The article discusses the prerequisites and conditions for the development of digital technologies in the legal policy of the Kyrgyz Republic, the mechanism of their influence on the acceleration of processes in the social sphere: simplification of the issuance of state benefits, ensuring the protection and registration of children and families in difficult life situations, digitalization of the system for promoting employment of the population, improving the quality of service for pension recipients and what problems, risks and challenges arise in this regard. The most important results of the digitalization of the social security sphere are the creation of prerequisites for the growth of the cultural and legal level of the population due to the rapid development of the digital environment. The author comes to the conclusion that by developing digitalization in the field of socially significant services, the state should be responsible for the reliability and correctness of information translated into electronic format, in turn, the population needs a transition to lifelong learning, to lifelong education and retraining of personnel.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Ensembles of intelligent agents ith smart artificial intelligence will be able to safely work with society as professional images with skills, knowledge and competencies, implemented in the form of retrained digital twins and cognitive robots that interact through language, behavioral and active ethical communications. Cognitive robots and digital doubles through self-developing ensembles of intelligent agents with synergistic interaction and intelligent artificial intelligence can master various high-tech professions and competencies. Their use in the industry increases labor productivity and economic efficiency of production. Their application in the social sphere improves the quality of life of a person and society. Their widespread application requires compliance with an ethical standard so that their use does not cause harm. The introduction and use of an ethical standard for the use of cognitive robots and digital doubles with smart artificial intelligence increases the safety of their use. Ethical relationships between individuals and intellectual agents will also be governed by an ethical standard.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

This study examines "shifting social and economic structural community due to the rapid development of the tourism sector in Bentuyung Village, Bali." The purpose of this study is to find out and describe the shift in the social and economic structure of society due to the disruption of tourism in Bentuyung Village, Ubud, Bali. This is a qualitative descriptive method, using proportional sampling techniques consisting of Villas and Hotels Owners and communities directly involved in the tourism sector. Shifting social and economic structure is inseparable from the embryo of globalization that is felt in all sectors of people's lives. Globalization is the spread of values ??and certain cultures throughout the world. Things that need to be anticipated in order to be able to avoid the negative aspects of globalization are the development of the quality of Indonesian human beings through education. Providing life skills to be able to create creativity and independence. Cultivating a culture and attitude to global life. The results of the discussion show that the creation of a transparent and democratic government. Increasing global public awareness to promote the tourism sector as a leading sector and transform tourism unlike catalyst for changing more positive direction.

The article explores the issues of implementing public-private partnership projects in the social security system of the Kursk region. The relevance of this topic is due to the fact that public-private partnership is becoming an increasingly popular way of solving the problems of the development of a socially significant sphere in the conditions of a shortage of budget resources, where it is impossible to fulfill the set goals without attracting investments and the potential of the institution of entrepreneurship. In Russia, the relevance of public-private partnership in the social sphere is due to the low level of its development in terms of applying advanced management methods. This sector, which for many decades was the object of direct government, is experiencing today the greatest need for various resources for the implementation of the set tasks of socio-economic development. The article presents theoretical, methodological and practical approaches to reflecting the development of public-private partnership in the social security system of the region. The system of indicators that characterizes the quantitative and qualitative aspects of the social sphere of the region is analyzed. In the course of the study, specifics of the implementation of public-private partnership projects at the regional level were revealed. The analysis of the dynamics of key indicators of the social security development in the region was carried out. With the financial capacity of the public sector reduced and the private sector has the potential to effectively implement innovative technologies to solve socially important tasks to modernize the social services infrastructure aimed at improving the quality and accessibility of socially important services, it requires a combination of opportunities and efforts of the public and private sectors. The article provides a comprehensive analysis of the main indicators of investment projects of public-private partnerships, suggests approaches to increase the efficiency of implementation of these projects in the Kursk region.

The article presents the methodology of regulation of environmentally friendly land use. We found that the methodology for regulating environmentally friendly land use will include several levels: international legislation, state regulation, the level of integrated structures, agricultural enterprises. A number of tasks to be solved by the methodology of regulating ecologically safe land use have been identified. It is established that the methodology of agroeconomic research of regulation of ecologically safe land use will include: assessment of natural and ecological properties of land use, economic, technological and social components. In the current conditions of making, a profit is not the only and ultimate goal of the producer. Much more important today is the preservation of the natural environment and the development of the social sphere. In order to integrate into the trade space of the European Union, the manufacturer must think about the quality of manufactured products. It is under such conditions that the production of environmentally friendly products began. For effective business development in the field of this business, it is necessary to establish relations with local authorities and develop a regulatory framework that will contribute to the formation of effective sales channels and promotion of products among the population. In the current conditions of making a profit is not the only and ultimate goal of the producer.
