The introduction presents the subject of the monograph: the use of moving images in the exhibition design of museums. The focus is on different kinds of institutions, chiefly art, history, science and ethnographic museums in Europe and the US. Within these settings, films and audio-visuals are not displayed as works of art, but rather as tools for contextualization, explanation or visitor engagement. However, their role is far from being merely instrumental, and they deeply affect the exhibition strategies of museums. Furthermore, the introduction provides the theoretical framework of the monograph and illustrates the methodology. In order to investigate the display of moving images in museums, the book adopts a strongly interdisciplinary approach that combines theoretical and methodological tools drawn primarily from museum, film, and media studies. Following museum studies, it pays attention not only to the way in which exhibition design can influence the meaning of the exhibits, but also to the type of relationship that the visitor establishes with the contents proposed by the institution. On the other hand, film and media studies offer methodological instruments to investigate the dissemination of moving images outside the movie theatres, both in the past and in the present.

The ‘turn’ to emotion and affect in film and media studies may take its distance from earlier ways of understanding spectatorial involvement (modelled on psychoanalytic notions of identification). But such approaches, whether cognitivist in intent, or inspired by phenomenology, also return to an earlier interest in bodily sensations and somatic responses when exposed to sudden motion and moving images (associated with ideas such as innervation, shock and over-stimulation). The essay proposes to bring Walter Benjamin into the debate, with a term central to his idea of modernity, namely ‘experience’, and to revive his distinction between Erfahrung and Erlebnis. Noting certain features of excess and liminiality in contemporary cinema, and mapping them across the three distinct domains of body, time and agency, Benjamin's own attempt to locate the emotional core of the technical media is reappraised. Grounded in the peculiar variability but also interdependence of place, narration and perception, the cinema would then appear to provide Erlebnis without Erfahrung, a state formerly associated with trauma, but now the very definition of the media event.

In 1989, the Board of Directors of the Professional Diabetes Academy, Pennsylvania Diabetes Academy endorsed the concept to revise Feet First, published in 1970, and gained the permission of the US Public Health Service to use the initial document as a base. With marked expansion, added color, nonreflective paper, and larger print, Feet First was published in 1991, and introduced to the podiatric profession during the Annual Meeting of the American Podiatric Medical Association in New York. The concept of need expressed by the late Glen W. McDonald, MD, and the late Seward P. Nyman, DPM, to see a melding of public health education and podiatric medicine has brought new meaning to the subject and provided an interdisciplinary approach to foot health education for the diabetic patient.

In this afterword, three leading scholars, whose work explores the intersections of media, communication, and religion from different viewpoints, enter in dialog on the subject. Carole Cusack is a historian of religion and the author of groundbreaking works about the relationship between religion, imagination, and popular culture. Massimo Leone is a semiologist whose work has stretched the boundaries between the study of religion and the study of signs, both linguistic and nonlinguistic. Jeffrey Sconce is a scholar in film and media studies whose pioneering monograph, Haunted Media (2000), placed the theme of the supernatural at the forefront of studies in media and communication. Their responses provide a map of potential trajectories to further explore the connections between digital media and the supernatural.

Johan Fredrikzon spent one and a half years as a visiting research assistant at the Film and Media Studies Program at Yale University 2018/2019. Some months before he arrived, a two-day workshop on Simondon was held by the Yale-Düsseldorf Working Group on Philosophy and Media, titled Modes of Technical Objects, with scholars from the US and Germany. Fredrikzon decided to engage a few of the workshop participants for this special issue of Sensorium, with the purpose to discuss perspectives on Simondon as a theoretical instrument for thinking technology, how the French philosopher matters in their work, and why there seems to be a revival in the interest in the writing of Simondon these days. On behalf of the Sensorium journal, the interviewer would like to thank the three interviewees for their generous participation. About John Durham Peters: John Durham Peters is María Rosa Menocal Professor of English and of Film & Media Studies at Yale University. Peters has been a creative force in media studies for many years and his thinking continues to influence academic environments throughout the world. His book The Marvelous Clouds: Toward a Philosophy of Elemental Media (Chicago, 2015) was an attempt to rethink the concept of media by including weather, dolphins and fire to the infrastructural landscape of digital communications and climate change. His new book, in cooperation with Kenneth Cmiel, is called Promiscuous Knowledge: Information, Image, and Other Truth Games in History (Chicago, 2020).

The subject of this paper encompasses US policy towards Poland and the Baltic States regarding energy security during Donald Trump’s presidency. It is discernible that vast domestic energy resources have created an opportunity for the US to project more power to these countries, and the surrounding region. We argue that Trump and his administration’s perceptions have served as an intervening variable in that opportunity assessment, in accordance with the neoclassical realist theory. The main research question addressed in this paper is whether US has used that opportunity to contribute to energy security in countries it has traditionally deemed as allies. Two aspects of US approach to energy security of the designated countries are taken into consideration: liquified natural gas exports and support for the Three Seas Initiative. The way Trump presented his policy and its results in his public statements has also been considered in this paper. The article will proceed as follows. The first subsection of the paper represents a summary of energy security challenges in Poland and the Baltic States. The second subsection is dedicated to the opportunity for the US to project energy power and to Trump’s perceptions relevant for the opportunity assessment. The third subsection deals with American LNG exports to these countries as a possible way for contributing to energy security in Poland and the Baltic States. The last part of the paper addresses the Three Seas Initiative and US approach to this platform.

Understanding of the causes and correlations for algorithmic decisions is currently one of the major challenges of computer science, addressed under an umbrella term “explainable AI (XAI)”. Being able to explain an AI-based system may help to make algorithmic decisions more satisfying and acceptable, to better control and update AI-based systems in case of failure, to build more accurate models, and to discover new knowledge directly or indirectly. On the legal side, the question whether the General Data Protection Regulation (GDPR) provides data subjects with the right to explanation in case of automated decision-making has equally been the subject of a heated doctrinal debate. While arguing that the right to explanation in the GDPR should be a result of interpretative analysis of several GDPR provisions jointly, the authors move this debate forward by discussing the technical and legal feasibility of the explanation of algorithmic decisions. Legal limits, in particular the secrecy of algorithms, as well as technical obstacles could potentially obstruct the practical implementation of this right. By adopting an interdisciplinary approach, the authors explore not only whether it is possible to translate the EU legal requirements for an explanation into the actual machine learning decision-making, but also whether those limitations can shape the way the legal right is used in practice.

This article reports the findings from a study of discursive representations of the future role of technology in the work of the US National Intelligence Council (NIC). Specifically, it investigates the interplay of ‘techno-optimism’ (a form of ideological bias) and propositional certainty in the NIC’s ‘Future Global Trends Reports’. In doing so, it answers the following questions: To what extent was techno-optimism present in the discourse? What level of propositional certainty was expressed in the discourse? How did the discourse deal with the inherent uncertainty of the future? Overall, the discourse was pronouncedly techno-optimist in its stance towards the future role of technology: high-technological solutions were portrayed as solving a host of problems, despite the readily available presence of low-technology or no-technology solutions. In all, 75.1% of the representations were presented as future categorical certainties, meaning the future was predominantly presented as a known and closed inevitability. The discourse dealt with the inherent uncertainty of the subject matter, that is, the future, by projecting the past and present into the future. This was particularly the case in relation to the idea of technological military dominance as a guarantee of global peace, and the role of technology as an inevitable force free from societal censorship.

Accepted for publication 20 March 2021 The Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC) does not have a legally binding verification regime. An attempt by the Ad Hoc Group of Experts, created by the UN Committee on Disarmament, to strengthen the BTWC by developing a legally binding document – the Protocol, was blocked by the United States in July 2001. The purpose of this work is to study the history, main provisions, significance and reasons for not signing the Protocol to the BTWC. The attention is paid to the events in biological weapons control, which have led a number of countries to the understanding of the necessity to develop the Protocol. The background of the US actions to block this document is the subject of special consideration. During the Second Review Conference on the Implementation of the Convention (8–25 September 1986, Geneva) the USSR, the German Democratic Republic and the Hungarian People's Republic proposed to develop and adopt the Protocol as an addition to the BTWC. This document was supposed to establish general provisions, definitions of terms, lists of agents and toxins, lists of equipment that was present or used at production facilities, threshold quantities of biological agents designed to assess means and methods of protection. The proposed verification mechanism was based on three «pillars»: initial declarations with the basic information about the capabilities of each State Party; inspections to assess the reliability of the declarations; investigations to verify and confirm or not confirm the alleged non-compliance with the Convention. The verification regime was to be under the control of an international organization – the Organization for the Prohibition of Bacteriological (Biological) and Toxin Weapons. However, the US military and pharmaceutical companies opposed the idea of international inspections. The then US Undersecretary of State for Arms Control and International Security, John Robert Bolton II, played a special role in blocking the Protocol. During the Fifth Review Conference in December 2001, he demanded the termination of the Ad Hoc Group of Experts mandate for negotiations under the pretext that any international agreement would constrain US actions. The current situation with biological weapons control should not be left to chance. Measures to strengthen the BTWC should be developed, taking into account the new fundamental changes in dual-use biotechnology. It should be borne in mind, that the Protocol, developed in the 1990s, is outdated nowadays.

With the rise of nationalism and the current contentious debate on immigration in the US, school leaders and educators are faced with difficult questions about how to negotiate sensitive political topics, including debates on immigration. In this article, Reva Jaffe-Walter, Chandler Patton Miranda, and Stacey J. Lee explore how educators grapple with the political policies and discourses surrounding immigration with marginalized students who are the subject of those politics. Drawing on research from two US schools exclusively serving recently arrived immigrant students, the authors explore how educators negotiate the teaching of immigration politics during two different time periods, in 2013 during the Obama era “Dreamer” movement and in early 2017 after the inauguration of Donald Trump. They consider how the unique conditions of each political context inform educators' strategies for “teaching into” political events and supporting their immigrant and undocumented students. Their analysis reveals the unique challenges of engaging marginalized students who are the subject of contentious politics in political discussion and action and supports their call for a deeper consideration of students' identities and experiences of politics within scholarly discussions of critical civic engagement.
