The category “native speaker” is flawed because it fails to consider the diversity between the speaker groups falling under its scope, as highlighted in previous literature. This paper provides further evidence by focusing on the similarities and differences between heritage speakers (HSs) and monolingually-raised speakers (MSs) of their heritage and majority languages. HSs are bilinguals who acquire a family (heritage) language and a societal (majority) language in early childhood. Naturalistic exposure from early childhood qualifies them as native speakers of their heritage language. Some HSs are simultaneous bilinguals, which makes them native speakers of their majority language as well. Others are early second language acquirers who may be indistinguishable from simultaneous bilinguals. Previous research shows that the heritage language productions of German HSs in the United States do not completely overlap with those of German MSs, who are, by default, native speakers. In overall clause type selection (independent main, coordinate main, and subordinate), the HSs differ from German MSs in German but are similar to English MSs in English. The present study examines the distribution of finite subordinate clauses and their types (relative, complement, and adverbial) across registers in 27 adolescent HSs of German in the United States, compared to 32 adolescent MSs of German and 32 MSs of English. All participants described a short video in two settings (formal/informal) and two modes (spoken/written). Results demonstrate that, even with respect to a specific phenomenon (subordinate clauses), HSs show similarities and differences to MSs of both languages. Concerning the distribution of subordinate clause types, HSs behave similarly to both English and German MSs. Concerning subordinate clauses in general, HSs use them less frequently than MSs in German. In English, the difference is more nuanced: HSs differentiate between settings in both modes, while MSs do so only in the written mode. This indicates that the category “native speaker” is not a meaningful descriptor since it covers speakers with varying production patterns. We propose that studies including native speakers should assure transparency and replicability of research by specifying and taking into account speaker characteristics such as bilingualism, proficiency, exposure and dominance.

This article examines the current status of Chinese as a heritage language (CHL) in the United States, referring to the Capacity-Opportunity-Desire (COD) framework (Grin, 1990, 2003; LoBianco, 2008). After briefly describing the linguistic profile of Chinese immigrants in the United States, the current status and future prospects of CHL in the United States are discussed. Thearticle concludes that a wide variety of programs are available to CHLspeakers, compared to those available decades ago. However, heritage speakers’ capacity in Chinese will be developed only when they have opportunities to use thelanguage and a desire to learn it.

Limited knowledge of formal registers has been deemed one of the common characteristics of heritage speakers (Polinsky & Kagan, 2007). Because their exposure to the heritage language is generally limited to contact with immediate family, the language of heritage speakers may lack the elements normally acquired in formal settings. Polish formal forms of address, i.e., addressing all strangers and non-relative adults as pan “mister” or pani “madam,” as well as all the grammatical rules governing their use, such as third-person verbal morphology and the vocative case, are examples of such elements. The present study investigated receptive knowledge of formal forms of address in Polish heritage speakers in the United States. In this study, nine heritage speakers, four L2 learners, and six native speakers of Polish judged the acceptability of utterances addressed to various persons in various formal situations. The results indicate that heritage speakers exhibit limited knowledge of formal forms of address, both in terms of the grammar involved and the social contexts that call for them – with the latter divergence, in particular, potentially attributable to transfer from English. The responses of heritage speakers differ significantly not only from those of native speakers, but also of L2 learners of Polish, who outperformed heritage speakers in this task. Since the use of formal forms of address and the vocative case in contemporary Polish is limited to formal settings, the limited knowledge of these forms in heritage speakers may result from the insufficient input they receive.

The article offers a comprehensive assessment of the linguistic viability of Russian as a heritage language in the United States, following a framework that provides three factors involved in promoting language vitality (Lo Bianco, 2008a, 2008b): capacity, the level of knowledge that heritage speakers of Russian have in the heritage language and the factors that create conditions for development of such capacity; opportunities for the use of Russian in different domains and contexts; and heritage learner motivations and desire for continued use of Russian and for developing the skills necessary for its maintenance and transmission

Previous research has suggested that child but not adult immigrants to the United States and Canada make regular progress learning English as their length of residence (LOR) increases. If children and adults received the same kind of second language (L2) input, such evidence would support the existence of a critical period for L2 acquisition. The present study compared groups of Chinese adults living in the United States who differed in LOR in order to assess the role of input in adults' naturalistic acquisition of an L2. We assessed the Chinese participants' identification of word-final English consonants (experiment 1), their scores on a 144-item grammaticality judgment test (experiment 2), and their scores on a 45-item listening comprehension test (experiment 3). The Chinese participants were assigned to one of four groups (n = 15 each) based on LOR in the United States and their primary occupation (students vs. nonstudents). Significantly higher scores were obtained for the students with relatively long LORs than for the students with relatively short LORs in all three experiments. However, the difference between the nonstudents differing in LOR was nonsignificant in each instance. The results suggested that the lack of an effect of LOR in some previous studies may have been due to sampling error. It appears that adults' performance in an L2 will improve measurably over time, but only if they receive a substantial amount of native speaker input.

This chapter examines the principles of fiduciary doctrine that are found in contemporary common law systems. More specifically, it considers the current similarities and differences between various jurisdictions such as England, Australia, Canada, and the United States. The similarities focus on the duties of loyalty, care and skill, and good faith, as well as when fiduciary duties arise and the kinds of interests that are protected by recognition of fiduciary relationships. The chapter also discusses the issue of differences between various jurisdictions with regard to the duty of care and skill before concluding with an analysis of differences between remedies that are made available in the various contemporary common law jurisdictions when a breach of fiduciary duty arises. It shows that the regulation of fiduciaries appears to be reasonably consistent across common law jurisdictions and across various types of actors, even as such actors are expected to meet differing standards of care. Statute plays a key role in the regulation of various kinds of fiduciary actors, especially corporate directors.

PurposeThe Girl Who Buried Her Dreams in a Can, written by Dr Tererai, profiles a cultural, yet global experience of the power of believing in one's dream. Through this study of the similarities and differences of how children in the United States and abroad live and dream of a better life, this lesson seeks to enhance students' understandings of the power and authority they possess to effect change not only within their own lives but also in the lives of countless others in world. After reading the text, students will work to create vision boards illustrating their plans to effect change within their homes, schools, communities, states or countries. They will present their plans to their peers. To culminate the lesson, the students will bury their dreams in can and collectively decide on a future date to revisit the can to determine how far they have progressed in accomplishing their goals.Design/methodology/approachThis is an elementary grades 3–6 lesson plan. AbstractTo evaluate the effect of extended adult exposure to authentic spoken English on the perceptual mastery of English /r/ and /l/, we tested 12 native speakers of English (A), 12 experienced Japanese (EJ) who had spent 12 or more years in the United States, and 12 less experienced Japanese (LJ) who had spent less than one year in the United States. The tests included the forced-choice identification of naturally produced /r/s and /1/s and the labeling of word-initial synthetic tokens that varied F2 and F3 to form an /r/-/l/-/w/ continuum. The F.Js’ mean performance in both tasks was closer to that of the As than the LJs, but nonetheless fell short. Extended exposure may improve /r/-/l/ identification accuracy; it does not ensure perfect perceptual mastery.

In this paper, we use publicly available data from the Medical Expenditure Panel Survey - Insurance Component (MEPS-IC) to investigate the effect of Massachusetts' health reform plan on employer-sponsored insurance premiums. We tabulate premium growth for private-sector employers in Massachusetts and the United States as a whole for 2004 - 2008. We estimate the effect of the plan as the difference in premium growth between Massachusetts and the United States between 2006 and 2008—that is, before versus after the plan—over and above the difference in premium growth for 2004 to 2006. We find that health reform in Massachusetts increased single-coverage employer-sponsored insurance premiums by about 6 percent, or $262. Although our research design has important limitations, it does suggest that policy makers should be concerned about the consequences of health reform for the cost of private insurance.

The professional smuggling of mass consumption products develops when demand for a product is not adequately fulfilled by the legitimate market. The difficulties encountered in supplying are, in most contemporary cases, caused by real rarity of the desired product. For other cases, however, the rarity is largely virtual in that government taxes aimed at the product in question lead to increasing the product's price to a prohibitive end. This was the case with cigarettes in Canada between 1985 and 1994. Before both, the federal and provincial, governments decided to drastically decrease cigarette taxes in February 1994, the price for a pack of cigarettes was five to six times higher than the same product in the United States. This article begins with a brief review of the contribution made by economists in regard to contemporary smuggling. Focus will be aimed at common characteristics of the smuggling phenomenon across the world. Elements which are more particular to the Canadian smuggling situation will be identified as well. While the difference in the price of cigarettes between Canada and the United States would seem to be the undeniable driving force behind the development of smuggling activities at the countries ' border, one key question remains unexplained. Why was the volume of contraband unequally distributed across Canada even though the price of cigarettes remained largely consistent throughout all provinces? The level of organization of smuggling networks was much higher in Eastern Canada, and particularly in Quebec, than it was in the western provinces. It is argued that the reasons for this are not only due to price, but to a series of political, historical, and geographical factors which allowed cigarette smugglers to function better in Quebec than in the rest of the country.

The United States has never been culturally or religiously homogeneous, but its diversity has greatly increased over the last century. Although the U.S. was first a multicultural nation through conquest and enslavement, its present diversity is due equally to immigration. In this paper I try to explain the difference it makes for one area of thought and policy – equal opportunity – if we incorporate cultural and religious pluralism into our national self-image. Formulating and implementing a policy of equal opportunity is more difficult in diverse, pluralistic countries than it is in homogeneous ones. My focus is cultural and religious diversity in the United States, but my conclusions will apply to many other countries – including ones whose pluralism is found more in religion than in culture.
