Abstract— The continued advancement of the “One Belt, One Road” strategy, coupling with the rapid development of the Internet, has provided a convenient online platform for cross-border e-commerce enterprises. China’s cross-border e-commerce enterprises have made unprecedented progress. However, at the same time, the problem of intellectual property infringement in cross-border e-commerce has become increasingly prominent, seriously restricting the development of China’s cross-border e-commerce enterprises. On the basis of analyzing the intellectual property strategy of enterprises. This paper describes the necessity of creating an intellectual property strategy for cross-border e-commerce enterprises, and proposes strategies for building relevant intellectual property strategies aimed at the weak awareness of intellectual property and the copycatting of enterprise products, which are common in the operation of cross-border e-commerce enterprises in China.

Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.

At present, China’s cross-border e-commerce has ushered in a golden period of development. When developing cross-border e-commerce, enterprises should first assess the market climate of the target country and reasonably select the target country. Based on the PESTEL theory, an evaluation index system is established for China’s cross-border e-commerce overseas strategic climate. Taking “One Belt, One Road” as the opportunity and background, the overseas strategic climate of cross-border e-commerce in 62 countries along the “One Belt, One Road” is selected as the research object, and the Decision Tree and Adaptive Boosting classification methods in machine learning are applied to train and predict the established index system. Finally an overall picture of the overseas strategic climate of the 62 countries is obtained. The results are compared and analysed in depth to identify the most suitable countries for cross-border e-merchants and to provide reference for cross-border e-merchants investors.

The international context plays a role in the fight against terrorism that is not to be underestimated. On the one hand, international law poses legal obligations that lead and limit the national legislator in his actions. On the other hand, it has become clear that terrorism nowadays is an international problem that concerns not only individual states but the whole international community. The states have recognized that in order to counter the terrorist threat, an approach only on the national level cannot suffice. As a result, the fight against terrorism has shifted increasingly to the international and supranational level. For Germany the European influence is of particular importance. Therefore, the assessment of the European Commission regarding the handling of terrorist threats gains relevance:Modern terrorism is eminently global. The dissemination of propaganda aiming at mobilization and recruitment as well as instructions and online manuals intended for training or planning of attacks via the Internet have an intrinsic international and cross-border character. The threat is international, and so must be at least part of the answer.”

Blockchain technology was born with the bitcoin cryptocurrency and has been seen as a revolutionary technology since it became possible to design smart contracts and tokens based on it. It has been possible to export this innovation to the most diverse fields, including the culture and entertainment industry and media. However, and after six years of developing different models to incorporate blockchain into journalism, an integrated model to act as a reference in this field is still lacking. After analyzing and grouping the wide potential of blockchain in journalism into so-called regimes, this work points out both promising and failed projects in each of the three regimes proposed: registration, economic, and organizational. It is concluded that, despite the very interesting developments regarding the registration regime and intellectual property protection, on the one hand, and economic regime and tokenization, on the other, the inherent decentralized configuration of blockchain currently represents a large obstacle to the construction of an integrated model for its use in journalism. Resumen Desde que la tecnología nacida para la generación de la criptomoneda bitcoin, blockchain, incorporó la posibilidad de diseñar contratos inteligentes y tokens sobre la misma, se vio como una tecnología revolucionaria. De hecho, está, junto a la robótica y la inteligencia artificial, en el centro de la denominada cuarta revolución industrial. Una innovación capaz de ser llevada a los más diversos campos, entre los que destacaba la industria de la cultura y el entretenimiento en general y los medios de comunicación en particular. Es más, teniendo en cuenta la profunda crisis económica y de confianza que vive el ejercicio de la profesión periodística, se apuntaba como una prometedora alternativa a tener muy en cuenta. Sin embargo, tras seis años de probar con distintos modelos de incorporación de esta al ejercicio del periodismo, aún falta la referencia de un modelo capaz de integrar las capacidades derivadas de la misma en este campo. Parece que aún se está lejos de lo que podría considerarse un modelo blockchain en periodismo, de la misma manera que se está alcanzando en otras industrias o profesiones. En este artículo, tras analizar y agrupar esas potencialidades innovadoras en lo que se han denominado regímenes, se apuntan proyectos prometedores y proyectos fallidos en cada uno de ellos. Se concluye que, si bien se han dado desarrollos muy interesantes en lo que respecta a los regímenes de registro y protección de la propiedad intelectual, por un lado, y económico, a través de la tokenización, por otro lado, el gran obstáculo actualmente está en concretar la fórmula de la organización descentralizada. Un modelo de organización que se encuentra en el corazón de blockchain.
