The most important protective measure in the pandemic process is a vaccine. The logistics and administration of the vaccine are as important as its production. The increasing diffusion of electronic devices containing geo-referenced information generates a large production of spatial data that are essential for risk management and impact mitigation, especially in the case of disasters and pandemics. Given that vaccines will be administered to the majority of people, it is inevitable to establish vaccination centres outside hospitals. Site selection of vaccination centres is a major challenge for the health sector in metropolitan cities due to the dense population and high number of daily cases. A poor site selection process can cause many problems for the health sector, workforce, health workers, and patients. To overcome this, a three-step solution approach is proposed: (i) determining eight criteria using from the experience of the advisory committee, (ii) calculating criterion weights using Analytic Hierarchy Process (AHP), and performing spatial analysis of criteria using Geographic Information System (GIS), (iii) assigning potential vaccination centres by obtaining a suitability map and determining service areas. A case study is performed for Bağcılar, Istanbul district, using the proposed methodology. The results show that the suitable areas are grouped in three different areas of the district. The proposed methodology provides an opportunity to execute a scientific and strategic vaccination programme and to create a map of suitable vaccination centres for the countries.

Purpose Collaborative networked organisations (CNO) are a means of ensuring longevity and business continuity in the face of a global crisis such as COVID-19. This paper aims to present a multi-criteria decision-making method for sustainable partner selection based on the three sustainability pillars and risk. Design/methodology/approach A combined analytic hierarchy process (AHP) and fuzzy AHP (F-AHP) with Technique for Order of Preference by Similarity to Ideal Solution approach is the methodology used to evaluate and rank potential partners based on known conditions and predicted conditions at a future time based on uncertainty to support sustainable partner selection. Findings It is integral to include risk criteria as an addition to the three sustainability pillars: economic, environmental and social, to build a robust and sustainable CNO. One must combine the AHP and F-AHP weightings to ensure the most appropriate sustainable partner selection for the current as well as predicted future period. Research limitations/implications The approach proposed in this paper is intended to support existing CNO, as well as individual firms wanting to create a CNO, to build a more robust and sustainable partner selection process in the context of a force majeure such as COVID-19. Originality/value This paper presents a novel approach to the partner selection process for a sustainable CNO under current known conditions and future uncertain conditions, highlighting the risk of a force majeure occurring such as COVID-19.

In addition to its potential for wave power, wind power, hydropower, and solar power, it can be said that Vietnam is a country with great potential for biomass energy derived from agricultural waste, garbage, and urban wastewater, which are resources widely available across the country. This huge amount of biomass, however, if left untreated, could become a major source of pollution and cause serious impacts on ecosystems (soil, water, and air), as well as on human health. In this research, the authors present a fuzzy multicriteria decision-making model (FMCDM) for optimizing the site selection process for biomass power plants. All of the criteria affecting location selection are identified by experts and literature reviews; in addition, the fuzzy analytic hierarchy process (FAHP) method was utilized so as to identify the weight of all of the criteria in the second stage. Furthermore, the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) is applied for ranking potential locations in the final stage of this research. As a result, Long An (DMU/005) was found to be the best location for building biomass energy in Vietnam. The main contributions of this work include modeling the site selection decision process under fuzzy environment conditions. The proposed approaches also can address the complex problems in site selection; it is also a flexible design model for considering the evaluation criteria, and is applicable to location selection for other industries.

AbstractSite selection for Antarctic research stations is of great importance and is necessary to support Antarctic expeditions. Site selection is affected by both the scientific investigations planned and the expected life of stations following construction. In the site allocation process, an efficient spatial data management system is required to manage various criteria and a robust allocation method is important to handle decision uncertainties. The aim of this study was to build a criteria system and to conduct a site selection process with aid from geographical information systems (GIS) and the fuzzy analytical hierarchy process (FAHP). In considering the natural environment and building conditions, fifteen factors were used as multiple evaluation sub-criteria and grouped into four main criteria: scientific research, environment, logistical support and topography. Comparisons were made between potentially suitable areas and the locations of existing stations and camps to demonstrate fitness-for-use of the allocation results. Finally, the suitability map was applied to identify candidate sites for a new Chinese research station by considering the position of current stations and areas of scientific interest. This model offers a comprehensive methodology for decision-makers in the assessment of potential Antarctic research station sites.

Landfill site selection is a complex task that needs to be done by decision maker. There are many criteria that need to be considered before choosing the landfill. This includes economic, social, geological and environmental criteria. AHP is a technique for analyzing and supporting decisions in which multiple and competing objectives are involved and multiple alternatives are available. By using Analytical Hierarchical Process (AHP), the process of landfill site selection had become easier. In this method, the problem need to be divided into hierarchy before the pair wise comparison and made it prioritize accordingly. Then, the judgment will be synthesized and finally, the evaluation and consistency of judgment were checked. As a result, lists of criterion were arranged according to its priority, which is more dominant to economic aspect and less dominant to social aspect. This is on account of social matters can be solved alternatively by different systems. This landfill site selection process involved lots of spatial data and strenuous in handling it. Thus, by using GIS, it can give significant helps to solve this issue because of its potential in handling large volume of spatial data that needs to be evaluates and processed. This particular research used Johor Bahru, Johor for case study area.

Worldwide, hepatitis B virus (HBV) infection is still a major public health problem. Bangladesh having a large burden of HBV infection, should be a major contributor towards it’s elimination by 2030. The country has been making progress in reducing incidence of HBV infection during the past decades. The progresses are mainly due to large vaccination coverage among children and large coverage of timely birthdose vaccine for prevention of mother-to-child transmission of HBV. However, Bangladesh still faces challenges in achieving target of reduction in mortality from HBV. On the basis of targets of the WHO’s Global health sector strategy on viral hepatitis 2016–2021, we highlight priorities for action towards HBV elimination. To attain the target of reduced mortality we propose that, the service coverage targets of diagnosis and treatment should be prioritized along with vaccination. Firstly, improvements are needed in the diagnostic and treatment abilities of medical institutions and health workers. Secondly, the government needs to reduce the costs of health care. Thirdly, better coordination is needed across existing national program and resources to establish an integrated system for prevention, screening, diagnosis and treatment of HBV infection. ObjectivesTo document and share the process of establishing the nationally representative multisite surveillance network for intussusception in India, coordination, data management and lessons learnt from the implementation.DesignThis study combined both retrospective and prospective surveillance approaches.Setting19 tertiary care institutions were selected in India considering the geographic representation and public and private mixParticipantsAll children under-2 years of age with intussusceptionPrimary and secondary outcome measuresThe experience of site selection, regulatory approvals, data collection, quality assurance and network coordination were documented.ResultsThe site selection process involved systematic and objective four steps including shortlisting of potential institutions, information seeking and telephonic interaction, site visits and site selection using objective criteria. Out of over 400 hospitals screened across India, 40 potential institutions were shortlisted and information was sought by questionnaire and interaction with investigators. Out of these, 25 institutes were visited and 19 sites were finally selected to participate in the study. The multistep selection process allowed filtering and identification of sites with adequate capacity and motivated investigators. The retrospective surveillance documented 1588 cases (range: 14–652 cases/site) and prospective surveillance recruited 621 cases (range: 5–191 cases/site). The multilayer quality assurance measures monitored and ensured protocol adherence, complete record retrieval and data completeness. The key challenges experienced included time taken for obtaining regulatory and ethical approvals, which delayed completion of the study. Ten sites continued with another multisite vaccine safety surveillance study.ConclusionThe experience and results of this systematic and objective site selection method in India are promising. The systematic multistep site selection and data quality assurance methods presented here are feasible and practical. The lessons from the establishment and coordination of this surveillance network can be useful in planning, selecting the sites and conducting multisite and surveillance studies in India and developing countries.

With a growing global economy and competition and increased outsourcing, the supplier selection process has gained more focus and importance within many business enterprises for developing an integrated supply network. Analytic Hierarchy Process (AHP) has been identified as an ideal multi-objective decision support tool to assist firms in completing the supplier selection process as part of strengthening their procurement strategies. This paper involved secondary research methods to gain an understanding of AHP, its various applications, and exploration of how to incorporate non-traditional selection criteria such as environmental criterion into the process. AHP's application for optimal supplier selection to support integrated procurement process is illustrated through an example of a Medical Device Manufacturer (MDM), known for established supplier-customer partnerships and alliances. Major limitation in studying this example included data availability to complete a comprehensive AHP decision management model. However, it was found that AHP is a powerful, structured but flexible method of addressing the multi-criteria supplier selection decision that facilitates building an integrated supply chain.

The construction of more nursing homes has become one of the most needed pension services in China, and the issue of site selection is one of the most important steps in their construction. The problem of site selection for nursing homes is a complex system engineering problem that involves not only economic interests but also social interests. Due to the limitations of human thinking in the evaluation process, the evaluation value of a nursing home site might be an interval grey number. Moreover, the evaluation indicator system for nursing home locations is a two-layer system that has been neglected in the literature. Therefore, the fuzzy analytical hierarchy process is extended to a new grey approach, i.e., the grey analytic hierarchy process, which can solve the evaluation problems for a two-layer indicator system under an interval grey environment. By constructing a three-point interval grey number, grey evaluation criteria are given to obtain a judgment matrix for interval grey numbers. Definitions of the initial weights, nongreyness weights and integrated weights are proposed to find the best evaluation object. Finally, the effectiveness of the method proposed by this paper is verified by comparative analyses of other grey methods.
