At present, China’s cross-border e-commerce has ushered in a golden period of development. When developing cross-border e-commerce, enterprises should first assess the market climate of the target country and reasonably select the target country. Based on the PESTEL theory, an evaluation index system is established for China’s cross-border e-commerce overseas strategic climate. Taking “One Belt, One Road” as the opportunity and background, the overseas strategic climate of cross-border e-commerce in 62 countries along the “One Belt, One Road” is selected as the research object, and the Decision Tree and Adaptive Boosting classification methods in machine learning are applied to train and predict the established index system. Finally an overall picture of the overseas strategic climate of the 62 countries is obtained. The results are compared and analysed in depth to identify the most suitable countries for cross-border e-merchants and to provide reference for cross-border e-merchants investors.

China’s cross-border e-commerce will usher in a new golden age of development. Based on seven countries which include the Russian Federation, Mongolia, Ukraine, Kazakhstan, Tajikistan, Kyrgyzstan and Belarus along the “Belt and Road”, an evaluation system for cross-border e-commerce investment climate indicators is established in this study. This research applied the entropy method twice to evaluate the investment climate of seven countries based on 5 years panel data comprehensively and these countries are then classified into politics-oriented and industry-oriented countries, and then the weight of indicators for each category is analyzed. In addition, cross-border e-commerce investors are proposed to prioritize industry-oriented countries. Back propagation neural network algorithm is used to map the existing data and optimize the evaluation index system in combination with the genetic algorithm. This research denotes the effort to find out the index evaluation combination corresponding to the best overall score, make the established evaluation index system applicable to other countries, and provide reference for cross-border e-commerce investors when evaluating the investment climate in each country. This study provides the important practical implications in the sustainable development of China’s cross-border e-commerce environment.

The Delphi method is used to establish the risk evaluation index for domestic buyers, online purchasing agent platform and customs supervision department in order to provide a scientific and reasonable evaluaiton index system.

Abstract— The continued advancement of the “One Belt, One Road” strategy, coupling with the rapid development of the Internet, has provided a convenient online platform for cross-border e-commerce enterprises. China’s cross-border e-commerce enterprises have made unprecedented progress. However, at the same time, the problem of intellectual property infringement in cross-border e-commerce has become increasingly prominent, seriously restricting the development of China’s cross-border e-commerce enterprises. On the basis of analyzing the intellectual property strategy of enterprises. This paper describes the necessity of creating an intellectual property strategy for cross-border e-commerce enterprises, and proposes strategies for building relevant intellectual property strategies aimed at the weak awareness of intellectual property and the copycatting of enterprise products, which are common in the operation of cross-border e-commerce enterprises in China.

On the one hand, resource-based cities have played a great role to the economic growth of our country. On the other hand, they have also caused great destruction to China's economic development. The sustainable development evaluation of resource-based cities is a new topic, and its theory and method system remain to be discussed. Taking Pingdingshan City , Henan Province as an example, this paper discusses the evaluation method of sustainable development of resource-based cities. Combining the methods of scientific and practical, typical and comparable, dynamic and operable, comprehensive and hierarchical, taking AHP comprehensive evaluation as the foundation, from resource support ability, environment support ability, social support ability, and economic support ability, this evaluation method choose 47 index to evaluate the sustainable development of resource-based cities. The comprehensive evaluation index system of this paper strives to comprehensive reflect the process of sustainable development of resource-based cities, and hopes to provide some reference for policy making for the sustainable development of resource-based cities.

The 1993/1994 reforms in China created the fiscal space for public investment and rapid growth, based on modern tax instruments (VAT) and administration by offsetting local gainers and losers though the transfer system — and allocation of funds for investment in coastal hubs. Current challenges of congestion, pollution, and growing inequality require the design and financing for new sustainable growth hubs. This will involve an interface between local, national and cross border investments in connectivity under the One Belt One Road Initiative, together with new options for subnational (local) own-taxes, transfers, service delivery and strengthened governance mechanisms to monitor and manage liabilities, including PPPs.

Research on frequent resource conflict in project-driven enterprises to establish the evaluation index system by integrating multiple evaluation rules of project activities, and evaluate two or more activities or tasks in the resource conflict by the multi-level grey comprehensive evaluation method, in which the one that has the highest evaluation value will be given priority to use the resource. The use of specific examples shows that it is practicable to tackle with the resource conflict of the enterprise.
