The gender gap in entrepreneurship has been observed for a long time, explained by both female-specific and gender-neutral factors, but none of these explanations is generally accepted. The aim of the paper is to assess the effect of internal economic dynamics on female entrepreneurship. Economic dynamics is a persistent process affected simultaneously by both endogenous and exogenous factors of a different time horizon, with the development trend and the business cycle as the most important time perspectives. The decomposition procedure of time series is implemented to extract trend and cyclical fluctuations, after which the Vector Error Correction Model (VECM) method is used to estimate models showing the impact of economic dynamics on female entrepreneurship in the long- and medium-run. The study concerns the countries of the Visegrad Group, including Czechia, Hungary, Poland, and Slovakia, and is based on quarterly data from the years 1998 to 2020. The results show that, although the economic dynamics impact female entrepreneurship, to some extent, it is not the most dominant factor. The impact of economic dynamics on female entrepreneurship is much stronger in the trend perspective than in the business cycle perspective. The nature of the effect of economic dynamics on female entrepreneurship is also country-specific.

AbstractThis study aims to analyse the legal decision-making process in the Community of Valencia (Spain) regarding contentious divorces particularly with respect to parental authority (patria potestas), custody and visiting arrangements for children, and the opinions of mothers and fathers on the impact these judicial measures have had on their lives. It also considers the biases in these decisions produced by privileging the rights of the adults over those of the children. Three particular moments are studied: (1) the situation before the break-up, focusing on the invisible gender gap in care; (2) the judicial process, where we observe the impact of hidden gender-based violence and gender stereotypes; and (3) the situation post-decision, showing how any existing violence continues after divorce, by means of parental authority. The concept of ‘motherhood under threat’ is placed at the centre of these issues, where children’s voices are given the least attention.

Perceptions and institutional frameworks can be barriers or facilitators to the development of female entrepreneurship policies. Institutions rely on factual data on the gender gap to evaluate their policies. However, the literature shows that the research and institutions should also analyze the impact of social beliefs on the success of these policies and initiatives. This study focuses on the impact of these perceptions in promoting female entrepreneurship. Data were collected from 287 responses to a questionnaire from Spanish women and men and were analyzed using multivariate regression analysis. The results show that the perception of lack of equality increases the gender gap even if there are specific and effective policies in a society that attempt to eliminate the gender gap in terms of the role of women in the home or positions of power. The main result is that these perceptions ultimately affect women’s entrepreneurial intentions. The results have policy implications for companies and public institutions willing to change the gender narrative about entrepreneurship and design policies and initiatives that help women overcome cultural barriers and effectively promote female entrepreneurship.

The article focuses on regional diversity of the Polish Labor Market from institutional perspective. The Polish Labor Market is geographically diverse in terms of unemployment and employment rates, and also in terms of economic development. At the end of 2013 the difference between the lowest and the highest unemployment rate in the Polish regions was 12.1% (Wielkopolska located in the West Poland has unemployment rate of 9.6% and Warmia - Mazury in the East has unemployment of 21.7%). The question arises whether this difference comes from the structural or institutional sources. The paper describe the character of Polish Labor Market, whereas in the second part, it traces the impact of institutional variables such as real wage, Kaitz index and Gender gap on the regional unemployment rate in 2002–2012 in Poland.

Abstract In this paper, we aim to analyze whether the effect of fiscal policy on economic growth in Algeria differs throughout the business cycle. To tackle this question, we use a Markov Switching Vector Autoregressive (MSVAR) framework. We find evidence of asymmetric effects of fiscal policy through regimes, defined by the state of the business cycle (recession and boom). The results show small positive government spending and revenue multipliers in the short term in both regimes. Most importantly, fiscal policy shocks have a stronger impact in times of economic recession than in times of expansion, which confirm the hypothesis of asymmetric effects. However, the impact of government spending is stronger than the impact of public revenue during recession periods. In addition, fiscal policy decision-makers interact with Anti-Keynesian view (pro-cyclical). Our results imply that there is something to gain by using the "right instrument" at the "right time".

This paper revisited the relationship between capital buffers and risk adjustments by showing the impact of the business cycle. Empirically, we used an unbalanced panel dataset from 426 banks of the BRIC countries (i.e., Brazil, Russia, India, and China) for the period 2007–2016. By using the two-step system GMM (2GMM), this study shows the results as: (i) capital buffers of Russia, India, and China behave counter-cyclically while it is pro-cyclical for Brazilian banks over the business cycle; (ii) in BRIC’s economy, credit risk, and bank financial stability is related to business cycle in counter and pro-cyclical fashion, respectively; (iii) capital buffers adjustment speed is the premier in China and India, shining banks accessibility to capital refill is much easier to Brazil and Russia. The adjustment speed is heterogeneous across countries; and (iv) financial stability in apex for the Chinese, Russian, and Indian banks apart from the Brazilian banks.

Social policy matters have long been considered women’s issues. Extant research has documented a strong link between gender and the policies of the welfare state in the legislative, executive and electoral arenas. Yet what determines the strength of this association has largely been left unexplored. Drawing on tokenism theory, this article proposes gender diversity at the group level as a key explanatory factor. It hypothesizes that the gender gap in social policy diminishes as the female representation in a political party increases. To test this argument, it examines almost 8000 press releases issued by over 600 politicians during four election campaigns in Austria between 2002 and 2013. The analysis demonstrates that women talk more about social policy issues during election campaigns than men, but that this emphasis gap disappears for parties with a more equal gender balance. These results have important implications for our understanding of the politics of gender and social policy.

Purpose Despite the widely recognised importance of lifelong learning, there are mixed results on its causal economic impact. The purpose of this paper is to investigate how economic conditions change the composition of participants in non-formal lifelong learning and whether the business cycle is relevant for the impact of non-formal lifelong learning on employability. Design/methodology/approach Non-linear decomposition techniques and matching estimators based on multidimensional covariates are applied to the Spanish sample of the European Adult Education Survey. The analysis controls for background, human capital and personal traits and draws a distinction between unemployed and employed workers. Findings The results show major differences in the volume and composition of participants before and during the Great Recession. In addition, there is a business cycle dependence of the effectiveness of non-formal lifelong learning that varies with the individual labour market situation. While lifelong learning proves more effective for the unemployed in recessions, for the employed the impact is greater in expansions. Originality/value The paper provides new evidence on the scant results of the moderating effect of the business cycle on the impact of lifelong learning. The analysis is not restricted to training implemented within public programmes, but rather extends to any kind of non-formal lifelong learning undertaken by unemployed and employed workers. In this sense, the analysis provides information about the optimal moment to invest in lifelong learning from both the policymaker and individual as well as firm perspective.
