REPEATED VOTING AT THE ELECTIONS OF THE RUSSIAN GOVERNORS

The elections of the governors traditionally arouse significant interest among voters. As with other personalized votes, the winning candidate is required to provide absolute, not relative, support from the electorate. However, the practice that has developed over the past decade demonstrates the extremely rare use of repeated voting to determine the results of gubernatorial elections, and the few examples are rather an exception to the general rule. The above circumstances indicate the relevance of studying this aspect of the regional electoral process. Materials and methods. When preparing the article, federal and regional legislation, materials of election campaigns were analyzed. The main methods used are technical-legal, formal-legal, comparative-legal. Results. Repeated voting in elections of heads of governors is one of the mechanisms that ensure the full implementation of the will of voters, guaranteeing the election of the candidate with the greatest electoral support. However, some aspects of the legislation on gubernatorial elections, in particular, the limited number of subjects for nominating candidates and the procedure for supporting the nomination of candidates by elected officials of local self-government, entails a reduction in competition and, as a consequence, the determination of the results of voting in one round. A few episodes of re-voting, as a rule, were observed in regions that have either complicated relations with the federal center or an internal political conflict. Conclusions. Based on the results of the study, the expediency of liberalizing the requirements for the nomination and registration of candidates for the position of governor is substantiated.

Electron microscopic methods have been applied increasingly during the past fifteen years, to problems in structural molecular biology. Used in conjunction with physical chemical methods and/or Fourier methods of analysis, they constitute powerful tools for determining sizes, shapes and modes of aggregation of biopolymers with molecular weights greater than 50, 000. However, the application of the e.m. to the determination of very fine structure approaching the limit of instrumental resolving power in biological systems has not been productive, due to various difficulties such as the destructive effects of dehydration, damage to the specimen by the electron beam, and lack of adequate and specific contrast. One of the most satisfactory methods for contrasting individual macromolecules involves the deposition of heavy metal vapor upon the specimen. We have investigated this process, and present here what we believe to be the more important considerations for optimizing it. Results of the application of these methods to several biological systems including muscle proteins, fibrinogen, ribosomes and chromatin will be discussed.

Gorontalo has a customary principle derived from sharia law, and the sharia law is sourced from the Qur'an, hadith, ijmak and qiyas (adati-hula'a to syara'a, syara'a hula'a to Kitabi), which should reflect the existence of the implementation of the distribution of inheritance in Islam in the Gorontalo community. This customary principle can be a source of law if it is a rational act, not immorality, done always repeatedly, does not bring harm and does not conflict with the law of sharak. But in reality there is the implementation of inheritance that violates Islamic law, namely the distribution by way of deliberation, the determination of the amount of heirs equally, the delay in the distribution of inheritance, wills with houses given to girls, wills not to distribute inheritance, distribution of assets it depends on the will of the heir and the delay in the distribution of inheritance on the grounds that one of the parents is still alive. The distribution by deliberation and determination of the amount of the portion for each heir are equally acceptable as long as they follow the guidelines of the Compilation of Islamic Law article 183 and the concept of takharruj which was previously preceded by the Shari'a division. After the heirs know the size of the portion, then they may agree to share it in their own way or leave the inheritance according to Shari'a and agree to give to each other with other heirs.

This chapter elaborates the operation of criminal liability by closely considering efficient crimes and the law’s stance toward them, shows how its commitment to proportional punishment prevents the probability scaling that systemically efficient allocation requires, and discusses the procedures that determine the actual liability prices imposed on offenders. Efficient crimes are effectively encouraged by proportional punishment, and their nature and implications are examined. But proportional punishment precludes probability scaling, and induces far more than the systemically efficient number of crimes. Liability prices that match the specific costs imposed by the offender at bar are sought through a two-stage procedure of legislative determination of punishment ranges ex ante and judicial determination of exact prices ex post, which creates a dilemma: whether to price crimes accurately in the past or deter them accurately in the future. An illustrative Supreme Court case bringing all these themes together is discussed in conclusion.

This chapter reviews traditional and new zooplankton sampling techniques, sample preservation, and sample analysis, and provides the sources where in-depth discussion of these topics is addressed. The net systems that have been developed over the past 100+ years, many of which are still in use today, can be categorized into eight groups: non-opening/closing nets, simple opening/closing nets, high-speed samplers, neuston samplers, planktobenthos plankton nets, closing cod-end samplers, multiple net systems, and moored plankton collection systems. Methods of sample preservation include preservation for sample enumeration and taxonomic morphological analysis, and preservation of samples for genetic analysis. Methods of analysis of zooplankton samples include determination of biomass, taxonomic composition, and size by traditional methods; and genetic analysis of zooplankton samples.

The “populist radical right” is a contested concept in scholarly work for good reason. This chapter begins by explaining that the political parties usually grouped together under this label are not a party family in a conventional sense and do not self-identify with this category. It goes on to show how political science scholarship has established that in Europe during the past thirty or so years we have seen the rise of a set of parties that share a common ideological feature—nativism. The nativist political parties experiencing most electoral support have combined their nativist agenda with some other legitimate ideological companion, which provides deniability—a shield against charges that the nativist agenda makes the parties and their supporters right-wing extremist and undemocratic. The chapter goes on to explain that in order to make progress on our understanding of how and why the populist radical right persuades citizens, we need to recognize: first, that nativism is the only necessary ingredient without which the populist radical right loses its force; and second, that nativism in contemporary established democracies has tended not to persuade a large share of voters without an ideological companion.

This study presents the validation of a high-performance liquid chromatography diode array detector (HPLC-DAD) method for the determination of different mycosporine-like amino acids (MAAs) in the red alga Bostrychia scorpioides. The investigated MAAs, named bostrychines, have only been found in this specific species so far. The developed HPLC-DAD method was successfully applied for the quantification of the major MAAs in Bostrychia scorpioides extracts, collected from four different countries in Europe showing only minor differences between the investigated samples. In the past, several Bostrychia spp. have been reported to include cryptic species, and in some cases such as B. calliptera, B. simpliciuscula, and B. moritziana, the polyphyly was supported by differences in their MAA composition. The uniformity in the MAA composition of the investigated B. scorpioides samples is in agreement with the reported monophyly of this Bostrychia sp.

Central nervous system malignancies (CNSMs) are categorized among the most aggressive and deadly types of cancer. The low median survival in patients with CNSMs is partly explained by the objective difficulties of brain surgeries as well as by the acquired chemoresistance of CNSM cells. Flow Cytometry is an analytical technique with the ability to quantify cell phenotype and to categorize cell populations on the basis of their characteristics. In the current review, we summarize the Flow Cytometry methodologies that have been used to study different phenotypic aspects of CNSMs. These include DNA content analysis for the determination of malignancy status and phenotypic characterization, as well as the methodologies used during the development of novel therapeutic agents. We conclude with the historical and current utility of Flow Cytometry in the field, and we propose how we can exploit current and possible future methodologies in the battle against this dreadful type of malignancy.

There has been a significant interest in the development of dispersion-hardened aluminum for many years for high specific strength and modulus. Such materials are usually processed by powder or ingot metallurgy routes. In this study, Al3 Ti dispersion hardened Al was obtained by annealing Al-Ti multilayers. Al-Ti multilayered films have been characterized in the past by observing the structure of the layers, as well as tensile properties and hardness. This paper reports the structure of Al-Ti multilayers and the evolution of matrix and dispersoid microstructure on annealing.The Al-Ti multilayered structures were prepared by magnetron sputtering using Al and Ti as targets and either Si (100) or NaCl as substrates. The bi-layer thickness was maintained around 16 nm with Ti constituting 12% of the total. The substrate was alternately moved below the Al and Ti targets for the purpose of deposition. The as-deposited film on the substrate and NaCl salts were annealed at 400°C for periods between 1 and 24 h in a vacuum (10−5 torr) furnace.

The regulation of growth and the determination of organ-size in animals is an area of research that has received much attention during the past two and a half decades. Classic regeneration and cell-competition studies performed during the last century suggested that for size to be determined, organ-size is sensed and this sense of size feeds back into the growth control mechanism such that growth stops at the “correct” size. Recent work using Drosophila imaginal discs as a system has provided a particularly detailed cellular and molecular understanding of growth. Yet, a clear mechanistic basis for size-sensing has not emerged. I re-examine these studies from a different perspective and ask whether there is scope for alternate modes of size control in which size does not need to be sensed.
