In connection with the widespread use of optoelectronic systems, an overview of the development of adaptive optics is given as an effective means of eliminating the irregular distortions that occur when light propagates in an inhomogeneous medium using controlled optical elements. A description of this rapidly developing field of science and technology is presented. Many ideas developed in recent years have been expressed quite a long time ago, but only now, in connection with the creation of a modern element base of optical-electronic systems and devices, they are beginning to be introduced into the widest fields of science and technology. Many ideas developed in recent years have been expressed quite a long time ago, but only now, in connection with the creation of a modern element base of optical-electronic systems and devices, they are beginning to be introduced into the widest fields of science and technology. A retrospective analysis of the development of adaptive optics from ideas to embedded systems in astronomy, in research into the physics of high-power lasers, in medicine has been carried out. The present state of development of systems of adaptive optics in stellar and solar astronomy is presented, some results of their use in systems for the distortion correction of high-power laser systems and complexes are presented.

Abstract High optical power is considered as the source of failures in passive optical elements. Optical connectors, in particular, have been studied because of the unavoidable exposure of their optical interfaces to environmental issues during insertion and extraction. Cleaning and insertion/extraction procedures are investigated. Evidence for burn-out, depending on the different procedures, calls for new suitable rules for handling during equipment operation and testing.

The last triennium, and coincidentally the last few years of the 20th century, has been a most remarkable time for Commission 9, and for astronomy in general. Ground-based astronomy in particular has received an enormous boost due to the arrival of an astonishing array of new telescopes, novel instruments and innovative techniques. For those of us closely involved in developing new observatories, instrumentation or detectors, the last few years have been rather hectic! As an astronomer with a long-time interest in the development of new instruments, what amazes me is the breadth of technology and the visionary scope of all these incredible new achievements. Many of the very large 8-10 meter class telescopes are now coming into full operation – yet, just as this is happening, numerous smaller “survey” telescopes are providing a wealth of new sources. Adaptive optics is being practiced at many sites and diffraction-limited imaging from the ground is now a reality. Several optical-IR interferometers are now working and more are coming along very soon. Detectors continue to get bigger and better, especially for the infrared, and instrumentation is increasingly more sophisticated, complex and efficient. Remote observing, robotic telescopes and global networks of telescopes are common, and international collaborations are larger and stronger than ever before.

For a long time, the study of the brain capabilities for the improvement of the quality of education has been an urgent direction in pedagogical science. Due to the development of digitalization, new areas of research have emerged related to the use of special equipment that makes it possible to assess and control brainwork, develop mental abilities, cognitive functions, etc. One of them is neurotechnology, which is an effective means of transforming the educational process: it offers educational content based on the individual characteristics of students. Thus, a need to concretize the terminology and determine the current research areas arises. The article aims to attempt to fill this gap with the help of a representative analysis of publications on neurotechnologies, as well as the essence of neuroeducation.

The intensive development of autonomous underwater robotic complexes is very important for the development of the World Ocean. One of the main problems of using underwater robotic complexes is an increase searching efficiency of underwater devices based on the integration of the capabilities of onboard radio-electronic systems of obtaining information in various physical fields. Analyzing the physical basis of the search, including the consideration of the environment of its conduct, objects, as well as detection tools, it can be noted that the result of the search operations of the same objects in the same water areas for various underwater robotic complexes depends on what means of detection they are equipped. The presence of a certain set of the technical means will specify the development of the optimal sequence of actions of the search algorithm. The creation of such algorithms in relation to the task of increasing the search potential of underwater robotics will determine the direction of the research that ensures the formation of an optimal system of underwater search. Efficient use of search resources substantiates the conclusion that radio-electronic means of submersibles forming the system of underwater search, include the number of devices functionally interconnected for its effective conduct. The specified combination is aimed at the formation of the so-called integrated search system, which provides an exchange of information between different channels of searching devices about all objects detected. The article provides proposals for the creation of integrated search systems taking into account practical experiments and experience in designing underwater vehicles capable to implement the optimal system of underwater search using laser technologies.

The article considers activity of particular representative of German socialistic movement – Ferdinand Lassalle. Historical figure of this person is connected with the history of German labor movement, the creation of first independent labor organization – the General German Workers’ Association (1863). Historical image of F. Lassalle was for the long time being brightened by historians one-sidedly, through ideological and personal difficulties with K. Marx and F. Engels. Unlike K.Marx, for whom a state and its structures where just superstructure, in other words – social and economic basis, for F.Lassale development of social formation is a natural historical process. K. Marx gambled on revolution, which had to destroy internal contradictions of the society, while F. Lassale gambled on parliament fighting, which, in his opinion, would discover the way to democratic transformations in society. F. Lassalle remains being bright, talented and discrepant person. Generally, his life and activity in the whole will have always been interesting for researchers. The whole of his life he was emphatically espousing the general, equal, straight right to vote, which, to his mind, would eliminate different problems of capitalist system and would promote building of democratic society. He was attracted by the idea of republic and democratic lawful state. F. Lassale had been studying problems of state and power, insisted on meaning of political institutions, role of human factor in history. He thought that constitution is a reflection of correlation of powers in fight for authority. That is why, by the means of agitation and popularization of democratic ideas he was trying to unite the labor movement to greater activity and to rally it. By the beginning of the 60th of XIX century he had been an adherent of democratic lawful state with the republican form of government. In the second half of the 60th he became a supporter of “social monarchy”. During his presidency at the General German Workers’ Association, the principles of authoritarianism were the dominating features of his activity. The General German Workers’ Association, which was created by him, afterwards facilitated the creation of German social democratic party.
