Non-traditional security issues are increasingly relevant in international relations discussions nowadays. Threats do not only come from the military aspect but could also come from the climate crisis, terrorism and global pandemic. As happened recently, countries in the Asia Pacific are facing a non-traditional threat, namely Covid-19, which threatens all aspects of human security, especially health security. At the same time, several countries have implemented lockdown, but this policy has resulted in violence against women. This is certainly an issue that must be resolved by countries in the Asia Pacific region, as well as UN Women as an international organization that is responsible for issues concerning basic rights for women. In this study, the authors analysed the response that shown by countries in the Asia Pacific. The results of this study indicate that violence against women in the Asia Pacific was triggered by, among others: (1) the increasing interaction between victims and perpetrators, (2) environments that trigger acts of violence, and (3) limited support services. Thus, the authors examined how the policy responses of Asia Pacific countries in resolving the violence against women that occurred during the Covid-19 pandemic.

The Article is devoted to the humanitarian cooperation between Russia and Vietnam in 1991-2019. Currently, Russia and Vietnam are united by the desire to structure the regional subsystem through joint participation in economic integration and strengthening the security system in the Asia-Pacific region. In this regard, the question of how Russia and Vietnam build bilateral relations, characterized as a comprehensive strategic partnership, is becoming more and more relevant. The most interesting is the humanitarian aspect of relations, since in the modern realities of globalization, in addition to the military and economic aspects of bilateral interaction between States that claim a significant role in the system of international relations, it is humanitarian imperatives that acquire special significance. By promoting their national culture in the partner country and developing bilateral ties in the fields of education, science, information, sports and tourism, the countries strengthen their bilateral relations, which allows them to coordinate their actions more confidently and realize their national interests at the global and regional levels. The purpose of the article is to identify trends in Russian-Vietnamese humanitarian relations in 1991-2019. To achieve this goal, an analysis of the legal framework of humanitarian relations between Russia and Vietnam was conducted, as well as the content of humanitarian relations between the two countries in the field of education, culture and humanitarian contacts. The authors considered the significance of the studied segment of bilateral relations in the national political and expert-analytical discourses of Russia and Vietnam. The article notes the existence of historical and organizational potential necessary for implementation in the Russian-Vietnamese humanitarian dialogue. The authors conclude that the humanitarian aspect plays an important role, since it is an integral part of bilateral relations and a promising component of the implementation of national interests.

A virus started to spread in China by the end of 2019. Soon after, the world faces a global pandemic known as the Covid-19. The deadly and highly contagious virus threatens not only health security but also various social-economic aspects. In the chaotic world, the advancement of transportation technology contributes to the accelerated spread of the Covid-19 virus. The global movement of people becomes the biggest challenge for the national government to tackle during the global pandemic. Countries take different policies and measures to mitigate the spread of the virus. This paper conducts comparative policy analysis on two cases: Vietnam and Indonesia. The paper argues that the Vietnamese government tackles the virus mitigation more efficiently than the Indonesian government despite Vietnam's close geographical location to China. The Indonesian government is also relatively slower than the Vietnamese government concerning the policy responses.

The security issues of the Asia-Pacific region have been analyzed against the background of the ongoing situation with the nuclear program being conducted in the DPRK. The situation is complicated by the confrontation of other stakeholders pursuing their own interests, primarily the United States and China. Russia's position on the nuclear issue in the Korean peninsula and regional security in general also has a significant impact on the process.

AbstractAmidst the understandable enthusiasm for enlarging the traditional state-centred view of security and embracing a “human security” agenda, little scholarly attention has been paid to the implications of this shift for international law. This article first charts the scope and genesis of “human security,” including within the United Nations and in the Asia-Pacific region, and traces the views of key Asian governments on the concept. It then analyses the relationship between human security and human rights and highlights the likely adverse impacts on human rights law. The remainder of the article considers how the human security agenda may destabilize the constitutional distribution of powers among UN organs under the UN Charter, especially by transferring power away from the more participatory General Assembly and towards the less representative and less accountable Security Council. In line with the position of some Asian States, this article reasserts that UN organs other than the Security Council, along with other major international institutions, are the appropriate bodies within which to pursue and address human security issues. In particular, the General Assembly and the Economic and Social Council require revitalization to avoid the trap of securitizing issues that are better framed as developmental and social concerns.

The article considers the most significant aspects of military cooperation between Russia and Japan within the framework of the development of interstate relations in the Post-Soviet period. It features the main factors that influence the content and intensity of contacts between the defense departments. The current study assesses the interaction in the context of the military-political situation in the north of the Asia-Pacific region and the models of the development of the Russian Military Forces and Japan's self-defense forces. The process of cooperation in the field of defense policy has been divided into several chronological stages, but the stability of the region has always remained a priority. It is concluded that further development of military cooperation between Russia and Japan may give positive results in the fight against international terrorism, as well as prevent uncontrolled actions in case a negative scenario unfolds on the Korean peninsula. The interaction of the Russian Federation and Japan in the military sphere and security is becoming one of the drivers of the development of relations between the countries in the near future, along with economic and technological spheres and cultural exchange. The process of military cooperation between the states, in turn, has already become a factor of stability in the northern part of the Asia-Pacific region.
