Nineteenth-Century Local Governance in Ottoman Bulgaria

This book explores Ottoman local governance during the liberal-capitalist state formation of the long 19th century (1789-1922) with a particular focus on the administrative and judiciary councils of the Vidin County in the second half of the 19th century. It explains the structure and procedures of these councils and provides an analysis of their function in local politics and economics in addition to an examination of their correspondence and people who worked in the governmental sphere dominated by these councils. Between 1396 and 1878, Vidin was a town under Ottoman administration and became a county centre in the Danube Province when an imperial reform restructured provincial governance and redefined imperial administrative divisions in 1864. The processes explored here focus mostly on the individuals’ rights to the means of production because a majority of the disputes within and petitions from the provinces during the nineteenth century were concerned with property and taxation. Local agents and groups engaged with each other within the judicio-administrative sphere dominated by these councils and sought to advance their interests by using the language, rules and practices of Ottoman governance. This book argues that in 19th century Vidin, we do not see a binary opposition between a state that coerces transformation against a society that opposes reforms. Vidiners, including the notables and the less wealthy inhabitants utilized the judicio-administrative sphere as a hegemonic domain to pursue their strategies as they problematized proper governance (debating matters of property, security, market order and population) as part of Ottoman biopolitics.

This paper is an attempt to study the economic foundations of one African state; Masina in the interior delta of the Niger south of Timbuctu, a short livedjihadstate of the nineteenth century, has been chosen because it is relatively well-documented, literate, and followed an established pattern of Islamic taxation. Some attention is paid to the special needs of public expenditure in an Islamic theocracy; the system of taxation is examined, and it is shown that the revenue from the pastoral sector was probably greater than that from trade. Each section of the economy, pastoral, cultivating, fishing and trade is considered, and some attempt is made at estimating the scale of trade. Finally the process of state formation is discussed; it is suggested that there was little change in the means of production, but radical changes in the relations of production. Religious, military and fiscal aspects of the state were intimately interconnected, with Islam providing the ideological basis. Lack of foreign exchange was a continuing weakness, and the state ultimately went down in military defeat because of its inability to import firearms.

Occasional references to the old radical teaching that “all politics is local” notwithstanding, American political scientists have by and large treated the study of local politics as a subject of much lesser importance than national politics. The standard introductory course in “American democracy” has a national focus—often it is exclusively national. Briefly, in the late 1960s and early 1970s, the study of “urban politics” occupied a more prominent place in the discipline, but interest has waned. The priority concern in both teaching and research continues to be American national government and politics.This narrow focus leads to a distorted and truncated view of American democracy. Despite increased nationalization, state and local government has been and remains a basic element in the practice of American politics. The productivity and creativity of democracy in America are outcomes, not simply of a national political process, but of a complex system of governance in which local collective action provides much of the energy and initiative for addressing public problems. A vast amount of political activity in the United States is channeled through state and local institutions, where much of the work of public problem solving is done.

AbstractShi‘i scholars from India have been a sizeable presence in seminaries in Iran and Iraq, both historically and today. Yet there is a dearth of scholarship on Shi‘i linkages between India and West Asia, with the exception of historical work on the patronage of shrine cities in Iraq by centres of Shi‘ism in India. Departing from this geographical and historical focus, this paper lends insight into contemporary religious networks between India and West Asia, using the example of the Twelver Shi‘a in Kargil, a region located on India's ‘border’ with Pakistan in the province of Kashmir. Kargili scholars travelled overland via Afghanistan or by sea from Bombay to Basra to study in seminaries in Iraq and Iran from the nineteenth century onwards. Increasing fluency in Urdu in post-colonial India enabled them to connect with Shi‘i institutions in other parts of India, which mediate religious, cultural, and financial flows from a transnational Shi‘ite realm. These networks ofreligiouslearning are not only conduits for the transmission of textual, doctrinal knowledge, but also for politico-religious ideologies that are selectively harnessed, and often exaggerated, to effect significant social and political changes in micro-locales. While local conflicts are over-determined by the evocation of transnational links, they also reflect, even if only through rhetorical and partial reproduction, doctrinal and politico-religious schisms among Shi‘i leaders in West Asia. This is illustrated by an ethnographic account of the activities undertaken and contestations provoked by the Imam Khomeini Memorial Trust in Kargil, a modernist reform movement that has selectively appropriated Khomeini's revolutionary ideologies to instigate social change and shape local politics and religious practice in Kargil.

Written by four leading economic historians of Indonesia from three continents, this book is an excellent account of the emergence of the Indonesian economy in the twentieth century from what was a cluster of disparate economic regions at the beginning of the nineteenth century. Using an innovative and, in the context of Indonesia, highly appropriate theme, the authors identify three fundamental forces that shaped the emergence of the Indonesian national economy: successive waves of globalization (and dislocation), state formation, and economic integration. The book is admirably successful in fulfilling its claim, not an easy task given the volume of literature that had to be mastered and put into perspective in order to comprehensively describe this process.

Abstract:Two Armenian ecclesiastics from Jerusalem, Isaac and Dimothéos, visited Abyssinia in 1867–1869. The latter’s detailed account of their journey was promptly published, grandiloquently dedicated (with formal permission) to Queen Victoria. The journey has nonetheless received little attention from historians, and the reasons it was made have been poorly understood. An intention to seek release of Europeans imprisoned by King Tewodros (Theodore) of Ethiopia was overtaken by events, the captives’ release being achieved by an expedition from British India before the Armenians arrived. Emphasis was consequently placed on involvement with local politics and ecclesiastical intrigue, both of which are discussed in this paper.
