The humanitarian aspect of the strategic partnership between Vietnam and Russia

The Article is devoted to the humanitarian cooperation between Russia and Vietnam in 1991-2019. Currently, Russia and Vietnam are united by the desire to structure the regional subsystem through joint participation in economic integration and strengthening the security system in the Asia-Pacific region. In this regard, the question of how Russia and Vietnam build bilateral relations, characterized as a comprehensive strategic partnership, is becoming more and more relevant. The most interesting is the humanitarian aspect of relations, since in the modern realities of globalization, in addition to the military and economic aspects of bilateral interaction between States that claim a significant role in the system of international relations, it is humanitarian imperatives that acquire special significance. By promoting their national culture in the partner country and developing bilateral ties in the fields of education, science, information, sports and tourism, the countries strengthen their bilateral relations, which allows them to coordinate their actions more confidently and realize their national interests at the global and regional levels. The purpose of the article is to identify trends in Russian-Vietnamese humanitarian relations in 1991-2019. To achieve this goal, an analysis of the legal framework of humanitarian relations between Russia and Vietnam was conducted, as well as the content of humanitarian relations between the two countries in the field of education, culture and humanitarian contacts. The authors considered the significance of the studied segment of bilateral relations in the national political and expert-analytical discourses of Russia and Vietnam. The article notes the existence of historical and organizational potential necessary for implementation in the Russian-Vietnamese humanitarian dialogue. The authors conclude that the humanitarian aspect plays an important role, since it is an integral part of bilateral relations and a promising component of the implementation of national interests.

Mongolia’s security primarily depends on how the country develops respective bilateral relations with its neighbors and great powers including the United States. In this sense, it is important to examine U.S. foreign policy, in particular, its Asia policy as well as interests pursued by Washington while promoting bilateral relations with Mongolia, as the nexus between those parties should be considered in foreign policymaking of Mongolia. On the other hand, relations with Mongolia has been a part of U.S. policy towards the Asia-Pacific region. However, under the leadership of President Trump, the U.S. administration re-defined its policy towards the region by replacing Asia-Pacific with the label of Indo-Pacific. Only two years later since Mongolia and the United States marked the 30th anniversary of the establishment of diplomatic relations, the two countries elevated their ties to a strategic partnership in 2019. In this article, the authors seek to explain what is the Indo-Pacific partnership and express their views. The article is devoted to the analysis of partnership relations between the Russian Federation and the Association of Southeast Asian Nations (ASEAN). The study is relevant as in 2018 at the summit in Singapore the Russia-ASEAN dialogue was brought to the level of strategic partnership, and today active and dynamic relations are being formed between Russia and ASEAN, stimulating foreign economic and trade activities. Special attention is paid to cooperation during the Coronavirus pandemic. Russia’s practical role in strengthening ASEAN’s positions in the Asia-Pacific region is also analyzed. The article focuses on both the achievements and the problems of bilateral relations, as well as on outlining the prospects for their further development. The author comes to the conclusion that nowadays the presence of political will allows Russia and ASEAN to develop their relations quite dynamically, and the parties solve any problems in the spirit of mutual understanding and respect, which outlines rather broad prospects for cooperation.

In the post-Soviet era, after a period of stagnation of the 90s, Russia and Mongolia began to actively cooperate, using and updating the economic potential created during the years of cooperation between Mongolia and the USSR. Goal. Explore modern conditions for the transition from stagnation in relations between Russia and Mongolia to cooperation. Tasks. Assess the readiness of the two countries to resume wide-ranging communications on mutually beneficial conditions. Methodology. The use of methods of scientific knowledge, the experience of economic relations of large and small countries in conditions of instability of the world economy, new threats and challenges in the XXI century. Results. It is proved that on the basis of mutually beneficial economic cooperation and coordination of domestic and foreign policies, Russia and Mongolia have created guarantees to maintain peace and promote integration in the Asia-Pacific region. Findings. Using the example of studying bilateral relations between Russia and Mongolia together with tripartite ones in the new Russia-Mongolia-China format, the possibility of reducing the dominance of China's role in Mongolia, reducing American influence and pressure on the leadership of Mongolia in order to weaken the Russian and Chinese presence is proved.

China devoted much effort to manage its relations with Asia-Pacific countries in 2012 due to the US pivot to the region. China views the military-centric focus of the US pivot as directed at China and as emboldening regional countries to be more assertive in their territorial claims vis-à-vis China. In 2013, the Chinese leadership will likely strike a balance between seeking a stable external environment and standing firm on issues concerning China's national interests.

The article is devoted to the study of the formation of the US foreign trade course in the Asia-Pacific region. Special attention is paid to the factors in bilateral relations with the TPSEP countries, which had a key influence on the decision of the George W. Bush administration to join the partnership. The author comes to the conclusion that failures in the implementation of the multilateral format of regional trade liberalization contributed to the fact that the United States entered the negotiation process on the TPSEP.

In this interview, Oleh Domin, Ambassador Extraordinary and Plenipotentiary of Ukraine to the People’s Republic of China, underscores that the PRC is one of the world’s principal economic and political actors with an ever-growing ambition to become a global leader. The political and economic importance of the country, its ability to have an impact at the global and regional levels, and promising prospects of Ukrainian goods in the Chinese market determine Ukrainian foreign policy towards China. The bilateral relations between Ukraine and China constitute a strategic partnership. China consistently supports the sovereignty and territorial integrity of Ukraine. Besides, it is ranked the first among the trade partners of Ukraine in the Asia-Pacific region. The important areas are investments in Ukrainian infrastructure, which ensure economic development in general, scientific collaboration and development of cutting-edge technologies, Ukraine’s traditional strong suit and an attracting factor for its Chinese partners; cooperation in renewable energy aimed at ensuring energy security of Ukraine. The Ambassador emphasises that diplomatic missions play a pivotal role in the development of cooperation between the two countries in the realm of culture, as exemplified by the results of the extensive cooperation of the Embassy of Ukraine in the PRC with cultural and art institutions and non-governmental organisations. The Ukrainian studies in China are gaining momentum. In general terms, the expansion of areas for cultural and humanitarian cooperation between Ukraine and the PRC and rejuvenation of respective contacts provide many favourable opportunities for deepening practical collaboration, strengthening of trust and mutual understanding between the peoples of China and Ukraine. Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Due to unprecedented rise of China in the economic, political and social domains world is shifting its strategic focus from the European Politics to both continental and maritime domains of Asia resulting in a challenge for the US and its allies. US, China and India are tied into strategic ingredients of cooperation, competition and containment. US intends to assign India an appropriate, competitive and probable offshore balancing role against China - that is, a strategy of balancing without containment. Engaging into an active conflict is not envisaged due to close integration of these powers in terms of economic, political, social and cultural domains. Indo US close strategic coordination is win-win situation for both the countries. India may become an offshore balancing power for US to retain its influence in Asia Pacific region against China and its allies; On the other hand it brings treasure of opportunities for India to strengthen its military arsenal with open doors of US sophisticated technology with the co-production and co-development framework. This generous access to the state of the art military hardware would enhance India's power projection capabilities to the maximum, posing security implications for neighbors' and adversaries to India. Moreover growing Indo US nexus aiming balancing and containment of China has serious regional strategic security implications.

The article presents an overview of the international conference Russia and ASEAN in Asia-Pacific Region: Dynamic of Cooperation, Regional Processes and the Global Context that was held at MGIMO University on October 15-16, 2021. The event was a part of the 13th Russian International Studies Association (RISA) Convention. This year the conference was dedicated to the 25th anniversary of Russia-ASEAN Dialogue Partnership and 30th anniversary of their bilateral relations. The overview is focused on the presentations, covering Russia-Vietnam relations and the role of Vietnam in ASEAN-Russia partnership, as well as Vietnams position within the region.
