Long-term-preservation is a much discussed topic and a lot of institutions seem to deal with this question. But most of them are only saving digital data. The authors give a review on considerations and strategies for a longterm preservation of cultural heritage in Austria. The Austrian State Archives already have established an electronic long-term archive for the permanent storage of digital data, called “Digital Archive Austria”. The modular software is based on the Open Archival Information System (OAIS) reference model and follows the concept of a service-oriented architecture with an interface to archival information systems. A web shop with a billing system is part of the service for the access to digital data. For reasons of cost efficiency the Austrian Federal Chancellery has purchased a general license enabling all Austrian provinces, cities, communities and other public authorities to use this archive solution without having to pay license fees all over again.

Lack of awareness on preservation tools and applications is a big issue today. To solve it European Commission has initiated research project, Presto4U that aimed to enable semi-automatic matching of preservation tools with audio-visual needs. To express the audio-visual needs formally it has mapped a knowledge schema. The knowledge schema was first cut and needed evaluation in terms of its ability to represent the Needs of different communities of practice, classes, their association and ability to represent requirements of Audio-visual community through properties of its classes. This evaluative study is conducted through Qualitative research approach using Interview and Questionnaire. Open Archival Information System reference model is used as theoretical framework. Fourteen members from Europe of three communities of practice have provided their needs for analysis. Data was analysed through six stages. The study found that knowledge schema is useful to express the needs of communities of practice but collected data should easily fit into the structure of knowledge schema.

COST (European Cooperation in Science and Technology) is a funding organisation for research and innovation networks. One of the objectives of the COSTAction called “Mobilising Data, Policies and Experts in Scientific Collections“ (MOBILISE) is to work on documents for expert training with broad involvement of professionals from the participating European countries. The guideline presented here in its general concept will address principles, strategies and standards for long term preservation and archiving of data constructs (data packages, data products) as addressed by and under control of the scientific collections community. The document is being developed as part of the MOBILISE Action targeted towards primarily scientific staff at natural scientific collection facilities, as well as management bodies of collections like museums, herbaria and information technology personnel less familiar with data archiving principles and routines. The challenges of big data storage and (distributed, cloud-based) storage solutions as well as that of data mirroring, backing up, synchronisation and publication in productive data environments are well addressed by documents, guidelines and online platforms, e.g., in the DISSCo knowledge base (see Hardisty et al. (2020)) and as part of concepts of the European Open Science Cloud (EOSC). Archival processes and the resulting data constructs, however, are often left outside of the considerations. This is a large gap because archival issues are not only simple technical ones as addressed by the term “bit preservation” but also envisage a number of logical, functional, normative, administrative and semantic issues as addressed by the term “functional long-term archiving”. The main target digital object types addressed by this COST MOBILISE Guideline are data constructs called Digital or Digital Extended Specimens and data products with the persistent identifier assignment lying under the authority of scientific collections facilities. Such digital objects are specified according to the Digital Object Architecture (DOA , see Wittenburg et al. 2018) and similar abstract models introduced by Harjes et al. (2020) and Lannom et al. (2020). The scientific collection-specific types are defined following evolving concepts in the context of the Consortium of European Taxonomic Facilities (CETAF), the research infrastructure DiSSCo (Distributed System of Scientific Collections), and the Biodiversity Information Standards (TDWG). Archival processes are described following the OAIS (Open Archival Information System) reference model. The archived objects should be reusable in the sense of the FAIR (Findable, Accessible, Interoperable, and Reusable) guiding principles. Organisations like national (digital) archives, computing or professional (domain-specific) data centers as well as libraries might offer specific archiving services and act as partner organisations of scientific collections facilities. The guideline consists of key messages that have been defined. They address the collection community, especially the staff and leadership of taxonomic facilities. Aspects of several groups of stakeholders are discussed as well as cost models. The guideline does not recommend specific solutions for archiving software and workflows. Supplementary information is delivered via a wiki-based platform for the COST MOBILISE Archiving Working Group WG4.

Genomics and molecular imaging, along with clinical and translational research have transformed biomedical science into a data-intensive scientific endeavor. For researchers to benefit from Big Data sets, developing long-term biomedical digital data preservation strategy is very important. In this opinion article, we discuss specific actions that researchers and institutions can take to make research data a continued resource even after research projects have reached the end of their lifecycle. The actions involve utilizing an Open Archival Information System model comprised of six functional entities: Ingest, Access, Data Management, Archival Storage, Administration and Preservation Planning. We believe that involvement of data stewards early in the digital data life-cycle management process can significantly contribute towards long term preservation of biomedical data. Developing data collection strategies consistent with institutional policies, and encouraging the use of common data elements in clinical research, patient registries and other human subject research can be advantageous for data sharing and integration purposes. Specifically, data stewards at the onset of research program should engage with established repositories and curators to develop data sustainability plans for research data. Placing equal importance on the requirements for initial activities (e.g., collection, processing, storage) with subsequent activities (data analysis, sharing) can improve data quality, provide traceability and support reproducibility. Preparing and tracking data provenance, using common data elements and biomedical ontologies are important for standardizing the data description, making the interpretation and reuse of data easier. The Big Data biomedical community requires scalable platform that can support the diversity and complexity of data ingest modes (e.g. machine, software or human entry modes). Secure virtual workspaces to integrate and manipulate data, with shared software programs (e.g., bioinformatics tools), can facilitate the FAIR (Findable, Accessible, Interoperable and Reusable) use of data for near- and long-term research needs.

Within the past few years, there has been a steady, substantial growth of interest in “long-term” archiving of digital data. This problem is particularly acute in many branches of engineering design, where cycles of technological obsolescence in supporting tools happen much more rapidly than those of designed products. Capturing and preserving design knowledge through these cycles is a major challenge that has come to be recognized by many government, industry, and research organizations. The ability to do so has important operational, efficiency, and legal ramifications for the manufacturing industry and its customers. This paper describes this problem, presenting examples of both why it must be addressed and why it is a challenge. In particular it relates preservation of engineering data to digital archiving efforts in other domains as well as ongoing work within the engineering research community on design repositories. As is shown, long term archiving of digital design knowledge draws upon both but possesses its own unique issues. Much of this discussion is couched within the language of the ISO Open Archival Information Systems (OAIS) Reference Model, including a mapping from an existing significant design repository into the OAIS model. In this way, it is hoped that this paper will widen the discussion on digital archiving within the community of this conference as well as help connect to research in other areas.

ESA-ESRIN, the European Space Agency Centre for Earth Observation (EO), is the largest European EO data provider and operates as the reference European centre for EO payload data exploitation. EO Space Missions provide global coverage of the Earth across both space and time generating on a routine continuous basis huge amounts of data (from a variety of sensors) that need to be acquired, processed, elaborated, appraised and archived by dedicated systems. Long-term Preservation of these data and of the ability to discover, access and process them is a fundamental issue and a major challenge at programmatic, technological and operational levels.Moreover these data are essential for scientists needing broad series of data covering long time periods and from many sources. They are used for many types of investigations including ones of international importance such as the study of the Global Change and the Global Monitoring for Environment and Security (GMES) Program. Therefore it is of primary importance not only to guarantee easy accessibility of historical data but also to ensure users are able to understand and use them; in fact data interpretation can be even more complicated given the fact that scientists may not have (or may not have access to) the right knowledge to interpret these data correctly.To satisfy these requirements, the European Space Agency (ESA), in addition to other internal initiatives, is participating in several EU-funded projects such as CASPAR (Cultural, Artistic, and Scientific knowledge for Preservation, Access and Retrieval), which is building a framework to support the end-to-end preservation lifecycle for digital information, based on the OAIS reference model, with a strong focus on the preservation of the knowledge associated with data.In the CASPAR Project ESA plays the role of both user and infrastructure provider for one of the scientific testbeds, putting into effect dedicated scenarios with the aim of validating the CASPAR solutions in the Earth Science domain. The other testbeds are in the domains of Cultural Heritage and of Contemporary Performing Arts; together they provide a severe test of preservation tools and techniques.In the context of the current ESA overall strategies carried out in collaboration with European EO data owners/providers, entities and institutions which have the objective of guaranteeing long-term preservation of EO data and knowledge, this paper will focus on the ESA participation and contribution to the CASPAR Project, describing in detail the implementation of the ESA scientific testbed.

This paper aims to give state-of-the-art information about digital preservation activities in the Czech Republic during the last decade to an English-speaking audience. We briefly describe major phases of the “digital” projects. These were mainly in libraries, with some references to museums, galleries and archives. We focus on aspects related to the preservation of collected born-digital and digitised content. Even now, digital preservation activities in heritage institutions are often on the periphery of the interest of all stakeholders and the infrastructure supporting digital preservation of data in heritage institutions is not well financed or coordinated. Even though the “long decade”, which lasted from the dramatic events of 2002 until approximately 2014, saw a number of successful projects creating digital data in Czech libraries, the handful of projects which were in part focused on digital preservation were not flexible enough to accommodate user requirements and were failing to meet expectations. There is still much room for further development in the area of long-term preservation of digital data in the Czech Republic. This article is a shortened version of one of the analyses written under the “Strategy of the research, development and innovation for the years 2010–2015” program of the Moravian Library in Brno, Czech Republic.

In Austria, archaeological research and excavation practice is shaped by a legislative framework and institutional actors. Besides the institutions, the role of private archaeological contractors has grown in the last decade and recently non-commercial associations have been founded. According to the Austrian Monument Protection Act, the Federal Monuments Authority issues permits for any archaeological excavation or survey activity. Documentation and preservation of physical material are regulated by the Monument Protection Act as well as by dedicated guidelines published by the Federal Monuments Authority. With the recent increased use of digital methods, the importance of preserving and disseminating digital data has risen. Although the Austrian government pursues a digitisation agenda including the promotion of Open Science, the availability of repositories suitable for long-term preservation of digital data does not meet the requirements arising from the ever-increasing amount of data.

In 2007, the Koninklijke Bibliotheek, the Dutch National Library (KB-NL), started the project ‘webarchiving’ based on a selection of Dutch websites. The initial selection of 1000 websites has currently grown into over 12,000 selected websites, crawled at different intervals. Although due to legal restrictions the current use is limited to the KB-NL reading room, it is important that the KB-NL includes the requirements of the (future) users in its approach to creating a web collection. With respect to the long-term preservation of the collection, we also need to incorporate the requirements for long-term archiving in our approach, as described in the Open Archival Information System (OAIS) Model ISO 14721: 2012. This article describes the results of a research project on webarchiving and the web collection of archived sites in the KB-NL, investigating the following questions. What is webarchiving in the Netherlands? What are the selection criteria of KB-NL and how are these related to what can be found on the Dutch web by the contemporary user? What is the influence of the choice of tools we use to harvest the final archived website? Do we know enough of the value of the web collection and the potential usage of it by researchers and how can we improve this value? This article will describe the outcomes of the research, the conclusions and advice that can be drawn from it and it is hoped will inspire broader discussions about the essence of creating web collections for long-term preservation as part of cultural heritage.
