A virus started to spread in China by the end of 2019. Soon after, the world faces a global pandemic known as the Covid-19. The deadly and highly contagious virus threatens not only health security but also various social-economic aspects. In the chaotic world, the advancement of transportation technology contributes to the accelerated spread of the Covid-19 virus. The global movement of people becomes the biggest challenge for the national government to tackle during the global pandemic. Countries take different policies and measures to mitigate the spread of the virus. This paper conducts comparative policy analysis on two cases: Vietnam and Indonesia. The paper argues that the Vietnamese government tackles the virus mitigation more efficiently than the Indonesian government despite Vietnam's close geographical location to China. The Indonesian government is also relatively slower than the Vietnamese government concerning the policy responses.

This chapter provides a short history and epidemiological overview of the Covid-19 pandemic, from its origin in Wuhan, China, to its spread across Asia and around the world. It identifies the five law and policy themes discussed in this book—first wave containment measures; emergency powers; technology, science, and expertise; politics, religion, and governance; and economy, climate, and sustainability—and concludes with some reflections and questions on Asia’s role in formulating responses to a pandemic in particular, and global crises more generally. Although Covid-19 quickly became a global pandemic, a focus on responses in Asia is both practical and intellectually defensible for three main reasons. First, China was the epicentre of the pandemic, which spread throughout January and February to other parts of the region. Second, Asia’s legal and political diversity provides a complex environment in which to study the challenges of policy responses and inter-governmental coordination, even without shifting to the global scale. Finally, Asia’s sheer size complicates matters even further.

Still, according to my the language used will be difficult for ordinary people to implement.Communism has proven to successfully deal with a pandemic established by China that can handle pandemics well. The number of positive cases of Covid-19 has decreased. Even when positive cases of Covid-19 in other countries have increased, China has opened a lockdown policy for its people in several cities. Of course, this is good news for everyone. Countries often make external contacts based on some regulations and response to unfolding events. Thus, external policy to an extent pertains to the guiding principles outlined to be pursued through state values, decisions and actions taken by the states themselves and their attempt to develop, manage and control the external relations of national societies.
