Web-mapping has been widely used to facilitate citizen participation in smart cities. Web-mapping has evolved from 2D static maps towards more dynamic and immersive 3D worlds such as virtual globes and scenes. Although current technologies allow us to build multidimensional representations, there is still a lack of research studies on how to further leverage them to foster citizen participation. Information on space–time changes can be an important asset for a successful citizen participation process. Citizens may need to track the evolution of their city over space and time, and how their participation will impact the urban planning and decision-making process. Consequently, the main objective of this research study is to design and develop a multidimensional (2D, 3D, 4D) web-mapping platform where citizens can better assess and understand the spatiotemporal evolution of their cities. User testing was conducted to assess the multidimensional representation of the animations used, and the spatiotemporal mechanism and interface features. Results showed that it is recommended to integrate spatiotemporal simulations to citizen participation platforms so citizens can better assess the impacts of their choices. We also assessed that 3D does not always communicate information better than 2D. Future work will aim at testing the platform in a consultation process with a representative sample of participants.

Without decarbonizing cities energy and climate objectives cannot be achieved as cities account for approximately two thirds of energy consumption and emissions. This goal of decarbonizing cities has to be facilitated by promoting net-zero/positive energy buildings and districts and replicating them, driving cities towards sustainability goals. Many projects in smart cities demonstrate novel and groundbreaking low-carbon solutions in demonstration and lighthouse projects. However, as the historical, geographic, political, social and economic context of urban areas vary greatly, it is not always easy to repeat the solution in another city or even district. It is therefore important to look for the opportunities to scale up or repeat successful pilots. The purpose of this paper is to explore common trends in technologies and replication strategies for positive energy buildings or districts in smart city projects, based on the practical experience from a case study in Leipzig—one of the lighthouse cities in the project SPARCS. One of the key findings the paper has proven is the necessity of a profound replication modelling to deepen the understanding of upscaling processes. Three models analyzed in this article are able to provide a multidimensional representation of the solution to be replicated.

Cities are becoming digital and are aiming to be sustainable. How they are combining the two is not always apparent from the outside. What we need is a look from inside. In recent years, cities have increasingly called themselves Smart City. This can mean different things, but generally includes a look towards new digital technologies and claim that a Smart City has various advantages for its citizens, roughly in line with the demands of sustainable development. A city can be seen as smart in a narrow sense, technology wise, sustainable or smart and sustainable. Current city rankings, which often evaluate and classify cities in terms of the target dimensions “smart” and “sustainable”, certify that some cities are both. In its most established academic definitions, the Smart City also serves both to improve the quality of life of its citizens and to promote sustainable development. Some cities have obviously managed to combine the two. The question that arises is as follows: What are the underlying processes towards a sustainable Smart City and are cities really using smart tools to make themselves sustainable in the sense of the 2015 United Nations Sustainability Goal 11? This question is to be answered by a method that has not yet been applied in research on cities and smart cities: the innovation biography. Based on evolutionary economics, the innovation biography approaches the process towards a Smart City as an innovation process. It will highlight which actors are involved, how knowledge is shared among them, what form citizen participation processes take and whether the use of digital and smart services within a Smart City leads to a more sustainable city. Such a process-oriented method should show, among other things, to what extent and when sustainability-relevant motives play a role and which actors and citizens are involved in the process at all.

Abstract Smart cities have a huge potential to increase the everyday efficiency of cities, but also to increase preparation and resilience in case of natural disasters. Especially for disasters which are somewhat predicable like floods, sensor data can be used to provide citizens with up-to-date, personalized and location-specific information (street or even house level resolution). This information allows citizens to better prepare to avert water damage to their property, reduce the needed government support, and — by connecting citizens locally — improve mutual support among neighbors. But how can a smart city application be designed that is both usable and able to function during disaster conditions? Which smart city information can be used? How can the likelihood of mutual, local support be increased? In this practice report, we present the human-centered development process of an app to use Smart City data to better prepare citizens for floods and improve their mutual support during disasters as a case study to answer these questions.

A comparative case study into the meaning of conversations between citizens and government on the course and outcome of local participation processes Although the importance of conversations for citizen participation is widely recognized, there is still little insight into the meaning of conversations for participatory processes. This comparative case study provides insight into the discursive patterns that characterize the conversations between citizens, civil servants and other stakeholders in two participatory processes in different municipalities. Our framing-analysis shows how different discursive patterns develop in interaction and how these patterns effect the course and outcome in both participation processes. The results provide insight in how experiences of previous events influence the discursive patterns that participants construct in interaction. It is concluded that in both cases not the nature of the issue, but the way it was discussed and how participants framed this was crucial for the course and outcome of the participation process.

This paper examines current development in Web GIS with the implementation of Geospatial Mashup technologies, such as Google Map in the context of map Mashups, and presents a classification of map Mashups and their application in tourism management and promotion. On the Web GIS context, Mashup is the process of merging multiple sources of data, both spatial and non-spatial, into a single integrated spatial display. It is about extracting spatial data from a non-spatial source and combining with other spatial data and finally displaying it on a map. This paper demonstrates that Geospatial Mashup has great potential to facilitate and widen the rapid development of the future web mapping technology in Web GIS in tourism development. It also highlights on the basic architecture and working principles of Map Mashups in context to tourism management. The final section of this research paper emphasizes on some issues and limitations inherent to the current Mashup technologies like privacy protection, copyright issues etc. which need to be worked out before its wider adoption.

Smart cities are associated almost exclusively with modern technology and infrastructure. However, smart cities have the possibility to enhance the involvement and contribution of citizens to urban development. This work explores the role of governance as one of the factors influencing the participation of citizens in smart cities projects. Governance characteristics play a major role in explaining different typologies of citizen participation. Through a focus on Amsterdam Smart City program as a specific case study, this research examines the characteristics of governance that are present in the overall program and within a selected sample of projects, and how they relate to different typologies of citizen participation. The analysis and comprehension of governance characteristics plays a crucial role both for a better understanding and management of citizen participation, especially in complex settings where multiple actors are interacting.

Some governments have proven social media's potential to generate value through co-creation and citizen participation, and municipalities are increasingly using these tools in order to become smart cities. Nevertheless, few public administrations have taken full advantage of all the possibilities offered by social media and, as a consequence, there is a shortage of case studies published on this topic. By analyzing the case study of the platform Santander City Brain, managed by the City Council of Santander (Spain), the current work contributes to broaden the knowledge on ambitious social media projects implemented by local public administrations for e-Government; therefore, this case can be useful for other public sector's initiatives. The case studied herein proves that virtual social media are effective tools for civil society, as it is able to set the political agenda and influence the framing of political discourse; however, they should not be considered as the main channel for citizen participation. Among the results obtained, the authors have found that several elements are required: the determination and involvement of the government, a designated community manager to follow up with the community of users, the secured privacy of its users, and a technological platform that is easy to use. Additionally, the Public Private Partnership model provides several advantages to the project, such as opening new sources of funding.

Citizen participation and sustainability are two main concepts used in the definitions in the smart city literature. Citizen participation is often used within the context of improving good governance in smart cities. Its relationship with sustainability is seldomly discussed. This study analyses the relationship between the concepts of smart city, smart sustainable city, and citizen participation, and discusses how citizen participation is shaped in smart sustainable cities. In light of this analysis, seven types of citizen participation mechanisms are studied. The findings of the study reveal that sustainability in smart cities is only considered within the framework of environmental matters, while citizen participation is only considered as a mechanism aimed at supporting good governance. The study recommends using these participation mechanisms to highlight other aspects of sustainability such as securing comprehensiveness, alleviating poverty, promoting gender equality and to focus on other aspects of citizen participation such as real participation and democratic effectiveness.
