them, highlights the unfinished agenda of integration. A closer look at the much-disputed Islamic presence in Europe suggests that an interdependent radicalization of Islamism and the European extreme right is a major factor in current political developments. Three concluding chapters adopt specific regional perspectives. Central and Eastern European countries, especially Poland, are following a path that leads to conflicts with dominant orientations of the EU, but this also raises questions about Europe’s future. The record of Scandinavian policies in relation to Europe exemplifies more general problems faced by peripheral regions. Finally, growing dissonances and divergences within the EU may strengthen the case for Eurasian perspectives.

The article deals with the love of Zygmunt Krasiński to Delfina Potocka. The point of departure is the poet's definition of love as looking and reads Krasiński's relationship with his beloved in the context of two phenomena that fascinated him at the time: daguerreotype and magnetism. The invention of the daguerreotype in which the history of photography and spiritism comes together becomes a pretext for the formulation of a new concept of love and the loving subject. In the era of painting the woman was treated as a passive object of the male gaze; photography reverses this scheme of power. Love ceases to be a static relationship of the subject in love and the passive object – the beloved. The philosophy of developing photographs (and invoking phantoms) allows Krasiński - the writing subject to become like a light-sensitive material that reveals the image of the beloved.
