The research aim to know the transaction cost in government management prospective consist of the government cost and market cost with suitable the government service in government management prospective. The result of government in applied of transaction cost have affect by the government cost suitable with routine cost, development cost, human resource cost and facility cost suitable with information, administration, operational and technology costs in applied the suitable of service with principle, accountable, leadership, productivity and service quality. The appointment of market cost have positive toward transaction cost for several activity or job program in government scope. The government instance have responsibility in appointment of transaction cost with give of propose planning suitable with need of government in applied of information, administration, operational and technology cost which affected toward suitable of service. Although the transaction cost in specific occured with the transaction cost particularly relate with cost transaction because the government cost require to suitable with transaction cost.

The best human resources in the organization give so important effect. The best of an organization is affected by the quality of the people. The government is an organization that is cooperation in their jobs description. In addition to quality, achieving goals, even operationally able to provide satisfactory service to the public. The problem of this studi is about significant influence between of human resources to service quality. This study aims to determine the significant influence of human resources to service quality. The method used quantitative data collection techniques used questionnaires with Likert scale or interval. Mechanical analysis used simple linear regression analysis by SPSS. There are 100 respondents surveyed in this study by answering statements based on questionnaires given to assess public opinion on the human resources and the effect to quality of service. Independent variables is human resource and the dependent variable is quality of service. The P-value of t test is 0,000 the value is less than 0,05 and the value of correlation is 0,821 or 82,1% (R2) and the coefficient determination is 0,674 or 67,4% (R). The result show that human resources affect significantly and correlation effectly to quality of service at Government Office of Kutorejo in Mojokerto. Keywords: Human Resource, Quality of Service

Human resource planning is a series of activities carried out to anticipate business and environmental demands on the organization in the future and to meet labor needs that arise from certain conditions. This study aims to analyze the use of working time by employees in the Government Service Division; analyze the optimal number of employees based on the workload in the Government Service Division, and analyze the alternatives or managerial implications that can be offered to the Government Service Division. This study used the Workload Indicator Staffing Need (WISN) analysis method with work sampling technique. The population in this study are employees who work in the Government Service Division (DGS). The sample size was selected using the probability sampling method and the sample was taken using a purposive sampling technique. The results showed that the highest use of working time was found in the Legal 1 Bidding and Management sub-unit with a value of 84.32% and the lowest was found in the Complaint Handling Assurance and Delivery sub-unit with a value of 80%. Each Government Service Division unit requires additional employees, with the highest need being in the Assurance and Delivery unit as many as 19 people and the lowest need being in the Government Solution and Partnership unit as many as eight people. The managerial implication that can be given as input is that the company needs to re-evaluate the planning of all aspects both in recruitment, competence, and the development that will be carried out. The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

The Arthur Crawford Scandal explores how nineteenth century Bombay tried a British official for corruption. The presidency government persuaded Indians, government officials, to testify against the very person who controlled their career by offering immunity from legal action and career punishment. A criminal conviction of Crawford’s henchman established the modus operandi of a bribery network. Subsequent efforts to intimidate Indian witnesses led to litigation at the high court level, resulting in a political pressure campaign in London based on biased press reports from India. These reports evoked questions in the House of Commons; questions became demands that Indians witnesses against Crawford be fired from government service. The secretary of state for India and the Bombay government negotiated about the fate of the Indian witnesses. At first, the secretary of state accepted the Bombay government’s proposals. But the press campaign against the Indian witnesses eventually led him to order the Government of India, in consultation with the Government of Bombay, to pass a law ordering those officials who paid Crawford willingly, to be fired. Those whom the Bombay government determined to be extorted were not to be fired. Both groups retained immunity from further actions at law. Thus, Bombay won a victory that almost saved its original guarantee of immunity: those who were fired were to receive their salary (along with periodic step increases) until they reached retirement age, at which time they would receive a pension. However, this ‘solution’ did little to overcome the stigma and suffering of the fired officials.
